Thanked members for all of their hard work. PART members introduced themselves. Sandra introduced Jane Phillips-Long, Superintendent of Education LN26. Shared regrets from Kathleen Garner, Superintendent of Education-LN7. Introduced Marit Stiles, Trustee Ward 9. Shared regrets from Shelley Laskin, Trustee Ward 11. Thanked Carleton Village Jr. & Sr. SWA for hosting all 3 working meetings. Sandra recognized and thanked the Parent Representatives and Principals who spoke at the PART public meeting on April 16. Presenters demonstrated their passion for and commitment to their school communities. 1 Item / Presenter Discussion Attachments / Actions / Results Sandra outlined the purpose of the meeting: Review comments and feedback from PART meetings, emails from PART members and information received from parent representatives/school administrators (including comments from their community). Look at the proposed recommendations and work through suggested changes to the Local Feasibility Team’s (LFT) recommended scenario. Hopefully get to consensus at tonight’s meeting. If consensus cannot be reached, likely go to a vote. 1 parent representative and 1 school principal from each school. If there is a tie Sandra, as PART Chair will cast the deciding vote. Review of the Local For reference, please see Regal Road Jr. PS, Perth Avenue Jr. PS, Carleton Village Jr. & PART Meeting #3 April 26 Feasibility Team’s Sr. PS, Rawlinson CS, Brock PS, and Winona Drive Sr. PS Program Area Review Team Presentation (slides) Recommended Scenario Working Meeting #3 April 26, 2018 (link to the presentation attached). Joyce Joyce provided a review of the LFT’s Recommended Scenario (as amended by PART feedback). Junior Attendance Area Changes and Intermediate Attendance Area Changes (slides 4 and 5). o Review of recommended grandparenting provisions for current students and siblings. o French Immersion – As per TDSB Operation Procedure 597 (link attached), PR 597 French Immersion/ children with siblings in the French Program at Regal Road Jr. PS or Perth Extended French Avenue Jr. PS and have applied for French Immersion at those schools will have priority placement. Program Changes (slide 5) – future relocation of Section 23 and Fetal Alcohol Syndrome (FASD) program from Carleton Village Jr. & Sr. SWA in 2022 (or at a time when enrolment growth requires additional classroom space be made available at the school). Separate review will be undertaken. o Question: How many students will be displaced by relocation of Section 23 and FASD program from Carleton Village? Will parents be involved in the discussions? See response under Discussion of Feedback Received at Public Meeting: Proposed Program Relocation (Section 23 and FASD) 2 Item / Presenter Discussion Attachments / Actions / Results Discussion of Feedback Joyce shared the community feedback from the public PART meeting on April 16. (slide 6) Received at the April 16, 2018 Public Meeting Proposed Junior and Intermediate attendance boundary changes o Comment: still concerns with respect to the utilization at Regal Road Jr. PS PART Members and Winona Drive Sr. PS with the proposed boundary changes in place. Response: utilization rates will still be high but staff will continue to look at enrolment projections. Consider retrofits. Enough classrooms losing some students to accommodate students. Class sizes larger at the Intermediate level. Question: Is there a contingency plan in place for Winona Drive Sr. PS? . Answer: Optional attendance status could be changed. Look at the school’s floor plan for retrofits. Possibly consider portables. However, Winona Drive shares the playing field with McMurrich Jr. PS (which also has 3 child care facilities on the site) so there is not much space for portables. o Comment: Proposed boundary change between Regal Road Jr. PS and Rawlinson CS not necessary given the number. Response: There may still be a need to alleviate accommodation pressures at Regal Road. School could accommodate 20 to 30 more students. o Comment: Glad the cohort at Regal Road Jr. PS will be allowed to stay together when they transition to Grade 7. o Question: How many siblings might there be in the Perth Avenue Jr. PS boundary change area? Response from Perth Avenue parent representative: not many siblings. Proposed Program Relocation (Section 23 and FASD) o Question: Will parents be involved in discussions regarding the possible relocation of the Section 23/FASD program? Response: Staff will work with Section 23 and Special Education staff. o Question: Where do the Section 23/FASD students live? Response: Students in the program come from across the system/city and do not necessarily reside close to Carleton Village - there is no geographical attendance area. The program was moved from Melody Village Junior School to Carleton Village. Most students are not in the program for an extended period of time. 3 Item / Presenter Discussion Attachments / Actions / Results Other Comments o Question: How will increased enrolment at Carleton Village Jr. Sr. SWA translate into need for more staff, breakout space, and/or amenity space? Will more vice-principals be hired? Response: Based on needs – as enrolment increases staff may increase. Number of vice-principals based on enrolment. There are smaller spaces at Carleton Village – current breakout and amenity space probably will not need to change with increased enrolment. o Question: Have staff considered using Earlscourt property to address accommodation pressures? Response (Trustee Stiles): Earlscourt is not an active TDSB site. Part of the site is currently occupied by Hudson College (private school) and another part by the Toronto Catholic District School Board (TCDSB). Currently there is an extensive lease with the TCDSB. There is a different agreement with Hudson College. It is important for the TDSB to hold on to school sites (i.e. Vaughan Road Academy) as enrolment fluctuates. At this time, the enrolment numbers do not warrant reopening Earlscourt but discussions may need to take place in the future if numbers increase. o Have schools to the north been considered as part of the accommodation solution? Response: LFT looked at a scenario which included F.H. Miller Jr. PS and General Mercer Jr. PS. Scenario proposed relocating the Extended French program from Rawlinson CS to General Mercer Jr. PS. However, the scenario did not work as there was a new Extended French program in a school located close to General Mercer Jr. PS, F.H. Miller Jr. PS and Carleton Village Jr. PS. Also, General Mercer and F.H. Miller are geographically distant from Regal Road Jr. PS and Rawlinson CS. Long-Term Program and Accommodation Strategy (LTPAS) – future review LTPAS 2017-2026 (Tab 4-11) (2020-2021) of Fairbank Memorial CS, General Mercer Jr. PS, F.H. Miller Jr. PS and Fairbank PS to address existing and projected underutilization in the area (link attached). o Question: Can Winona Drive Sr. PS become a Grade 6 to 8 school? Response: no real accommodation pressures at the feeder schools (McMurrich Jr. PS and Hillcrest CS). Both schools at approximately 85% utilization so no real need. Limited space at Winona Drive Sr. PS. o Question: Can the TDSB purchase the house next to Regal Road Jr. PS? Response: Property is not for sale. Further discussion regarding properties near the school. o Question: Given that enrolment is declining at St. Luigi Catholic School, can 4 Item / Presenter Discussion Attachments / Actions / Results TDSB take back
