wenty-five years ago, the National Academy of Science and Technology (NAST) was created by virtue of Presidential Decree I 003-A. 200 I was a remarkable year of the Academy. The year was fraught with natural calamities and political upheavals but despite the economic and social instability, the T Academy successfully celebrated its Silver Jubilee during its 23rd Annual Scientific Meeting (ASM) with the theme "Science in the 21 st Century". As the country's premier recognition body in S&T , it witnessed the conferment of the rank and title of National Scientist by President Gloria Macapagal-Arroyo on Academicians Clare R. Baltazar and Benito S. Vergara. Four new Academicians were elected by the General Assembly, Drs. Ceferino L. Fol Iosco, Angel L. Lazaro Ill, William T. Torres, and Reynaldo B. Vea. Recognized were brilliant young scientists and outstanding scientific papers and publications. The year 200 I witnessed the awarding of the first Hugh Greenwood Environmental Science Award, a strong manifestation of the Academy's concern to protect and preserve the planet's ecology with the support of a philanthropist friend, belonging to the Order of the British Empire. Also, a first was the support extended by a business company Du Pont for Outstanding Young Scientists. Corporate support was actively solicited for projects and programs. In the international area, Acd. Lourdes J. Cruz won the ASEAN Outstanding Scientist and Technologist Award. After painstaking efforts, the Philippine Science Heritage Center Act was signed into law as Republic Act 9107 on April 14, 200 I. The Salinlahi, the Center is fondly called, launched new exhibits and publications.

In addition to the resolutions emanating from the 23rd ASM , NAST continued to perform its advisory fu nctions on a broad range of mega issues including biotechnology and genetically modified organisms, Biosafety. interconnection networks, high performance computing and bioinformatics, newborn screening, gender ethics and health research. In addition to its previous linkages. Memoranda of Agreement were signed with the Royal Swedish Academy of Sciences and the Pakistan Academy of Sciences. A landmark organizational accomplishment was the establishment of the Engineering Sciences and Technology Division. Launched were two significant publications, the NAST Silver Jubilee Book and National Scientists of the . The NAST Monograph Series was started with the first volume entitled Modern Biotechnology and Philippine Agriculture. At the dawn of the new millennium. NAST is aware of the ever-mounting role of science and technology in fostering national development and in enhancing the country's global competitiveness. Asthe government's highest recognition body on science and technology, the Academy continues its primary mandate of giving awards to Filipino scientists and scientific and

technological endeavors aimed at advancing the state of Philippine science and technology.

Moreover. through NAST, the government is extending its all-out support to Filipino

scientists and recognition of their significant contributions to science by

providing them with meaningful incentives for the furtherance

of their works and to encourage the younger generation to pursue

careers in advanced scientific studies and researches.

National Scientist Rank and Title The rank and title of National Scientist is the highest honor that could be given to a Filipino scien tist for exem plary and significant achievements and contributions to science and technology.

On September 4. 200 I, Her Excel lency President Gloria Macapagal-Arroyo conferred the eminent scientists. A ca demicians Clare R. Baltazar and Benito S. Vergara . the rank and title National Scientist.

Academician Clar~ R. Baltazar has been recognized for her pioneering works in systematic entomology, for her naming of more than I 00 species and nine new genera of parasitic wasps that are natural control agents of pests. and for her other scientific contributions that led to the successful bi ological control of some insect pests. Dr. Baltazar has published indispensable reference materials for entomologists. biologists. and conservationists worldwide. She is known as the "First Filipina Entomologist" , an inspiration to all Filipino entomologists. She has shown extraordinary intellect. brilliant scholarship. and dedicat ion as a university professor. researcher, scientific journal editor. and administrator.

2 Academician Benito S. Vergar~ is a rice scientist. He has worked extensively on how flowering of rice plant responds to photoperiod. Dr. Vergara also worked diligently on the screening and identifying stress-tolerant rice varieties, which were later used in national breeding programs of different countries. He likewise developed a breeding methodology, termed "rapid generation advance". which is now being used in many national rice breeding programs to develop better quality rice varieties. His research works on the growth. ratooning. tillering. flowering. and grain yield established the parameters for the "blue prints" for two successive models of high-yielding rice. A rice scientist with some artistic talent and a high devotion to bring science and technology closer to the hearts and minds of the people. Dr. Vergara significantly contributed to the establishment of the H E Macapagal Arroyo puts the National Sc1ent1st medal to the Philippine Science Heritage Center at NAST and the IRRI Rice newly conferred National Sc1ent1st , Acd. Benito S. Vergara World at the International Rice Research Institute.

During their conferment at the Malacanang, Science Secretary Estrella F. Alabastro personally congratulated Dr. Baltazar and Dr. Vergara on behalf of the Science Community. Secretary Alabastro was very happy of the government's continuous support to Filipino scientists and the promotion of science and technology in the country.

