I. SITUATION OVERVIEW

A. BACKGROUND

The Low Pressure Area (LPA) which prevailed since January 31, 2011 to present, brought widespread rains over Visayas and and triggered the recurrence of flashfloods, landslides and big waves in eleven (11) provinces of Regions VIII, X, XI, CARAGA and ARMM.

B. EFFECTS

1. INCIDENTS MONITORED FROM JANUARY 31 TO FEBRUARY 04, 2011

A. FLOODING

CARAGA

Agusan del Norte - Sitio Kasilak, Brgy Tal-ao and Brgy. 7 in Buenavista; Brgy. Panaytayon and Brgy. Basilisa in Remedios T. Romualdez. Flood waters have started to subside in some areas. Work in the government and private offices has resumed on 3 February 2011 based on Memo issued by DILG Region-13. Suspension of classes was selectively extended by DepEd in schools utilized as evacuation centers as well as those which were still flooded.

Region X

Misamis Oriental ( City and ); Province; Occidental ( City) were flooded. Flood victims were evacuated to the Brgy. Hall stage, multi- purpose center, 2 chapels and waiting shed

Region XI

Flashflood due to continuous rains occurred at Hijo River, Purok 2, Brgy. Panibasan, Maco and in the municipality of Compostela, Province of Compostela Valley on 5:00 PM, 2 February 2011. Forty-five (45) families were evacuated to the Compostela municipal gym

ARMM

Heavy rains and big waves occurred along the shorelines of Jolo, Sulu, affecting five (8) barangays, namely; Walled City, Alat, Chinese Pier, Asturias, Takut-Takut, Tulay, Town Proper, San Raymundo and Kasangayan with 1,140 families / 4,560

Some residents took refuge in safer places.

A total of fourteen (14) barangays were affected by the big waves and strong winds in Sulu Province: 8 in Jolo, 1 in Panamao, 1 in Pangutaran and 4 in Hadji Panglima Tahil. Jolo is still experiencing big waves and strong winds.

Sources of potable water in Jolo, Sulu are already contaminated

B. LANDSLIDE

CARAGA - National Highway along Brgy. Union, Lingig, Surigao del Sur on February 1, 2011

Region X – Along the National Highway (-) at vicinity of Barangays Pangpangon and Punta, Talisayan,

C. SEA MISHAP

In Region V, a fishing boat named “Daner” of Bulan, Sorsogon with 4 fishermen onboard capsized within the vicinity of Brgy. Canomay, Claveria, Masbate on or about 9:00AM, 31 January 2011 due to big waves and strong winds. Said fishing boat was recovered on 01 February 2011 and is currently under the custody of Brgy Chairman of Canomay.

In Region VII, a motorized pump boat with 2 fishermen onboard from City, Southern Leyte going back to Pres. Carlos P. Garcia, Bohol was reported missing since Feb. 1, 2011

D. DISEASE OUTBREAK

There are eighty one (81) diarrhea cases in San Ricardo, Southern Leyte: 23 were confined at Pintuyan District Hospital and 58 were treated at San Ricardo RHU in San Ricardo, Southern Leyte.

2. STATUS OF RIVERS/TRIBUTARIES

CARAGA

Butuan City Water District (BCWD) closed their Pressure Regulatory Valve(PRV) because the water turbidity level at Taguibo River reached over 100 Nephelometric Turbidity Unit (NTU) resulting to a low pressure of water supply in the whole city. As of 8:00 AM, 02 February 2011, the water level in Agusan River increased to 3.6 meters hence, Butuan City is knee-deep underwater. Mapaso River in Placer, Surigao del Norte overflowed. Flood waters have started to subside in some areas on February 3, 2011.

Region X

Kibaluyot River in Gingoog City and Baylao Creek in , Camiguin have overflowed.

3. STATUS OF LIFELINES

A. ROADS/BRIDGES

CARAGA

Surigao del Sur

Barobo - roads in , Ampason, San Vicente and the bridge in Brgy. Javier going to Guinhalinan is now passable. Carrascal – Brgy. roads in Panikian, Tabon-Tabon, and Taganito is now passable.

