The authors propose setting up a European body (temporary committee or working group) for the development of a normative framework that guides the formulation of EU policies on HE. The STOA Workshop in the European Parliament 190 5 STOA - Science and Technology Options Assessment EXECUTIVE SUMMARY The umbrella term “human enhancement” refers to a wide range of existing, emerging and visionary technologies, including pharmaceutical products: neuroimplants that provide replacement sight or other artificial senses, drugs that boost brain power, human germline engineering and existing reproductive technologies, nutritional supplements, new brain stimulation technologies to alleviate suffering and control mood, gene doping in sports, cosmetic surgery, growth hormones for children of short stature, anti-ageing medication, and highly sophisticated prosthetic applications that may provide specialised sensory input or mechanical output. All these technologies signal the blurring of boundaries between restorative therapy and interventions that aim to bring about improvements extending beyond such therapy. As most of them stem from the medical realm, they can boost societal tendencies of medicalisation when increasingly used to treat non-pathological conditions. In the present study, we do not rely on the still widespread conceptual distinction between “therapy” and “enhancement”, but instead, in line with recent political statements on the issue, adopt a notion of human enhancement that includes non-therapeutic as well as some therapeutic measures. Defining human enhancement, for heuristic and politically pragmatic reasons, as any “modification aimed at improving individual human performance and brought about by science-based or technology-based interventions in the human body”, we distinguish between (i) restorative or preventive, non-enhancing interventions, (ii) therapeutic enhancements, and (iii) non-therapeutic enhancements. We view human enhancement primarily as offering a specific perspective on developments in science, technology, medicine and society. The effects of human enhancement technologies (HET) can be either long term or even permanent (as in the case of genetic enhancements), or temporary (such as improved concentration levels brought about by drugs). The aim may be to improve our natural abilities (for example by making us stronger or happier) or to give us characteristics or abilities that no human being has ever possessed before, such as full night vision, or even extra senses. The phenomenon of human enhancement shows a Janus face: on the one hand, there are a range of technoscientific developments, and of social and individual demands and desires that often appear in themselves to be highly relevant from an ethical or political point of view, yet also interact in a way that can be said to amount to a tendency towards an “enhancement society”. On the other hand, the convergence of technologies and of the related visions of human enhancement is actively driven forward by a number of social groups and networks in science, technology and research policy, among them a couple of key players in these fields. Faced with the often highly visionary and strongly ideological character of the debate on human enhancement, one must strive for a balance between advancing a rational discussion through critical analysis of the relevant visions and normative stances, and taking a close look at the diversity of HET and their actual social, technological and political significance. 6 Human Enhancement The present study is a systematic attempt to bridge the gap between, on the one hand, the visions and their cultural and ideological aspects, and, on the other hand, the technoscientific developments in question and their social aspects and implications. The tension between these two faces of the human enhancement topic is maintained throughout the study. It neither relies on views that discard the issue (and with it many of the technologies in question) on account of its speculative features, nor does it intermingle fantasies and vision with real or emerging developments in a way that hinders rational dis- cussion and misleads policy-makers and the public.

