II. Introduction The nation of Japan has made some significant strides in addressing historical issues of marginalization and discrimination against the Ainu Peoples. However, Japan has not made the same effort to address such issues regarding the Ryukyu Peoples. Both Peoples have been subject to historical injustices such as suppression of cultural practices and language, removal from land, and discrimination. Today, Ainu individuals continue to suffer greater rates of discrimination, poverty and lower rates of academic success compared to non-Ainu Japanese citizens. Furthermore, the dialogue between the government of Japan and the Ainu Peoples continues to be lacking. The Ryukyu Peoples continue to not be recognized as Indigenous by the Japanese government and face the nonconsensual use of their traditional lands by the United States military. -

The villains of Snow White, The Little Mermaid, Rapunzel, Hansel and Gretel, Cinderella and Sleeping Beauty are all witches; women who wield dark magic to maledict the innocent. In stark contrast, Formosan aboriginal mythology villains take on decidedly dissimilar roles. In the Paiwan story of Pali, for example, Pali is a young boy who, through no fault of his own, is cursed with a pair of red eyes that instantaneously kill all living things that they see. Pali’s identity and the reasons for his evil acts are diametrically opposed to those found in “typical” Western tales. This article investigates the identities and motives of villains in Formosan aboriginal stories. Despite the unfortunate lack of related material in English, Taiwan Indigene: Meaning Through Stories (臺灣原住民的神話與傳說套書) offers a unique look into the redirection of English literature to source from a wider geographic and ethnographic perspective and serves as the primary data source for this research. Works done in this vein indicate a greater openness toward the “other” ethnic groups that remain almost completely absent from English literature. The identities of the villains and the elements motivating their nefarious deeds are investigated in detail. Can the villains of such stories be grouped broadly according to identity? If so, what aspects can be used to describe that identity? What root causes can be identified with regard to the malevolent acts that they perpetrate? The ambitions behind this study include facilitating a lifting of the veil on the mysterious cultures native to Formosa and promoting a greater understanding of, and appreciation for, the rich and complex myths of the Formosan aboriginal peoples. -

The objects examined include one such handscroll painting, several illustrated books from the Sakamaki-Hawley Collection, University of Hawaiʻi at Mānoa Library, and Hokusai Ryūkyū Hakkei, an 1832 series of eight landscape prints depicting sites in Okinawa. Drawing upon previous scholarship on the role of popular publishing in forming conceptions of “Japan” or of “national identity” at this time, a media discourse approach is employed to argue that such publications can serve as reliable indicators of understandings -

The Fight for Self-Representation: Ainu Imaginary, Ethnicity and Assimilation Marcos P. Centeno Martín Abstract: Film representation of the Ainu people is as old as cinema but it has not remained stable over time. From the origins of cinema, Ainu people were an object of interest for Japanese and foreign explorers who portrayed them as an Other, savage and isolated from the modern world. The notion of “otherness” was slightly modified during wartime, as the Ainu were represented as Japanese subjects within the “imperial family”, and at the end of the fifties when entertainment cinema presented the Ainu according to the codes of the Hollywood Western on the one hand; and Mikio Naruse proposed a new portrayal focusing on the Ainu as a long-discriminated social collective rather than as an ethnic group, on the other. However, Tadayoshi Himeda’s series of seven documentaries following the Ainu leader Shigeru Kayano’s activities marked a significant shift in Ainu iconography. Himeda challenged both the postwar institutional discourse on the inexistence of minorities in Japan, and the touristic and ahistorical image that concealed the Ainu’s cultural assimilation to Japanese culture. The proposed films do not try to show an exotic people but a conventional people struggling to recover their collective past. Shifts in Ainu Film Representations The relationship between film and the Ainu people is as old as cinema. They are featured in The Ainu in Yeso (Les Aïnous à Yéso, 1897), which are two of the first thirty-three cinematographic sequences shot in Japan as part of the actualités filmed by the French operator François-Constant Girel for a Lumière brothers catalogue. -