2 San Miguel - Barangay roads in Taganito, Tabon-Tabon, Pantukan and Sitio Kababayan are not passable Taktaraoc Bridge, Junction Gamot- San Miguel Road and San Miguel Bridge in San Miguel and Badiang Bridge in Cortes is now passable to all types of vehicles Tago-Garmot-Sampinit-Unaban-Pocto road section in Brgy. Gamot is now passable

Surigao del Norte

Portion of Surigao-Davao Coastal (national) Road specifically at Brgy Cagdianao, Claver is not passable due to erosion of land from an elevated location Section of a national highway along Bad-as, Placer Road is flooded and is passable only to big trucks.

Agusan del Norte Daang Maharlika Road (a)Brgy San Roque, Kitcharao, (b)Brgy Cabadiangan, Jabonga, (c)Brgy Tagbuyacan, Santiago and (d)Brgy San Isidro, Santiago are closed to traffic due to flooding

Region VIII

Southern Leyte Mahaplag-Sogod Road along Km1015+260 Dampoy section was affected by landslide which occurred on 3:00 PM Jan 31. Clearing operations is still on-going but as of reporting time, said road is not yet passable to all types of vehicles. Pinut-an to Kinachawa in San Ricardo is still impassable . Provincial Road in Liloan, Southern Leyte going to Caligangan is impassable due to soil erosion at Brgy. Candayuman.

B. WATER LWUA water service in , Surigao del Sur has already been interrupted for 2 days due to turbidity of water supply from the source.

C. POWER INTERRUPTIONS Surigao del Sur - Power outage was experienced in the province since January 31, 2011 and Purok Hacienda in Brgy Alba, Tago has no power since last week. Brgy. Bangsud, Tago and Brgy. San Isidro to Pandanon section of Tandag has experienced power outage since 7:00PM, 31 January 2011.

4. AREAS AND POPULATION AFFECTED (Details on Tab A)

 A total of 104,484 families / 530,519 persons were affected in 566 barangays in the provinces of Southern Leyte in Region VIII, Misamis Oriental, and Camiguin in Region X, Compostela Valley in Region XI, Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands in CARAGA Region, and Sulu in ARMM

 Status of Evacuees: As of reporting time, 04 February 2011, 14,779 families / 72,995 persons are housed at 41 evacuation centers

5. CASUALTIES ( Dead – 15 , Injured – 1, Missing – 3) (Details on Tab B)

DEAD - 9

 Region X : Two (2) persons were reported dead due to drowning in Gingoog City, Misamis Oriental identified as Christopher Laraga , 20 yrs. old and Alger Jorge Boholano , 42 yrs. old  CARAGA : - Agusan del Norte: three (3) persons were reported dead due to drowning in Tubay, namely: Reyam Bahan , 7 yrs old of P-2, Brgy. Dona Rosario; and Ricarte Ganzan, 70 yrs old of P-1, Brgy. and Teresita Acion, 62 yrs old who was earlier reported missing due to landslide

3 - Surigao del Norte : two (2) were reported dead, buried alive due to landslide in Brgy. Masgad, Malimono, namely: Carlito Benocilla , 26 yrs. old and Raymund Bonotan , 25 yrs. old - Surigao del Sur: four (4) were reported dead, buried alive due to landslide: Nenita Corpuz, 57 yrs old and Julie Culapu, 47 yrs old, both from Cantilan; Isagani Borja, 25 yrs old from Marihatag and Aladin Corporal from Madrid - Agusan del Sur : two (2) were reported dead due to drowning in Brgy. Sta. Cruz, Rosario, namely; Ruben Ramos, 40 yrs. old and Richard Ramos, 1 yr. old  Region XI : One (1) child identified as Rocel Antipuesto of Purok 8, Brgy. Elizalde, Maco, Compostela Valley, drowned after he crossed the Hijo River.