Some cognitive enhancements may not turn out to be practically useful, whereas others may turn out to be mere steps on the way to the construction of superhumans. The emphasis here is the focus on enhancements that take such recipients beyond the human norm rather than any implantations employed merely for therapy. This is divided into what we know has already been tried and tested and what remains at this time as more speculative. Five examples from the author’s own experimentation are described. Each case is looked at in detail, from the inside, to give a unique personal experience. The premise is that humans are essentially their brains and that bodies serve as interfaces between brains and the environment. The possibility of building an Interplanetary Creature, having an intelligence and possibly a consciousness of its own, is also considered. In seeking freedom from the constraints of nature, it resembles ancient Gnosticism, but complicates the question of what the human being is. In contrast to the perspective that we are our brains, I argue that human consciousness and subjectivity originate from complex interactions between the body and the surrounding environment. These qualities emerge from a distinct set of structural couplings embodied within multiple organ systems and the multiplicity of connections within the brain. These connections take on different forms, including structural, chemical, and electrical manifestations within the totality of the human body. This embodiment suggests that human consciousness, and the intricate levels of experience that accompany it, cannot be replicated in non-organic forms such as computers or synaptic implants without a significant loss to human identity. The Gnostic desire to escape our embodiment found in transhumanism carries the danger of dissolving the human being.     Transhumanism Between Human Enhancement and Technological Innovation* Ion Iuga Abstract: Transhumanism introduces from its very beginning a paradigm shift about concepts like human nature, progress and human future. An overview of its ideology reveals a strong belief in the idea of human enhancement through technologically means. The theory of technological singularity, which is more or less a radicalisation of the transhumanist discourse, foresees a radical evolutionary change through artificial intelligence. The boundaries between intelligent machines and human beings will be blurred. The consequence is the upcoming of a post-biological and posthuman future when intelligent technology becomes autonomous and constantly self-improving. Considering these predictions, I will investigate here the way in which the idea of human enhancement modifies our understanding of technological innovation. I will argue that such change goes in at least two directions. On the one hand, innovation is seen as something that will inevitably lead towards intelligent machines and human enhancement. On the other hand, there is a direction such as “Singularity University,” where innovation is called to pragmatically solving human challenges. Yet there is a unifying spirit which holds together the two directions and I think it is the same transhumanist idea.     Why Editorials? Why some, not all? In compiling the MMM Classics volumes, with precious few exceptions, editorials were not included. Why? Yes, some addressed temporary conditions, and are of no lasting interest. But indeed, many MMM editorials through the years have addressed concerns that remain pertinent today, if indeed they are not timeless. So we have taken another look and here reprint those “In Focus” editorials that, we think, speak to conditions and issues still very relevant today. These pieces represent the editor’s opinions alone, and have never been presented as the opin- ions or policies of the Lunar Reclamation Society, the National Space Society, the Artemis Society, or the Moon Society. There are none for the first year, as we didn’t start writing editorials until MMM #11. The Topics: The relation between the Moon and Mars in Manned Space Exploration Policy is clearly the num- ber one issue addressed. What we mean by “space” difers widely among “space proponents.” This is a critical issue. Space is more than the boundary layer of Earth, a place for space stations and satellites. This is a realm already part of Earth’s “econosphere” and will take care of itself. It is the endless fron- tier, beyond that needs our attention. The endless hiatus between Apollo 17 and what we all want to come next is a key topic. There is much we can do to make the next human lunar opening a stronger and more lasting one. Asteroids, promise and threat, are looked at and put in perspective with a nearer term threat: space debris, which could end up confining humans forever on our home world.

A common trend has been to view enhancement as a homogenous category, and to either advocate for it or demonize it. This dissertation advances a moderate view, which suggests that human enhancement should not be normatively analyzed as a single and unified topic; rather, particular categories of enhancement ought to be normatively evaluated based on their own merits and demerits. In doing this, I suggest that concerns about harm to others have not received adequate attention. Addressing the diversity of human enhancements and their potential to create harm to others should play a more prominent role in evaluating specific forms of biotechnology used for human enhancement. This dissertation has two main divisions: a theoretical section and an applied section. In the first section, I develop an interpretation of Joel Feinberg’s conception of harm along with his version of the harm principle. According to this model of harm, A harms B when A unjustly damages B’s interests. The harm principle holds that the prevention of harm to others or the risk of harm to others is always reason in favor of legislation that limits individual liberty.

Its limits are redefined as industries evolve and explore new technologies. History has shown that campaigners for novel patents are likely to succeed, except where they meet persistent opposition from other interests groups.1 Human enhancing technologies may very well be the next field where the battle of patentability is fought. We define human enhancement as a modification aimed at improving individual human performance and brought about by science-based or technology-based interventions in the human body.2 Hence, in our analysis we use a broad concept of human enhancement, which may involve aspects of healing.
