Opinion: Will Terrorism Hijack the Pakistani Elections? Kiran Hassan* Institute of Commonwealth Studies, School of Advanced Study, University of London, UK *[email protected] First published in the Daily Times of Pakistan, 22 April 2013.1 Pakistan expects a historic general election in 2013 which might be jeopardized by terrorist attacks. For the first time, a momentous democratic transition – in which one democratically elected government, after completing its full term, will succeed another – is about to take place. Yet many suspect that if the fresh bout of violence from militant groups continues, furthering chaos and lawlessness, the expected general election might not happen. Militancy continues to be the hydra-headed beast that the top Pakistani leadership has failed to slay. The critical question remains: Is the Pakistani leadership willing to tackle this breeding problem or is it comfortable with remaining habitually complacent? The New Year brought shameful and dreaded assaults by extremist groups on the Pakistani Shia community. Groups such as Lashkar-e-Jhangvi have long regarded Shia Muslims as heretics. Stepping up attacks recently, the Lashkar-e-Jhangvi (a banned organization) are thought to have set up several training camps for militants, and have access to large quantities of weapons and explosives. The brutality started when 81 people were killed and 121 injured in a suicide car bomb blasts in Quetta’s Alamdar Road area on the night of then 10th of January 2013.2 Lashkar-e-Jhangvi claimed responsibility for the attack. The majority of the people killed in the Alamdar Road blasts belonged to the Hazara Shia community. -

O R D E R Adnan Iqbal Chaudhry J. – This order is to dispose of CMA No. 8198/2014 and CMA No. 2858/2015 pending in the captioned suit. 2. The suit was filed by Umair Shahab. Pending suit he passed away and his legal heirs are now Plaintiffs. Per the plaint, in the year 1973, the KMC had allotted to the Plaintiff‟s predecessor, namely Abdul Razzaq, four adjoining industrial plots in the Wool Washing Area, Cattle Colony, Landhi, Karachi, each plot measuring 4000 sq. yds., total 16,000 sq. yds. (hereinafter „the suit land‟); that Abdul Razzak was in continuous possession of the suit land; that in the year 2013, the Plaintiff purchased the suit land from Abdul Razzaq, and on 29-01-2013 the KMC executed registered lease deeds in favor of the Plaintiff, and since then, the Plaintiff was in possession of the suit land in a common boundary wall; that on 02-05-2014, certain unknown persons with fictitious documents accompanied by the police came to the suit land threatening to dispossess the Plaintiff, hence the suit praying inter alia for a permanent injunction against dispossession. -

Khaliq-uz-Zaman Colony, Pak Jamhoria Colony and Lower Gizri, which were illegally/unauthorizedly constructed without approval of building plans or deviated from the approved building plans or constructed with sub- standard material and may cause loss of properties and human lives, to demolish the illegal, unauthorized constructions or dangerous buildings forthwith but not later than 15 days from publication of this notice. The Honourable Supreme Court of Pakistan has taken serious notice against these illegal/unauthorized/dangerous constructions and also directed to demolish the same. In this regard the requisites notices U/S 126, 185 and 256 of the Cantonments Act, 1924 have already been served upon the offenders to demolish these illegal/unauthorized/dangerous constructions at their own.
