STAFF REPORT

DATE: July 1, 2014

TO: City Council

FROM: Carrie Dyer, Community Services Supervisor

SUBJECT: City of Davis Poet Laureate Appointment 2014 ______

Recommendation Approve recommendation of official designated representatives of the Civic Arts Commission to move Andy Jones as the new City of Davis Poet Laureate. The two year term runs September through September. With Council approval of this recommendation, the formal ceremony and reception will take place at a City Council meeting in September.

Fiscal Impact There is minimal fiscal impact to this recommendation. Staff costs will be absorbed within the regular program budget.

Background and Analysis On October 20, 2009, the City Council voted to establish an honorary position of Poet Laureate for the City of Davis. They further directed the Civic Arts Commission to develop guidelines and oversee a nomination process for the appointment of the city’s first official poet.

It was determined that an official Poet Laureate would be available, on invitation, to write and read poems at official city functions and at other community events. A Poet Laureate could also work with local groups (schools, library, Davis Arts Center, etc.) to expose the community to poetry and the written word. The position would be honorary and would be for a two-year term. Every two years, the Civic Arts Commission would be expected to open the nomination process and recommend a Poet Laureate.

At the regular meeting of March 10, 2014 the Civic Arts Commission, by consensus, approved a process for selecting the next City of Davis Poet Laureate. This included selection criteria and a timeline for selection committee to use, the nomination guidelines for the position, and a selection committee to review nominations. The terms of the Poet Laureate were changed from a two year term beginning in July to a two year term beginning in September.

Advertising for the Poet Laureate position included: Press release sent to Enterprise Posted on City of Davis website and Facebook Page Posted on Yolo County Arts Council website Posted on the Civic Arts Calendar Distributed to the UCD English Dept. List Serve

One response, from Andy Jones, was received (Attachment A). The designated committee reviewed the application and determined that based on Mr. Jones’ lengthy list of credentials and submitted works that it was very appropriate for him to be recommended. With City Council approval of this recommendation, a formal ceremony and reception will be held at a City Council meeting in September. Eve West Bessier will be recognized for her work for the past two years as the outgoing Poet Laureate and Andy Jones will be formally acknowledged as the incoming Poet Laureate.

City Council Meeting 07-01-14 & 07-02-14 08M - 3 Spirit in the Alfalfa

If I cannot hear you, it is because you have blown ahead of me,

running and dodging in the alfalfa, functionally invisible,

free now of blood, free now of restriction, the borders we delighted in,

and still remembering me, inhabiting all our memories, if only once more

before broadening like an equator, enlarging impossibly, like the intimacy of God.

City Council Meeting 07-01-14 & 07-02-14 08M - 4 Low Tide

"It is advisable to look from the tide pool to the stars and then back to the tide pool again." – John Steinbeck

I was following Jukie as he hopped among the tide pools, causing havoc. He picked up and sometimes picked apart what he could find: seaweed, fragile shells, rough and leathery starfish; the tentacles and polyps of sea anemone. I imagined him a nuclear beast, roaring incomprehensibly: someone that Godzilla, hero mammoth, might take on. Soggy little villagers, I can almost hear your screams. I spied an octopus, but didn’t show it to him, this wanton boy

Such a destroyer. I hope the ocean is safe this far from Japan. I will protect my monster,

City Council Meeting 07-01-14 & 07-02-14 08M - 5 his blood as salty as the sea, from whatever oversized nuclear tentacles may reach for him. Must I also protect the worlds, the stars, which he would destroy?

City Council Meeting 07-01-14 & 07-02-14 08M - 6 Sleeping in a field of Un-

--after Shakespeare’s Sonnet 13

Exempted from ownership, you are sweetly unaware of endings. Yours is a semblance of life.

Do you belong to yourself? Stormy gusts provoke no thoughts of unanticipated husbandry,

no thoughts of the deceased, or even the act of deceasing. The tree’s branch, a thousand patterns.

Unwrinkled, uncreased, unencumbered, unprepared: so much “un” – the absences pile up in your silence.

My dear love, I am your father. Like you, your son will never say so.

DISSERTATION

Title: Mad Men: The Tradition of Madness in 20th Century American Poetry -- A Study of T.S. Eliot, Robert Lowell, and Frank Bidart.

Committee: Alan B. Williamson (director), Sandra M. Gilbert, Joanne Feit Diehl.

The dissertation analyzes "mad" narrators in the poetry of three prominent American poets. Using Object Relations Theory, I examine how these three poets attempt to reconcile their self-conflicting attitudes about women, religion, power, sexuality, and identity by creating male characters who are tormented by their need to discover that which is stable and permanent.