8 N ST-TWAS Sci nee Prize (Physics) Newly awarded OYS, Dr. Albert A. Gapud, from the Institute of Mathematics and Physical Sciences in UP Los Banos received the NAST-TWAS Science Prize in Physics. Dr. Gapud was recognized for his outstanding work in physics, particularly in high-temperature superconductors. He has explored the feasibility for future applications of high-temperature superconductors, as well as uncovering further ~M:;i!)r-N;ti~~;:::_:-:-~~--··· the physics behind such materials. His impressive record of accomplishments and dedication to help improve physics research and education in the country indicates a great potential for even more important work at the forefront of newly emerging technologies.

NAST-Du Pont Talent Search for Young Scientists (formerly Philippine Talent Search for Young Scientists) NAST and Du Pont Philippines signed a Memorandum of Agreement that would sustain the aw ard from 2002 to 2004. with Du Pont providing P200.000 per year. In 200 I , however, Du Pont initially gave cash prizes to the winners of the OYS Awards. Thus. each OYS received P 15.000 in addition to the P30.000 ca sh prize from NAST.

Dr. Miguel D. Fortes of the Marine Science Institute, University of the Philippines, received the award in recognition of his pioneering high-quality research on seagrasses in the Philippines. Dr. Fortes stressed the importance of seagrasses in marine ecosystem and provided conclusive evidence of seagrass interconnectivity with coral reefs. His internationally recognized research activities have provided vital information towards maintaining the productivity of Dr. Miguel D. 13 State Funeral of National Scientist Encarnacion Alzona The Academy was saddened by the loss of one of the country's precious treasures- National Scientist Encarnacion Alzona. in the morning of March 13. Dr. Alzona was born on March 25, 1895 in Bifian, Laguna.

Dr. Alzona was a historian, a feminist, and a Rizalist. She dedicated her life to three important pursuits: to ameliorate the conditions of the women; to undertake scholarly re search an d w ritings about the history of the Philippines and its heroes and heroines: and to popularize the life and works of Jose Rizal.

As a historian, she also served as mentor to a generation of other eminent historians in the period of transition after the Philippine Revolution and the war against the United States until she became bedridden in the early 1990s. Some of her works have become classics, such as A History of Education in the Philippines: 1565-1930. For her fl Legado de Espana, she received the Lone Prize awarded by the I I th Congress de Hispanistas de Filipinas in 1954. Her other writings on noted personalities of the Post Revolutionary era have made available to the Filipinos a legacy of the past that has been illuminated in a unique way because of her proximity in time to those parts of the history and its participants. A much-honored preceptor in the tradition of the Academic Guild, Dr. Alzona had received practically every distinguished award the country could bestow on her.

She had the distinction of being the first Filipino woman to have obtained a doctor of philosophy degree in the Philippines. She was even a member of the guerilla outfit of former President Manuel L. Quezon, and was entrusted with the safekeeping of money and important documents. She was the first woman member of the Philippine delegation to the UNESCO in Paris, Mexico, and China to which she was always the only woman member. She was the first president of the Kababaihang Rizalista.

In 1985, she was conferred the rank and title of National Scientist by then President Ferdinand E. Marcos.

ASEAN Awards in Science and Technology Acd. Lourdes J. Cruz was co-awardee of the highly coveted ASEAN Outstanding Scientist and Technologist Award. whereas Dr. Ricardo C.H. Del Rosario of the University of the Philippines. Department of Mathematics was finalist of the ASEAN Outstanding Young Scientists and Technologists Awards. The awarding ceremony was held in Brunei Darrusalam in conjunction with the ASEAN S&TWeek. on September 12-21:2001.

Other International Awards for S&T The Academy nominated several Academicians and OYS for other international science awards. Global 500 Roll of Honour for Environmental Achievement Dr. Miguel D. Fortes. first recipient of the NAST-Hugh Greenwood Environment Science Award and an OYS awardee ( 1987). was nominated to the Global 500 Roll of Honour for Environmental Achievement for the Year 2002 - Adult Category.

The Award is granted every year to individuals and organizations for outstanding achievements in the protection and improvement of the environment. The Global 500 Environment Award laureates become members of a growing network of allies assisting UNEP in its responsibilities of caring for the planet.

Brief Background The Philippine Sc ience Heritage Center (PSHC) w as conceptualized and established to serve as a resource center of significant contributions of Fi lipinos in the world of science. It is also a commitment of the Science Community to bring science and technology closer to the public, and eventually. to promote a strong science and technology culture in the country. It began its operation in December 1998.

As a prime science center of the Government, Sa linlahi docu ments and displays the works, ideas, and other scientific achievements of Fil ipino scientists who have helped improve the quality of human lives and significantly contributed to the worldwide advancement of science and technology. Through educational and informative materials such as books, booklets, leaflets, brochures, videos, and the like, Salinlahi helps enhance science awareness in the public and contributes to enhancing science education in the country.

Moreso, through special sem inars, lectures, fora , and similar act1v1t1es with scientists as speakers, Sa linlahi envisages that the public w ill have a better 11 eritage Center understanding and appreciation of va rious scientific contributions the Philippines has made to the world of science. Students are also encouraged and motivated to pursue a career in science in the hope that they t oo will be able to make significant and perhaps more important con tributions to S&T and the humanity.

