Adam Norburn Executive Director A G E N D A PART 1 – PUBLIC BUSINESS 1. Minutes. To confirm the minutes of the meeting held on 5 February 2018. 2. Apologies. To receive apologies for absence from the meeting. 3. Declarations of Interest. To receive declarations of – (a) non-pecuniary interests as defined by the Council’s Code of Conduct for Councillors; (b) pecuniary interests as defined by the Council’s Code of Conduct for Councillors; and (c) notice under Section 106 Local Government Finance Act 1992 – non-payment of Community Charge or Council Tax. Note: Members are reminded that they should declare the existence and nature of their interests at the commencement of the meeting (or as soon as the interest becomes apparent). If that interest is a prejudicial interest, the Member must withdraw from the room unless one of the exceptions applies. Membership of Warwickshire County Council or any Parish Council is classed as a non-pecuniary interest under the Code of Conduct. A Member does not need to declare this interest unless the Member chooses to speak on a matter relating to their membership. Statutory/Policy Background At a meeting of Cabinet on 6 February 2017, it was agreed that Overview and Scrutiny has a clear role in the ongoing operation of the Hall of Fame. The overview and scrutiny chairs agreed this review should be included in the work programme for 2017/18 and this was approved by Brooke Overview and Scrutiny Committee. A draft one-page strategy for this review was agreed Brooke Overview and Scrutiny Committee on 6 April 2017. A scrutiny group was appointed and began its work in April 2017. 1 Summary The scrutiny group reviewed a number of areas including current visitor numbers, free admission days and a marketing plan for the attraction. The group met four times, drawing on evidence from customer data, existing promotional activities, local rugby clubs, Visit England and the travel trade. A number of recommendations have been developed to endorse the implementation of a marketing plan, incentives, new tourism signage and improvements to the visitor experience at the attraction. Risk Management There are no risk management implications arising Implications from this report. Financial Implications A number of recommendations, notably relating to marketing activities will require additional financial investments, however World Rugby are committed to covering 50% of the cost of these, as outlined in the marketing plan’s budget schedule. Environmental Implications There are no environmental implications arising from this report. Legal Implications There are no legal implications arising from this report. Reasons for The review recommendations are based on evidence Recommendation gathered by the scrutiny group and endorsed by Brooke Overview and Scrutiny Committee on 7 December. 2 Agenda No 5 Cabinet – 9 April 2018 World Rugby Hall of Fame Scrutiny Review Report of the Brooke Overview and Scrutiny Committee Recommendation Recommendations 1-6 of the scrutiny group (as detailed in section 1 of the report) be approved. 1. BACKGROUND At a meeting of Cabinet on 6 February 2017, it was agreed that Overview and Scrutiny has a clear role in the ongoing operation of the Hall of Fame. FINDINGS AND RECOMENDATIONS The scrutiny group has now completed its work and the report is attached at appendix 1. The group met four times, drawing on evidence from customer data, existing promotional activities, local rugby clubs, Visit England and the travel trade.     Memorial unveiled to ‘Original’ All Black in Donegal Sir Jerry Mateparae and IRFU President Philip Orr recently unveiled Ramelton’s memorial to Dave Gallaher, Captain of the ‘Original’ All Blacks, to mark the 100th anniversary of the legendary player’s death at the Battle of Passchendaele in 1917. Born in Ramelton, Dave Gallaher’s family emigrated to the Bay of Plenty, New Zealand in 1878 as part of the Vesey-Stewart Special Settlement Scheme. Dave was five years old. They settled in Katikati, on the North Island where David’s mother Maria, became the local schoolteacher. Maria died in 1887 at the tragically young age of 42, leaving 11 children without a mother. Two years later, the 17-year old Dave Gallaher moved to Auckland and played rugby – first for the Parnell Club and then the Ponsonby Club from 1896. In that year he also debuted at provincial level. His rugby career was interrupted when in 1901, he joined the New Zealand Contingent of Mounted Rifles to fight in the Boer War. Gallaher is revered as the captain of the 1905/06 New Zealand touring team (the first to be known as the All Blacks) that won 34 out of 35 matches during that tour, setting a high standard for all future All Blacks teams to follow. During the First World War, 43 year old Gallaher enlisted in the 2nd Battalion, Auckland Regiment within the New Zealand Division to fight in Europe. At the Battle of Passchendaele he was shot in the face during the attack on Gravenstafel Spur, Belgium on 4 October 1917 and died later that day.