New Challenges and Opportunities in the Taiwan Strait: Defining America’s Role By Thomas J. Christensen PREFACE Nations define their identities in many ways – through language, culture, political ideology, religion, ethnicity, and territory. When one or more of these elements becomes contested either between nations or within them, the potential for conflict and war arises. In the case of the People’s Republic of China (PRC) and the Republic of China (ROC) on Taiwan, all six of these elements are now to a greater or lesser degree being contested. The official view of the PRC is that Taiwan is part of a yet-to-be-defined “one China.” The ROC no longer claims to be the legitimate government of all of China; its official position is that it is a separate, independent state, reunification is only an option, and an option that could only be achieved should both sides of the Strait, as equals, come to a mutually satisfactory agreement. Adding to the complexity of what is known as cross-Strait relations is the deep involvement of the United States, which maintains close but “unofficial” ties with Taiwan and ever-expanding, official relations with the mainland, and whose policies and military support for Taiwan are designed to dissuade both parties from actions that would lead them to violent conflict. Developments of major historical significance have taken place in the PRC and the ROC since Truman first involved the United States by sending the Seventh Fleet to patrol the Taiwan Strait shortly after the outbreak of the Korean War. The two most relevant to current cross-Strait relations are the PRC’s “Reform and Opening” and its resulting economic growth, and the development of multi-party democracy in the ROC. -

The existing research on city network structures has usually focused on discussions of regional integration. With the development of interconnections among cities, however, the characterization of city network structures on a regional scale is limited in the ability to capture a network’s complexity. To improve this characterization, this study focused on network structures at both regional and local scales. Through the lens of function and innovation, we characterized the city network structure of the Economic Zone of the West Side of the Taiwan Strait through a social network analysis and a Fast Unfolding Community Detection algorithm. We found a significant imbalance in the innovation cooperation among cities in the region. When considering people flow, a multilevel spatial network structure had taken shape. Among cities with strong centrality, Xiamen, Fuzhou, and Whenzhou had a significant spillover effect, which meant the region was depolarizing. Quanzhou and Ganzhou had a significant siphon effect, which was unsustainable. Generally, urbanization in small and midsize cities was common. The road from Ainu barbarian to Japanese primitive: A brief summary of Japanese-ainu relations in a historical perspective Noémi GODEFROY Centre d’Etudes Japonaises (CEJ) “Populations Japonaises” Research Group Proceedings from the 3rd Consortium for Asian and African Studies (CAAS) “Making a difference: representing/constructing the other in Asian/African Media, Cinema and languages”, 16-18 February 2012, published by OFIAS at the Tokyo University of Foreign Studies, p.201-212 Edward Saïd, in his ground-breaking work Orientalism, underlines that to represent the “Other” is to manipulate him. This has been an instrument of submission towards Asia during the age of European expansion, but the use of such a process is not confined to European domination. For centuries, the relationship between Japan and its northern neighbors, the Ainu, is based on economical domination and dependency. In this regard, the Ainu’s foreignness, impurity and “barbaric appearance” - their qualities as inferior “Others” - are emphasized in descriptive texts or by the regular staging of such diplomatic practices as “barbarian audiences”, thus highlighting the Japanese cultural and territorial superiority. But from 1868, the construction of the Meiji nation-state requires the assimilation and acculturation of the Ainu people. As Japan undergoes what Fukuzawa Yukichi refers to as the “opening to civilization” (文明開化 bunmei kaika) by learning from the West, it also plays the role of the civilizer towards the Ainu. The historical case study of the relationship between Japanese and Ainu from up to Meiji highlights the evolution of Japan’s own self-image and identity, from an emerging state, subduing barbarians, to newly unified state - whose ultramarine relations are inspired by a Chinese-inspired ethnocentrism and rejection of outside influence- during the Edo period, and finally to an aspiring nation-state, seeking to assert itself while avoiding colonization at Meiji. -

The Nationalist Party first defined the Incident as a rebellion by pro-Japanese forces and communist saboteurs. As the enemy of the Nationalist Party in China’s Civil War (1946-1949), the Chinese Communist Party initially interpreted the Incident as a Taiwanese fight for political autonomy in the party’s wartime propaganda, and then reinterpreted the event as an anti-Nationalist uprising under its own leadership. -