INJURED - 1

 One (1), identified as Noel Moldera was reported injured in Gingoog City

MISSING - 3

 One (1) person identified as Amado Basadre , between 30 to 40 yrs old, of Brgy. Matingbe, San Francisco, Surigao del Norte was reported missing after attempting to cross a strong river current  In Region VII, two (2) fishermen onboard a motorized pump boat from Maasin City, Southern Leyte going back to Bohol was reported missing, identified as Jonathan Moreno, 33 yrs. old and Albert Cutamura, 24 yrs. old, both from Brgy. Cabangcalan, Pres. Carlos P. Garcia, Bohol.  The capsized fishing boat “Daner” that was earlier reported has already been recovered on 01 February 2011, 6:00 AM and is presently in the custody of Brgy. Captain of Brgy. Canomay, Claveria, Masbate. The four (4) missing fishermen, identified as Reynaldo Lipa 40 y/o, Jesus Gaupo Lanares 15 y/o and Junjun Gaupo 21 y/o, all of Bulan, Sorsogon and Ariel Niez 19 y/o of Brgy. Monreal, Masbate, Masbate, returned home safe and in good condition on the night of February 01, 2011

6. DAMAGED HOUSES (Details on Tab C)

A total of 305 houses were damaged (86 Partially and 219 Totally)

CARAGA - a total of 69 houses were damaged: (62 Partially and 7 Totally ):

Partially damaged: CARAGA – 62 (Surigao del Norte – 54, Agusan del Norte – 8)

Totally damaged: CARAGA – 7 (Agusan del Sur – 2, Surigao del Sur – 4 and Dinagat islands – 1)

ARMM - a total of 236 houses were damaged (79 Totally and 157 Partially)

II. ACTIONS TAKEN

A. WARNING DISSEMINATION/ MONITORING

 The NDRRMC disseminated Weather Advisories, Flood Bulletins, and Gale Warning to all regions concerned through facsimile and website for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels  Local PIA CARAGA continuously assisted RDRRMC and PDRRMCs in disseminating weather advisories and situational update to the general public through its 172 networks  Jolo Emergency Rescue Network (JERN), Red Cross, D’Alert Lupah Sug and Suara Lupah Sug are helping ACC Sulu in monitoring the situation

4 B. SUSPENSION OF CLASSES/SEA TRAVELS

 RDRRMC CARAGA declared Alert Level 3 in all provinces and classes in all levels and work in public and private offices were suspended effective February 01, 2011. Pre- emptive and force evacuation were initiated in the low-lying and landslide prone areas

 CDRRMCs Butuan and Surigao; and PDRRMCs Surigao del Norte and Dinagat Islands suspended classes in the elementary and high school levels in both public and private schools since January 31, 2011.  In Butuan City, suspension of work in public offices was lifted on February 3, 2011. However, suspension of classes was selectively extended by DepEd in schools utilized as evacuation centers as well as those which were still flooded.  In Surigao del Sur, classes at all levels as well as work in the public and private offices has resumed on 3 February 2011  In Surigao del Norte, Alert level 2 was still in effect. Classes in the public elementary and high school were still suspended. Work in the government and private offices has resumed on 3 February 2011 based on Memo issued by DILD Region-13.  In Dinagat islands, Alert level 2 was lowered to Alert level 1. Classes in all levels were still suspended while work in the government and private offices has resumed on 3 February 2011  DepEd declared suspension of classes at all levels of public and private schools in Mambajao, Camiguin since 01 February 2011. Classes of public and private at all levels have resumed since Feb 2, 2011  Flights of PAL and Pacific in CARAGA is now back to normal as well as its sea travel  PCG suspended regular trips of 23 Motor Boats (MBs), Motor Vessels (M/Vs), MBCA and Sea Crafts docked at Coast Guard Stations in , , Bohol and , Negros Oriental in Region VII, , , Maasin and in Region VI since February 01, 2011 due to stro`ng winds and big waves  Boats bound for from Sulu province were cancelled while other vessels hid at Panglima Tahil on 1 February 2011 2:45 PM