16 The Philippine Science Heritage Center Act

Realizing the potential of Salinlahi as an important instrument to promote scientific culture in the land, Her Excellency President Gloria Macapagal-Arroyo signed into law Republic Act 9107, also known as the Philippine Science Heritage Center Act. on April 14. 200 I. The law was published in the Malaya and the Manila Times on April 25, 200 I . The Act affirms the Government's commitment and policy to continually support and encourage the development of the country's science and technology program and to promote the Philippines' scientific contributions to the world.

The Act identifies the Academy as the Government agency that would manage, operate, and maintain the Center. It also gives the PSHC the following legal power and functions (Section 4): A. To document the works, ideas. inventions and products of Filipino scientists, and other accomplishments in the field of science and technology; B. To establish a display area for samples of inventions, scientific products, memorabilia, references and library materials; C. To produce printed materials to be used by the academe in teaching values with scientific insights. and which may be used as a source of information by the general public; Ms. Luningning E. To perform such acts as may be necessary for the effective implementation of this Act. D. Ornamental Plants of the Philippines: Aglaonemas. In an effort to document and publicize the Philippine contributions in the development of Aglaonemas as a leading plant foliage. Acd. Benito Vergara. PSHC Project Leader, came up with the booklet Ornamental Plants of the Philippines: Aglaonemas. which was published in May w ith funding from t he Depa rtment of Science and Technology. The booklet can also help the readers identify different varieties of aglaonemas and appreciate them better. It is the latest in the series of booklets that Acd. Vergara has written on ornamental plants of the Philippines.

Through its advisory activities, NAST has been able to bring science and technology closer to

the lives of the Filipino. Its series of information fora and roundtable discussions have encouraged

public participation in open discussions of important and pressing issues in science and technology

on a wide range of topics such as biotechnology and biosafety, genetic engineering, intellectual

property rights, information and communications technology, high performance computing, gender

ethics, rice self-sufficiency, water and waste management, and newborn screening, among others.

This has resulted in the formulation of specific policy interventions such that people would

benefit more from S&T. Academicians and other local and foreign experts have put their knowledge

and expertise together to advise the legislators and the senate, including other policy making

bodies of the government and non-government entities, on policies related to science and

technology. The NAST Annual Scientific Meeting is a major event where scientists and researchers

from the government, academe, industries, non-government organizations, among others convene

to discuss S&T issues of national relevance and to enrich their knowledge of the new research

findings and scientific advances in the Philippines and elsewhere; and to witness the awarding of

recipients of various NAST awards.

2_Ri01 Report NAS~~~t 1 nnua~~nual eport 23 Launching of the NAST Silver Jubilee Book & the National Scientists of the Philippines During the second day of the NAST Annual Scientific Meeting, the Academy also launched two of its most significant publications: the NAST Silver jubilee Book and the National Scientists of the Philippines. The NAST Silver jubilee Book covers NAST's experiences in its 25 years of existence and it highlights Filipino scientists' research accomplishments in various fields. The NAST Silver Jubilee Book Committee led by Acd. Vergara put the book together for release during the celebration of NAST's silver anniversary.

On the other hand, the National Scientists of the Philippines was published as a tribute to the country's precious treasures- the National Scientists. The Academy deemed it necessary to highlight the lives, works, and accomplishments of our National Scientists who set directions of scientific inquiry in their respective areas of endeavor and laid the foundations to enrich such areas of knowledge. These scientiists have bestowed on the young generations of Filipinos a rich tradition and culture of originality and excellence in science that is recognized even in international arena. 24 Dioscoro L. Umali Memorial Lecture Series

The Academy organized its seventh Dioscoro L. Umali Memorial Lecture on 13 July at the SEARCA Office in Los Barios, Laguna. Dr. Charles A. Pasternak, Director of Oxford International Medical Centre, the United Kingdom, spoke on "Quest: The Searches of Microbes and Men ", addressing participating scientists, researchers, and students. The D.L. Umali Memorial Lecture was also made possible through the collaboration with SEA RCA.

Dr. Pasternak showed in his lecture that human's unique behavior is best - ~xplained by an apparent paradox. He said that a person's actions depend on a fundamental quality of every organism- the tendency to search-and ·On a combination of human attributes that enable a person to search more intensely than any other creature. He/She searches not only for answers but also for objects; searching out of curiosity as well as need.

Genetics and Plant Breedinq

Educated at Oxford University, Dr. Charles Pasternak later spent I 5 years on the staff of the Oxford Biochemistry Department-during which time he also held teaching Fellowship at Worcester College. Oxford. He is currently Director of the Oxford International Biomedical Centre that he founded in I 992. Dr. Pasternak is renowned for his pioneering work on the surface membrane of animal cells, a key factor in the understanding of cancer and many infectious diseases. He is also active in promoting scientific collaboration and interchange. He now serves as member of the Executive Committee for a UNESCO initiative on Molecular and Cellular Biology; a member of the Education Committee of the International Union of Biochemistry and Molecular Biology; a member of the International Advisory Board for the Chulabhorn Research Institute, Bangkok, among others.
