It will be built on the northeastern shore of Staten Island, the most neglected of New York's five boroughs, as part of an overall $580 million regeneration project. Besides the wheel, there will be a $260 million retail, hotel and restaurant complex expected to create thousands of jobs and boost the island's economy. New York Wheel LLC president and chief executive Richard Marin hailed the final approval from the city council as "a major milestone for Staten Island and New York City." He expressed hopes that the New York Wheel will eventually rival the city's other iconic landmarks such as the Statue of Liberty and the Empire State Building. In my media- archeological project, of which this text is a part, I explore how the experience and current innovation of these structures relate to the new imaging technologies that shape our contemporary media culture. In this text I will be treating the revolving restaurant as an optical device, where the attributes of elevated view combined with mechanical motion evoke a cinematic experience. In order to describe the relationship to cinema that such a view inhabits, I have turned to what I call cinéma trouvé—a cinematic experience of sites or places outside the traditional cinematic apparatus. The artist duo Bull.Miletic (2011) have written about the genealogy of the revolving restaurant view as a panoramic desire starting from the Italian veduta, the Claude glass, and the picturesque gardens of the early eighteenth century.

Some have achieved great success in retail, real estate or traditional manufacturing. It is not unusual to see an Orthodox Jew as a prominent developer of a skyscraper or as mayor of a nice-sized village or district, sometimes in full Chassidic garb, doing his chosen work. Yes, we have arrived. Still even those who pay close attention to the growth of committed Chassidic Jews’ involvement in all spheres of American enterprise are in disbelief that a young Satmar chassid from Boro Park is the founder and chairman of the New York Wheel, a planned giant Ferris Wheel being built on the northeastern shore of Staten Island. The New York Wheel will be the world’s tallest “observation wheel” in the world and the only attraction of its kind in New York City. The 625-foot (roughly 60-story) Wheel will feature 36 capsules, each carry- ing up to 40 passengers, and will offer incomparable views of lower and midtown Manhattan, the Statue of Liberty, New York Harbor, and beyond, for the duration of each 38-minute revolution.
