Read the following:- 1) The Andhra Pradesh Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee) Act, 1983 (Act No.5 of 1983). 2) From the Member-Secretary & CEO, A.P. Higher Education Regulatory and Monitoring Commission, Tadepalli, Letter No.702/APHERMC/ Admn./2020, dated 10.11.2020. 4) From the Member-Secretary & CEO, A.P. Higher Education Regulatory and Monitoring Commission, Tadepalli, Letter No.2573/APHERMC/ Admn./2020, dated 18.02.2021. --O— O R D E R:- The A.P. Higher Education Regulatory and Monitoring Commission (APHERMC), in its meeting held on 09.11.2020 has resolved to determine the fee structure for UG DPEd., B.P.Ed. & M.P.Ed. and Language Pandit Training (Telugu and Hindi) Courses in respect of Private Un-Aided Professional Institutions in the State of Andhra Pradesh for the block period 2020-21 to 2022-23 2. The Secretary, A.P. Higher Education Regulatory and Monitoring Commission in his letters 2nd & 3rd read above has furnished the Minutes of the Meeting of A.P. Higher Education Regulatory and Monitoring Commission held on 09.11.2020 along with the recommendations regarding the fee structure for UG DPEd., B.P.Ed. & M.P.Ed. and Language Pandit Training (Telugu and Hindi) Courses for the block period 2020-21 to 2022-23 in respect of Private Un-Aided Professional Institutions in the State of Andhra Pradesh and also in his Letters 4th read above has requested to issue necessary Notification in the matter. 3. Government after careful examination of the matter, hereby issue the following Notification which shall be published in the Andhra Pradesh Extra-Ordinary Gazette:- NOTIFICATION 4. In exercise of the powers conferred under Rule 8 of the A.P. Higher Education Regulatory and Monitoring Commission Rules, 2019 issued in G.O.Ms.No.49, Higher Education (UE) Department, dated 11.10.2019 as amended subsequently from time to time and in pursuance of the resolutions of the A.P. Higher Education Regulatory and Monitoring Commission in their Meeting held on 09.11.2020, the Commission recommended the fee structure for Private Un-Aided Professional Institutions offering UG DPEd., B.P.Ed. & M.P.Ed. and Language Pandit Training (Telugu and Hindi) Courses in the State of Andhra Pradesh. 5. Further, in exercise of the powers conferred under Section 7 of Andhra Pradesh Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee) Act, 1983 (Act No.5 of 1983), Government hereby notify the Fee as mentioned in the Annexures appended to this Order for the block period 2020-21 to 2022-23, subject to following directions: a. The fee is an all-inclusive annual fee, including like tuition fee, affiliation fee, cost of identity card, medical fee, inter college/inter university sports, games & cultural meet fee, computer/internet fee, College magazine and student activities, student health care scheme, student welfare fund, study tour, alumni fund, sports and games fee, examination fee including stationery, maintenance and amenities fee, extracurricular activities fee, development fee, Recognition fee, Common Services fee and other recurring expenditure; b. The same fee shall continue for the students admitted during the block period of 2020-21 to 2022-23 till they complete the course; c. The institutions whose affiliations are not extended by the affiliating Universities for the academic year 2020-21 are not entitled to collect any fee; d. The institution shall not charge either directly or indirectly any other amount over and above the fee fixed in the ANNEXURE-I (UG DPEd), ANNEXURE-II ((B.P.Ed.), ANNEXURE-III (M.P.Ed.), ANNEXURE-IV (Language Pandit Training – Telugu) and ANNEXURE-V (Language Pandit Training – Hindi). If any other amount is charged under any other head or guise i.e., donations, etc. the same would amount to charging of capitation fee and in that case the institution shall be liable to be prosecuted under Section 9 of Andhra Pradesh Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee) Act, 1983 (Act No. 5 of 1983) apart from imposing appropriate penalty under the APHERMC Act, 2019 and the APHERMC Rules, 2019 as amended subsequently from time to time; e. In case of any deviation from these directions, the Commission will initiate serious penal action as per the provisions of the Act and Rules made there under; f. Under Section 12 (4) & (5) of A.P. Higher Education Regulatory and Monitoring Commission (Amendment) Act, 2020, the Commission has the power to review and determine the fee payable to the Higher Educational Institutions and review the fee determined, whether notified or not by the Government for any academic years / blocks; and g. The institutions are informed that the fixation of Fee structure by the Government will not by itself enable or permit the managements to run courses, if the courses are not recognized / permitted by the Government / All India Council for Technical Education / UGC / NCTE / concerned University / any other statutory Authority. 6. East Godavari district is having the area of 10,807 Sq Kms with 7 Revenue divisions, 64 Revenue mandals and 1012 Grama panchayats with a population of 51,51,549 as per 2011 provisional census figures. The Headquarters of the District is located at Kakinada. East Godavari District lies North - East Coast of Andhra Pradesh and bounded on the North by Visakhapatnam District and the State of Orissa, on the East and the South by the Bay of Bengal and on the West by Khammam District of Telangana State and West Godavari Districts. Area of the District is 12,805 Sq.Kms including newly added Yetapaka Division. The District is located between Northern latitudes of 16o 30' and 18o 20' and between the Eastern longitudes of 81o 30' and 82o 30'.
