The stories of those who raised themselves from obscure and humble origins to positions of wealth and status, whilst retaining a sufficiency of Protestant social responsibility, were widely distributed and well received amongst a people daily experiencing the personal instabilities of the market revolution.2 Two families which represented the ideal of social mobility 1 A version of this essay was first read at the conference of the British Association for American Studies, Birmingham, and April 1997. A Brief Concord River History Native Americans Lined by fertile lands and dotted with several good fishing sites, the lower stretch of the Concord River was at one time inhabited by large numbers of Native Americans, well before European settlers made their way across the Atlantic and inland from the coast. Seventeenth-century historian Daniel Goodkin claimed that before contact there were thousands of “Wamesit” making semi-permanent residence on the east side of the Concord, where it met the Merrimack. There they planted corn in the rich alluvial soil, fished “for salmon, shad, lamprey-eels, sturgeon, bass, and diverse others,” and hunted the reportedly abundant game in the surrounding woods. This group was one of two tribes in the area, with another, the “Pawtucket,” at Pawtucket Falls upstream on the Merrimack River. Both belonged to the Pennacook Middlesex Falls Confederacy, and their settlements swelled and shrank in size seasonally, as native visitors came and went with the migration cycles of the anadromous fish. In the 17th century, however, they were killed or run out of the river valley by fearful settlers. By 1726, native rights to the land along the Concord were nonexistent. East Chelmsford & Tewksbury Throughout the eighteenth century, the people of East Chelmsford, now downtown Lowell, were engaged primarily in farming and fishing. Joseph Fletcher and Jonathan Tyler owned the land abutting the Concord River on the west side, some of which they planted or managed as woodlot (see Map 1). On the east side, in Tewksbury, was the “Old Yellow House,” a tavern and hotel where the Wamesit village once stood and where Saints Memorial Medical Center stands today. -

City Council Districts
City Council Districts A city council district is a political subdivision encompassing multiple electoral precincts. Districts should be approximately equal in population and contiguous. Districts are a common feature in Massachusetts political organization, featured in at least 6 city charters in Massachusetts and many others nationwide. As part of our deliberations, the Charter Commission elected by a 5 to 4 vote to put district residency requirements on 4 of the 12 city council seats in our proposed charter, such that they would no longer be elected in a “pool”. The pool is a proposed system in which 4 city councilors would be elected by the entire city, with voters able to choose between giving up to 4 or as few as 0 votes to candidates for the 4 seats in the pool. A. Advantages of “Districts” vs. “Pool” Advantages of district residency requirements ● Head to head races - Each of the 4 city councilors run for one seat, elected separately from the other 3. This allows residents to give an up or down vote to a councilor. ● 100% Geographic diversity - All city councilors would live in one specific area of the city, with no part of the city represented by a larger proportion of councilors. ● Majority rule - Each race, when contested, would be won by a city councilor having received a majority of the votes cast in that district. Advantages of a “pool” ● More potential candidates - All 4 “pool” city councilors could come from anywhere in the city, potentially giving voters a larger number of candidates to choose from. ● No head to head races - Each of the 4 city councilors together for 4 seats. -

VOLUME 3 | ISSUE 4 Dear Friends, As always, we are keeping busy at City Hall and supporting exciting projects that are happening across the city. I’d like to share with you a few things that I’ve been involved with recently. On November 14-18, the National Trust for Historic Preservation held their annual conference in Houston for the first time. On behalf of Mayor Turner, I was pleased to accept an award certificate from the National Park Service. This event was a wonderful opportunity to promote our city’s history and celebrate what’s uniquely Houston. We have also been busy promoting public art in Houston. I attended the dedication of “Soaring in the Clouds” by local artist Ed Wilson, displayed in the lobby of the George R. Brown Convention Center. I also had the opportunity to recognize another local artist, Floyd Newsum, with a proclamation at City Hall this month. Two of Floyd’s paintings are on view at the new Smithsonian National Museum of African American History and Culture in Washington, DC. Finally, I want to extend a warm welcome to Mayor Turner’s new appointees to lead four city departments. Art Acevedo of Austin will assume the position of police chief and Samuel Pena of El Paso will be the new fire chief. Tom McCasland, the interim director at the Housing and Community Development Department since July, will assume the role permanently, and Judge Elaine Marshall will be the new presiding judge of Houston Municipal Courts.