C. SEARCH AND RESCUE (SAR) and EVACUATION OPERATIONS

CARAGA  The Coast Guard Station Butuan Special Operations Unit in cooperation with Balangay Team of CDRMMC Butuan, conducted SAR operations on February 01, 2011 in Barangays Aupagan, Mahogany, Mahay, Banza, Buhangin and nearby barangays along the riverbank with the use of speedboats. The team rescued 70 stranded persons and transferred 81 families including minors and children to the evacuation centers and other safer areas. Evacuees are staying at Agusan National High School  In Butuan City, search and rescue operation is still ongoing as of February 3, 2011.  PNP , BFP, 30 th -IB PA, PNP recruits QART and members of Washington Brgy. Council effected forced evacuation of 354 families in Sitio Pagasa and Sitio Bonotan, Brgy Washington  PNP13 deployed 2,025 PNP personnel with SAR equipment to different provinces affected by flooding and landslides which helped in the conduct of SAR and evacuation operations. Three (3) personnel of Regional Community Relation Division of PRO 13 are currently stationed at OCD 13, Butuan City  SAR equipment deployed by PNP Units and LGUs concerned were the following: 13 th RPSB (2 Hilux, 1 unit 6X6 truck, 1 elf truck and 1 rubber boat); BCPO (5 patrol cars and 2 dump trucks); LGU Agusan del Norte (11 patrol cars, 1 dump truck and 1 multi-cab); LGU Agusan del Sur (14 patrol cars, 1 truck and 1 rubber boat); LGU Surigao del Norte (21 patrol cars, 1 bus, 1 6X6 army troop carrier, 1 BFP truck, rope and 3 dump trucks); LGU Surigao del Sur (23 patrol cars and 1 rubber boat); and LGU Dinagat Islands (7 patrol cars and 1 dump truck)

5  402 nd BDE, AFP augmented 3 units M35 truck, 3 units KM450, 1 Elf truck and 35 AFP enlisted personnel which assisted in the SAR operations in Agusan del Sur. Personnel and vehicles were also provided by the 36th IB, 29 th IB and 75 th IB of the 401 st BDE

Region VII  PCG-Tagbilaran City Station conducted search and rescue operation for the 2 missing fishermen from Brgy. Cabangcalan, Pres. Carlos P. Garcia, Bohol

Region VIII

 Concerned DRRMC in Southern Leyte initiated pre-emptive evacuation as they again experienced heavy rains with strong winds: All residents in Brgy. Gabi, San Francisco evacuated to San Francisco Central School and some residents in Sitio Cancastro, Brgy. Dakit, San Francisco partially evacuated to friends and relatives  Meanwhile, the Provincial Coordinator of Southern Leyte recommended the full evacuation of residents in Brgy. Lumbog, Hinunangan since said barangays were initially assessed by local DRRMC to be prone to landslide due to cracks in the mountain slopes  A total of 43 families / 184 persons in Brgy. Lumbog, Hinunangan (situated near Brgy. Guinsaugon in St. Bernard) evacuated to Hinunangan Municipal Auditorium due to possible threat of landslides

Region X

 CDRRMC Gingoog deployed Rescue teams in some barangays for monitoring and provided for the transportation of evacuees to designated evacuation centers, CDRRMC Ozamiz City, Misamis Occidental conducted pre-emptive evacuation in Purok 6 and 8 in Brgy. Carmen Annex. The City Emergency Response Team (CERT) in coordination with the City Police and Brgy. Officials assisted in the evacuation and transport of families to Misamis Annex Elementary School  As of 8:00 AM, 3 February, evacuees in Talisayan and Gingoog City, Misamis Oriental; Mambajao, Camiguin; and Ozamiz City, Misamis Occidental have returned to their respective places of origin

Region XI  MDRRMC Compostela and PDRRMC ComVal assisted in the evacuation of the affected families and extended relief assistance.

ARMM

 A total of 553 families were affected and evacuated to schools, friends and relatives

D. RELIEF OPERATIONS

FOOD AND NON-FOOD ITEMS CARAGA

 DSWD released P178,920.00 worth of relief packs to 700 families in Mainit, Surigao del Norte  Butuan City released 3,363 packs of assorted goods for the affected population  DSWD released P2,474,647.50 worth of relief goods to affected areas, as follows: Surigao del Norte – 3,200 family packs worth P1,473,322.50 Surigao del Sur - 2,300 family packs worth P590,525.00 Agusan del Norte - 1,600 family packs worth P410,800.00  MDRRMC Jabonga of Agusan del Norte provided food assistance worth P7,884.00  LGU Carrascal in Surigao del Sur released 100 bags of rice, 70 boxes noodles, 50 boxes sardines and 170 kilos dried fish for distribution to the affected families  LGU Santiago, Agusan del Norte released 8 sacks of rice to the affected families

