In this year’s guide, we highlight the dangers of Prescription Drug Abuse. The abuse of prescription drugs in our community affects us all and we must work together to address these challenges. Discussing the misuse of prescription drugs and how you can prevent problematic prescription drug use (p.15) is important. We have included resources that are available if you or a loved one need help (p.65, 75 - 81 and 112). No one should have to suffer alone. The RNC Association, through monies raised by the publication of this guide, assists many organizations and community groups within our province. We are pleased this year to support Mental Health and Addictions Newfoundland and Labrador through our assistance to four of the health service providers across the province. These providers work to address the challenges of addiction in our province and are a source of support for many. We hope that you will use this Community Guide as a resource to start a conversation with your loved ones. Awareness and understanding of prescription drug abuse may help to save someone’s life. Prescription drug abuse occurs when someone takes a medical drug that was not prescribed for them or they take it in a different manner than it was supposed to be taken. Most people who abuse a prescription drug take more of the drug than a person who takes it for medical purposes. Abusers will build up tolerances to most drugs, meaning that it takes more and more of a drug to produce the same effect. After a while, the abuser may be taking much larger doses than normal. And a person abusing a drug may change its form, for example, they may crush a pill or dissolve a drug so they can inject it. This helps the drug reach the bloodstream faster and have faster effects, such as euphoria and a sedated feeling or perhaps increased confidence and increased activity, depending on the type of drug being abused. The most important thing to do is be there for your friend or family member if s/he needs to talk. It is important to remind yourself that you cannot fix it, but you can support your friend if s/he chooses to get help. It can be really tough to watch a friend or loved one struggle with addiction. Remind yourself of the four C’s: you didn’t create it, you didn’t cause it, you can’t cure it and you can’t control it. If your loved one is not ready to make changes with his/her substance use, you can still seek support for yourself so that you can learn how to cope and take care of yourself. Having the support of family members and/or friends may help people feel more supported to take steps toward treatment. Here are some simple things to start with: • Raise your concerns with the person and let him or • Find out about available treatment programs and tell her know you are available to listen; the person about them; and, • Provide factual information about the consequences or • Learn about the nature of drug abuse and addiction to give concerns associated with their substance use. It can rapidly restore normal respiration to a person who has stopped breathing as a result of an overdose from heroin or prescription opioids.

Thomas Fraize Scholarship The Detective Sergeant Thomas Fraize Scholarship is awarded by the RNCA to dependants of RNCA members, past or present, who are graduating from Grade 12 and will be attending post-secondary school. Lindsey Feltham and Nathan Rogers are the recipients of the 2017 scholarships.

Lindsey Feltham Nathan Rogers graduated from Mount Pearl graduated from Mount Pearl Senior High in June 2017. She Senior High with honors in June was involved in many school 2017. He is currently attending activities including varsity Memorial University of volleyball and softball while also Newfoundland studying volunteering with the school soup Engineering One with his career kitchen. She was a member of the choice being Electrical and Mount Pearl Show Choir where Computer Engineering. The Newfoundland and Labrador Police and Peace Officers' Memorial Association (NLPPOMA) hosted the 15th Annual Police and Peace Officers' Memorial Ceremony and Parade at the Memorial Monument Site outside the Confederation Building (East Block) on Sunday, September 24, 2017. This ceremony and parade coincides with similar parades all across the country, perhaps the most notable of which takes place in Ottawa.

On May 23, 2003 the Government of Newfoundland and Labrador officially proclaimed the last Sunday in September of each year as Newfoundland and Labrador Police and Peace Officers' Memorial Day. Newfoundland and Labrador has its own organization dedicated to honour the memory of police and peace officers who have died in the line of duty. Currently, the names of 20 officers are etched on our Provincial Memorial in St. John's.

In April 2017, RNCA members in Wabush, Newfoundland and Labrador had the privilege of supporting a Mental Health Week event in Labrador City. The event, called “Mental Health Break” took place on April 25th and was hosted by the Royal Newfoundland Constabulary and Menihek High School. It marked the beginning of the 66th Annual Canadian Mental Health Association’s Mental Health Week - May 1st to 7th.

Guest Speaker Danielle MacPherson, from Halifax, gave junior and senior high students and staff an open and candid talk about her struggles with Mental Health. Audience members were captivated by Danielle’s journey from a high school cheerleader to a University varsity athlete to a drug addict. Danielle spoke about how she had attempted suicide several times and subsequently became involved in criminal activity. Despite her struggles, Danielle was able to gain strength and turn a negative into a positive and ultimately created an inspiring life. She received her university degree in Psychology from the University of Cape Breton with a diploma in Mental Illness and Addiction Counselling. Today, Danielle is one-year drug-and-alcohol free and the first female graduate of Nova Scotia’s Court Monitored Drug Treatment Program. We thank Daniele for sharing her story and inspiring others!

The Labrador City-Wabush Rotary Club participated in a Bike Safety Rodeo along with the Canadian Tire Jump Start Program and handed out bike helmets to the participants. They also checked to ensure the children’s bicycles fit and gave away several new bicycles at the Rodeo (Thanks to the Canadian Tire-Jump Start program).

During Police Week 2017, members in Labrador West wanted to do something to acknowledge four-year-old Bradley Dumaresque’s love for the Police. Bradley has told every officer that he has met that he wants to be a Policeman when he grows up; he even dressed up as a Police Officer for Halloween with his parents as jail birds. Bradley always waves and smiles when he sees the Police vehicles driving down the road and he knows all the Police Unit numbers. Although he cannot drive yet, he does have a mini police battery operated car that he drives around in his driveway. Inspector Sean Ennis honoured him with being “Commanding Officer in Charge” and named him Inspector Bradley Dumaresque for the day. Congratulations, Bradley!

On Wednesday, September 20, 2017, at 11.00 a.m., the Memorial on Parade Commemorative project committee unveiled a Memorial Parkette in front of the Royal Newfoundland Constabulary Memorial Campus (once known as the Memorial building on Parade Street).

The Memorial on Parade Commemorative Parkette honours the three institutions which have occupied the building since it was opened in 1924; namely, the Memorial University College (and Memorial University since 1949); the College of Fisheries, from 1964-1985 and the Royal Newfoundland Constabulary, the present day occupants.

The Memorial on Parade Commemorative Parkette honors the fact that Memorial obtained its name from those who died in WWI, WWII and in other conflicts since. To honour that fact, a plaque was mounted at the entrance to coincide with the re-opening of the RNC Memorial Campus in September, 2015. On September 20, 2017, a caribou head, set in granite and the words, “Lest We Forget”, was unveiled within the Parkette.
