HUMPHREY FELLOWSHIP PROGRAM OVERVIEW Founded in 1978 in honor of the late Senator and Vice President, the Hubert H. Humphrey Fellowship Program provides a year of professional enrichment and leadership development in the United States for mid-career professionals from designated countries throughout the world. The Humphrey Program fosters a mutual exchange of knowledge, builds professional capacity, promotes lasting ties, and enhances international cooperation in areas critical to U.S. engagement with developing and transitional countries. Each year approximately 150 fellows, funded by the Bureau of Educational and Cultural Affairs of the U.S. Department of State, are grouped by professional focus area and engage in graduate-level non-degree study and related professional experiences at leading U.S. universities. The program now has a network of nearly 6,000 alumni in 162 countries around the world working to improve their communities and the lives of those in need. To mark the 40th Anniversary of the Hubert H. Humphrey Fellowship Program, the State Department aims to acknowledge the extraordinary professional achievements and impact of Humphrey alumni during the Fellowship’s first 40 years through a series of events around the world. Celebrating the contributions of alumni from Asia and the Pacific, “Indo-Pacific Pathways to Cooperation” will be hosted in Jakarta, Indonesia from June 17-19th, 2019. The three-day conference, broadly focused on good governance, economic integration and development, secure borders, and transparency, will acknowledge the legacy of more than 1,400 alumni across the region and the communities enriched by them. The conference will also serve as a conduit to the future, documenting stories and successes and charting a path forward. HUBERT H. Artikel ini bertujuan memaparkan kegiatan golongan liberal dalam PKR selepas tercetusnya Reformasi. The lawmakers claim that though Apco had disclaimed any connection with Prime Minister Najib Abdul Razak's 1Malaysia campaign, they insist that the company has strong ties with Israel and its former premier Ehud Barak. "If the government does not revoke Apco's contract, we will be exposed to danger. People will link us to Israeli policy and speculate that we are in cahoots," said Balik Pulau MP Yusmadi Yusoff. "I also challenge government to take action against those responsible for bringing in these elements that have damaged the country's image." Yusmadi said this at a press conference that was also attended by other MPs including R Sivarasa (Subang), Johari Abdul (Sungai Petani) and Amran Abu Ghani (Tanah Merah). The Apco debacle began last week when Anwar Ibrahim claimed during his debate on the royal address that the company was linked to the Zionist 'One Israel' campaign. Following this, Minister in the Prime Minister's Department Mohd Nazri Abdul Aziz moved a suggestion through deputy speaker Ronald Kiandee this morning to give opposition leader Anwar Ibrahim a week to back up his claim, since he was not in the house to respond. Failing which, Mohd Nazri said a motion would be moved to refer Anwar to the Rights and Privileges Committee committee to cite him for contempt and misleading the house.

Last night, Tan announced he would be contesting the seat, accusing PKR of “cronyism” in the selection of candidates. On the Sungai Acheh seat, which saw a tussle between PAS and PKR, candidate Badrul Hisham Shaharin or Chegubard said PAS will not be fielding a candidate. Yusmadi also declared today that he will not be contesting as an Independent. William Fulbright Foreign Scholarship Board, I am struck by how the Fulbright Program not only increases mutual understanding among the peoples of the world, but also provides a conduit for Fulbrighters to build a better world. Within these pages of the 45th J. William Fulbright Foreign Scholarship Board Annual Report, I am pleased to share with readers how Fulbrighters are “Building a Better World.” Fulbrighters around the globe are going beyond their immediate subJect matter of interest, and surroundings of the host institution, to broader interests and the larger community by participating in activities that are improving lives and livelihoods. U.S. Fulbright Scholar alumnus Bernard Van Wie of Washington State University continues to work with Nigerian colleagues he connected with from his Fulbright grant to increase understanding and use of technology in teaching engineering courses there. Humphrey Program alumnus Yusmadi Yusoff, elected to Malaysia’s Parliament, was inspired by host American University’s human rights activities, and plans to launch the first public interest law center in Malaysia. U.S. Fulbright Student alumnus Rachel Weeks took her research on the fair trade garment industry in Sri Lanka and turned it into a fashion company based there that specializes in university wear and supplies such clients as Duke University. The ways in which Fulbrighters are communicating today to build a better world are remarkable. What started out as one-to-one exchanges have been re-invigorated by the one-to-many exchanges facilitated by advances in information technology, from email to webchat to Short Message Service blasts to blogs to social networking.

    ISLAM AND MINORITIES: Managing Identity in Malaysia Ahmad Suaedy Executive Director of the Wahid Institute, Jakarta; Visiting Research Fellow at The Center for Southeast Asian Studies (CSEAS), Kyoto University Abstract The Malaysian general election in March 2008 raised an interesting and new phenomenon. For the first time since independence in 1957, the ruling alliance known as the National Front (Barisan Nasional, BN) failed to secure two thirds of seats in parliament and lost control of five of Malaysia’s 13 states. This was due to the challenge presented by the new opposition alliance known as the Alternative Front (Barisan Alternatif, BA) or the People’s Alliance (Pakatan Rakyat, PK) which won more than 36% of seats in parliament and gained control of the five states. In the 2004 election, BN secured the largest ever percentage of seats in parliament with 91%. What is interesting is that it seems that this significant increase in support for the opposition is due to their offer to change the way minorities and ethnicity is managed. They propose a move from “Bumiputera Supremacy”, or affirmative action for the approximately 65% of “Bumiputera” Malaysians (the rest being largely of Chinese or Indian ethnicity), to “The People’s Supremacy”, which involves eradicating affirmative action based on ethnicity, basing it instead on need, for instance need due to poverty. This would potentially increase the likelihood of justice and equality for all ethnic or racial groups. This paper connects the phenomenon of change, as seen in the about turn in the results between the 2004 and 2008 elections, to the more global trend in which minorities are standing up to demand their rights in this era of globalization, and to the challenge multiculturalism presents to parts of the Muslim world such as Malaysia.