6  Province of Dinagat Islands released 13 sacks of rice, 3 boxes sardines, 7 boxes noodles together with mats and linens; 80 packs of assorted goods worth P20,000.00 intended for Brgy. Mabini in Cagdianao  MDRRMC Libjo, Dinagat Islands provided 5 kg. rice, 3 cans sardines, 3 pcs. noodles – per family inside the evacuation centers

Region X

 CSWD Gingoog provided food assistance to the evacuation centers: Sta. Rita Parish (20 kilos rice, 21/2 kilos bihon and 20 tins sardines) and Brgy. Santiago (1 sack rice and 2 kilos behon)  MDRRMC Mambajao, Camiguin assisted affected residents and provided foods, medicines, clothing and towels  BDRRMC Carmen Annex, Ozamiz City provided ready-to-eat-foods in said barangay

ARMM

 LGU-Jolo headed by Mayor Hussin Amin provided immediate relief/food assistance to the evacuees  Gen. Ramon Santos, Special Assitant for BASULTA together with OCD BASULTA Satellite Office personnel proceeded to Western Mindanao Command to coordinate the vessel that will be used to transport the DSWD goods from Zamboanga City to Jolo, Sulu for distribution to the affected families  DSWD-IX sent relief goods to Jolo, Sulu thru Navy vessel consisting of 100 cartons sardines, 150 sacks rice, 173 cartons noodles in pack, 156 cartons corned beef, 41 cartons powdered milk, 179 sacks used clothings, 130 sacks (1,300 packs family pack food) and 1 generator set and emergency light

Region XI

 LGU Maco extended financial assistance to the bereaved family of disaster victims  MDRRMC Compostela and PDRRMC ComVal have assisted in providing immediate relief assistance

HEALTH

 DOH CARAGA is on code white alert and activated its 24-hour health emergency operation center. Medicines worth P214,404.39 were dispatched to high syndromic evacuation centers through the Provincial Health Team Leaders broken down as follows: Agusan del Norte (P71,468.13); Agusan del Sur (P71,468.13); and Surigao del Sur (P71,468.13). Other medicines were provided to following affected areas: Surigao City (P19,931.27; Butuan City (P130,595.00); Mainit, Surigao del Norte (P19,231.27); and Claver, Surigao del Norte (P23,822.71)  CHD –RHEMS and PHTO based field response is continuously monitoring the health situation in the area in coordination with local HEMS coordinators  PDRRMC Surigao del Norte dispatched medical teams in respective areas of concern

E. CLEARING OPERATIONS

 EASTMINCOM, AFP provided manpower assistance for the clearing operation of the national highway in Misamis Oriental  Monitoring team of DPWH CARAGA established a hotline number should necessary assistance be needed  DPWH CARAGA, and Region X conducted clearing operations in all impassable roads clogged up by soil, debris and gravel

F. CONDUCT OF MEETINGS

 CDRRMC Butuan City was convened on 02 February 2011 to assess the current situation

7  Ozamiz City Mayor Nova Princess Echavez called an emergency meeting and convened the CDRRMC-TWG for enhancement of warning dissemination and coordination with concerned agencies

G DAMAGE AND NEEDS ASSESSMENT (DANA)

Damages to Agriculture and Infrastructure in CARAGA amounted to PhP 418,137,653.50 (Tab D)

 CDRRMCs Ozamiz and Gingoog and MDRRMC Mambajao and Talisayan DANA teams conducted damage and needs assessment in their respective areas of responsibility

III. IMMEDIATE REQUIREMENTS/NEEDS

 Butuan CDRRMC needs used clothing for the flood victims  Certified rice and vegetable seeds, juvenile bangus and lobster, seaweeds for the rehabilitation of damaged agri-fishery in Dinagat islands  Medicines for possible water-borne diseases in the municipality of Jabonga, Agusan del Norte  Potable water in Jabonga and Butuan City evacuation centers and toilet facilities

Note: (Needs in the above mentioned areas were referred to concerned agencies)

IV. Declaration Under State of Calamity  Jolo Mayor Hussin U. Amin declared the Municipality of Jolo, Sulu under state of calamity
