4 PLANO, TEXAS: POLICE CHIEF GOVERNANCE AND ORGANIZATION

Plano is a home rule city operating under the council-Manager form of government. The City Council consists of the Mayor and seven Council Members elected at-large, four of whom are required to reside within the geographic districts of the City. Council Members serve a four-year term with a two- term limit.

Plano is a full-service city that has established interlocal government agreements with Oncor, Verizon, Atmos Gas, and North Texas Municipal Water District.

The City has a budgeted full-time staff of 2,359 and 867 part-time employees. Plano’s total combined budget for FY 2018-19 is over $578 million. The property tax rate is $0.4482 per $100 of valuation, and the average home value is $369,050. Plano is one of the few elite cities in the U.S. that enjoys AAA bond ratings from Moody’s, Standard & Poor’s, and Fitch’s - the highest rating possible.

ABOUT THE DEPARTMENT MISSION STATEMENT:

Our mission is to provide outstanding police services, in partnership with the community, to maintain a safe environment that contributes to the quality of life.

The Plano Police Department is a progressive organization comprised of an authorized staff of 413 sworn Officers, 178 full-time civilian employees, and 79 civilian part-time employees who are dedicated professionals. The department offers traditional law enforcement services to the Plano community, as well as innovative approaches to community concerns, and has been a nationally accredited law enforcement agency since 1992.

The department is the largest law enforcement agency in the northern Dallas metropolitan area. Serving more than 284,070 citizens, the department is nationally known for its high standards, well-trained officers, outstanding salaries and benefits, and first-class equipment. Plano consistently has one of the lowest crime rates in Texas for cities of its size. Since its formation on January 1, 1958, the department has emphasized professionalism, integrity, and progress in providing traditional law enforcement services to Plano’s growing community.

5 PLANO, TEXAS: POLICE CHIEF DEPARTMENT INITIATIVES/CHALLENGES

The Police Department practices community policing and problem solving. It has strong community partnerships and strives to engage the community at a high level. This occurs at all levels of the department. The Police Department is challenged with an increasing number of calls involving the homeless and mental health and is increasing its efforts in these areas. With the loss of the Red Light Camera Program, the Police Department is increasing its efforts at traffic intersection enforcement and training to reduce crashes and resulting injuries and deaths. After reductions in the School Resource Program, the department has increased the number of School Resource Officers back to similar levels of coverage as in the past. Due to a lack of building space for the Police Department, a much bigger substation is under construction on the west side of Plano, with an estimated completion date of summer of 2020. The Police Department also has many major technology projects underway that will impact the Police Department for many years into the future. PERFORMANCE MEASURES

To measure whether the department is achieving its mission, there are four organizational performance measures: Crime Rate, Traffic Safety, Timely Service, and Quality of Service. DEPARTMENT ROLES

The Administrative Services Bureau handles many of the basic services of the department. It supports all sworn members in several capacities: planning and research, fiscal affairs, crime analysis, alarm permitting and tracking, records maintenance, jail operations, crime scene investigation, property and evidence storage, technology, and supply operations.

The Criminal Investigative Services Division is divided into two sections: Crimes Against Persons and Crimes Against Property. The division is headed by a deputy chief and each section by a lieutenant. The Crimes Against Persons section is comprised of the following units: Family Violence, Narcotics, Surveillance, and Sex Crimes. The Crimes Against Property section consists of Vehicle Crimes, Burglary, Forgery, Intelligence, and Juvenile Units. A total of eight sergeants, 63 officers, and nine civilian employees staff this division.

The Patrol Services Division is the largest division in the department, with a strength of two deputy chiefs, nine lieutenants, 23 sergeants, 215 officers, and 21 civilian employees. The division is made up of the following units: Patrol, Canine, Neighborhood Patrol Officers, and Public Safety.

The Support Services Division is comprised of six specialized units providing essential support to the department: Crime Prevention, School Liaison, Traffic, Training, Warrants, and Homeland Security. This division is staffed with a deputy chief, four lieutenants, an administrative lieutenant, a technology liaison officer, six sergeants, 54 officers, and 12 civilian employees.

The Police Chief is responsible for managing the planning, organizing, and directing of department activities and employees. The Chief’s Office consists of the Chief, two assistant chiefs, two administrative operations managers, a legal adviser, two senior administrative assistants, and one administrative support supervisor. Personnel in the Professional Standards Unit and Public Information Office are also part of the Chief’s Office. ESSENTIAL DUTIES

)) Administers, plans, organizes, and directs all activities of the department

)) Formulates departmental policies and regulations and makes decisions on all appointments, promotions, disciplinary actions, and dismissals

)) Implements the policies and objectives of the City Manager and City Council as they relate to law enforcement operations and functions

)) Analyzes budgetary needs and prepares an annual budget

)) Assists in the development of regulatory ordinances and laws regarding public safety

)) Develops and maintains good relationships with employees, other City departments, other government agencies, the media, minority groups, and the community

)) Determines departmental training needs and ensures employees are properly trained

)) Determines the present and future needs for programs, equipment, and facilities and prepares long range plans for those needs

)) Directs and controls critical incidents such as hostage situations, barricaded persons, active shooters, and officer involved shootings

The City of Plano is recruiting a charismatic, experienced law enforcement professional with exceptional interpersonal skills to be its next Police Chief. The chosen candidate will develop strategies to address crime in the community utilizing modern law enforcement techniques and will work diligently to ensure the smooth and efficient operation of the City’s Police Department at all levels.

7 PLANO, TEXAS: POLICE CHIEF IDEAL CANDIDATE CONTINUED

The new Police Chief will possess thorough knowledge of municipal police administration and organization, technical and operating principles, practices and problems of law enforcement, and crime prevention activities and laws governing police work and the rules of evidence. A proactive and analytical problem-solver, the new Police Chief will strategically plan and implement policies that will better help the department serve the community and increase the City’s already high quality of life standards.

The successful candidate will possess the skills needed to plan, assign, and coordinate the work of various divisions in the department and ensure best practices are being followed. An approachable leader with exceptional communication skills, the new Chief will maintain effective working relationships with staff, City officials, officials of other jurisdictions, minority groups, nonprofits, the business community, the media, employees, and the general public. EDUCATION AND EXPERIENCE

The selected candidate must hold a bachelor’s degree from an accredited college or university. A master’s degree is preferred. Ten (10) years of law enforcement experience, including five (5 years as police chief or one rank lower in a city or agency of similar size, is preferred. A Texas Class C driver’s license, or the ability to obtain one within 90 days of hire, is required. The selected Police Chief must be eligible for certification by the Commission on Law Enforcement Officer Standards and Education at the intermediate level. COMPENSATION AND BENEFITS

The City of Plano offers a competitive starting salary, depending on qualifications and experience. The City participates in the Texas Municipal Retirement System (TMRS) at a 7% employee deposit rate with a municipal matching ratio of 2:1. Plano’s generous benefits program includes health, dental, vision, and life insurance, paid vacation, and sick leave. Plano does not participate in the Social Security System but offers a 100% funded Retirement Security program in its place. Working conditions within the City are outstanding, and Plano offers its residents a superb quality of life. Residency within city limits is strongly preferred. Relocation assistance and temporary housing allowance consideration (if necessary) may be available for the successful candidate.