The 17-year-old has only been competing in his sport for about three years and will continue his development as part of the 2018 Sport Australia Hall of Fame Scholarship and Mentoring Program that provides support and funding for five of Australia’s brightest young sports stars. Awarded annually as part of the Sport Australia Hall of Fame Induction and Awards Gala Dinner – proudly presented by Etihad Airways – the successful recipients will be presented their scholarships by their respective mentors on Thursday, 12th October 2017 at Palladium at Crown, Melbourne. Ward will prepare for Commonwealth Games qualifying with the help of former rugby great and 2006 Sport Australia Hall of Fame inductee Tim Horan AM. Ward previously played rugby league and competed in surf life saving before making the switch to weightlifting where he has already broken a number of national and state junior records. “I’m really excited to be a member of the scholarship and mentoring program, it’s a great acknowledgement to the work I have done so far,” Ward explained. “Having access to someone like Tim Horan is invaluable and I will make the most of the time I can spend with him, and learn from his experiences.” Horan played 80 games for Australia winning two World Cups in 1991 and 1999, later being inducted into the World Rugby Hall of Fame and Australian Rugby Union Hall of Fame.

    What you should know about the World Rugby Sevens Repechage What you should know about the World Rugby Sevens Repechage WORLD RUGBY SEVENS REPECHAGE – 19-20 JUNE With the World Rugby Sevens Repechage draws to be made in Monaco on Tuesday, 11 May for the men’s and women’s tournaments that will determine the final three qualifiers for the Tokyo 2020 Olympic Games, we take a statistical look at the two previous repechage events. FAMILIAR FACES Thirty-two teams from 24 nations were involved in the repechage events in 2016, with 16 men’s teams battling it out for a place at Rio 2016 in Monaco and 16 women’s teams in Dublin, Ireland. Eight women’s teams involved in that 2016 repechage will return for another shot at reaching an Olympic Games in Argentina, Hong Kong, Kazakhstan, Madagascar, Mexico, Russia, Samoa and Tunisia. France and Colombia both played at Rio 2016 so will be desperate to claim one of the two spots remaining in the women’s field for Tokyo 2020. Seven men’s teams will also return in Chile, Hong Kong, Ireland, Mexico, Samoa, Tonga and Zimbabwe. France are the only team in the men’s repechage who played at Rio 2016 and just like their female counterparts will be eager to ensure they claim the available ticket to Tokyo 2020. THE MISSING FACES Spain provided the men’s repechage with a dramatic finale in 2016 – beating Samoa with a last-gasp try – but are missing from this year’s line-up, as are Las Leonas who also made it through to Rio 2016 by winning the women’s repechage.

    NOTES ON THE RFU COUNCIL MEETING Held at The Royal Garden Hotel, Kensington - 3rd June 2016 The meeting was chaired by the President, Jason Leonard. The meeting started with a period of reflection in memory of Seb Adeniran-Olule, the Harlequins & England youth player who died recently in a road accident at the age of 20 and in memory of George Cox former Council Member for Cheshire who also died recently. The President then congratulated Bill Beaumont on his election as Chairman of World Rugby, the England team on winning the Grand Slam for the first time since 2003 and Saracens for winning the Aviva Premiership and the EPCR Champions Cup. 1. Chief Executive’s Report (Ian Ritchie - Chief Executive) i. Heads of Agreement a. Ian Ritchie updated Council on the negotiations on the new Heads of Agreement with PRL. b. Negotiations are in the final stages and should be satisfactorily concluded shortly. c. Once the Heads of Agreement have been agreed a Long Form Agreement will be concluded. ii. Senior England Squad a. Post tournament reviews have been undertaken on the senior and Under 20s squads. b. Neal Hatley has joined the senior squad as scrum coach. iii. Professional Rugby a. Discussions continue on the new academy boundaries. b. Kevin Bowring is retiring at the end of June. The appointment process for a new Head of Professional Coach Development is ongoing. c. The 2014/15 Professional Rugby Injury Surveillance report was released on 28th March 2016. d. Work is continuing with World Rugby on the head injury event analysis project.
