The City Council consists of the Mayor and seven Council Members elected at-large, four of whom are required to reside within the geographic districts of the City. Council Members serve a four-year term with a two- term limit. Plano is a full-service city that has established interlocal government agreements with Oncor, Verizon, Atmos Gas, and North Texas Municipal Water District. The City has a budgeted full-time staff of 2,359 and 867 part-time employees. Plano’s total combined budget for FY 2018-19 is over $578 million. The property tax rate is $0.4482 per $100 of valuation, and the average home value is $369,050. Plano is one of the few elite cities in the U.S. that enjoys AAA bond ratings from Moody’s, Standard & Poor’s, and Fitch’s - the highest rating possible. ABOUT THE DEPARTMENT MISSION STATEMENT: Our mission is to provide outstanding police services, in partnership with the community, to maintain a safe environment that contributes to the quality of life. The Plano Police Department is a progressive organization comprised of an authorized staff of 413 sworn Officers, 178 full-time civilian employees, and 79 civilian part-time employees who are dedicated professionals. The department offers traditional law enforcement services to the Plano community, as well as innovative approaches to community concerns, and has been a nationally accredited law enforcement agency since 1992. The department is the largest law enforcement agency in the northern Dallas metropolitan area. Serving more than 284,070 citizens, the department is nationally known for its high standards, well-trained officers, outstanding salaries and benefits, and first-class equipment. Plano consistently has one of the lowest crime rates in Texas for cities of its size. Since its formation on January 1, 1958, the department has emphasized professionalism, integrity, and progress in providing traditional law enforcement services to Plano’s growing community. 5 PLANO, TEXAS: POLICE CHIEF DEPARTMENT INITIATIVES/CHALLENGES The Police Department practices community policing and problem solving. It has strong community partnerships and strives to engage the community at a high level. This occurs at all levels of the department. The Police Department is challenged with an increasing number of calls involving the homeless and mental health and is increasing its efforts in these areas. With the loss of the Red Light Camera Program, the Police Department is increasing its efforts at traffic intersection enforcement and training to reduce crashes and resulting injuries and deaths. After reductions in the School Resource Program, the department has increased the number of School Resource Officers back to similar levels of coverage as in the past. Due to a lack of building space for the Police Department, a much bigger substation is under construction on the west side of Plano, with an estimated completion date of summer of 2020. The Police Department also has many major technology projects underway that will impact the Police Department for many years into the future. PERFORMANCE MEASURES To measure whether the department is achieving its mission, there are four organizational performance measures: Crime Rate, Traffic Safety, Timely Service, and Quality of Service. DEPARTMENT ROLES The Administrative Services Bureau handles many of the basic services of the department. It supports all sworn members in several capacities: planning and research, fiscal affairs, crime analysis, alarm permitting and tracking, records maintenance, jail operations, crime scene investigation, property and evidence storage, technology, and supply operations. The Criminal Investigative Services Division is divided into two sections: Crimes Against Persons and Crimes Against Property. The division is headed by a deputy chief and each section by a lieutenant. The Crimes Against Persons section is comprised of the following units: Family Violence, Narcotics, Surveillance, and Sex Crimes. The Crimes Against
