For and on behalf of the Sub-Divisional Officer, Gangarampur at Buniadpur & Administrator, Buniadpur Municipality, Dakshin Dinajpur, invites sealed percentage rate tenders for each of the following work by two cover system. Pre-qualification documents in a separate cover and Bid document with schedule rate in another cover are to be submitted by the qualified contactors who satisfy the terms and conditions set out in pre- qualification document. 1. Elisibiliw Criteria for Participation in tender & Information to Biddders. 1. The intending bidders should have successfully completed similar nature of work, at least Credential value mentioned above in Column No. 6 of the proposed contract within last 5 years from the date of publication of the notice. Such work executed should be in the Government Sector, Zilla Parishad, Panchayat Samiti, Gram Panchayat, Municipality or Public Sector undertaking. The completion certificate and payment certificate issued by competent authority will be considered as credential in this respect. 2, Self attested copies of Pan card, Professional Tax and upto date lT Return {Saral), VAT Registration Certificate and upto date return must be up loaded in appropriate folder. Registered Engineering Co-Operative Society and Registered Labour Co- Operatives must upload the Bye-Laws, and other papers and submit the same will full address of their authorized persons to sign the tender documents along with technical Bid papers. During scrutiny of Technical Bidfl-ender documents if it is found that any inforrnation is incorrect the technical bid/tender documents will be rejected without assigning any reason thereof. The Tender Committee will have sole discretion to decide the eligibility of ,the Contractors on the basis of his submitted documents and evaluation and reserves the right to refuse any explanation to the Contractor without assigning any reason thereof. AII papers will be verified with original papers as when required. 3. lntending bidders have to submit their bid on-line through e-procurement(two cover system) portal . The earnest money should be deposited through Bank Draft in favour of the Administrator, Buniadpur Municpality and Participation Charge should be deposited through savings account No. 34942821093 (SBl, Buniadpurl in favour of Buniadpur Municipality General Fund. The scanned colour copy of Bank Draft of Earnest Money and counter foil {subscribing the NIT no.f of participation charge duly signed by the contractor / his representative over it and Earnest Money must be uploaded in the appropriate folder. 4, Original Bank Draft may be send physically under sealed cover or speed post on the day of Technical Bid open at the office of the Sub-Divisional 0fficer, Gangarampur. The indenting bidders should know the fact 'that the rates in the BOQs are inclusive all duties, taxes, royalties, cess, [including 1% Cess under W.B. Building and other Construction Workers {Regulation of Emplovments & Condition of Service) Welfare Cess Act, 1995 will be deducted from the runnine bills. The intending bidders or any of their constituent partner shall neither have abandoned any work nor any of their contract have been rescinded during the last O5(five) years. Such abandonment or rescission will be considered as disqualification towards eligibility. Declaration in this respect has to be furnished by the intending bidders in the form of affidavit without which the bid will be treated as non-responsible.

13. The bidders at their own responsibility and risk is encouraged to visit and examine the site of works and its surrounding and obtain all information that may be necessary for preparing the bid and entering into a contract for the work mentioned in the Notice. 7. All the lntending Tenderers are requested to visit the sites of works prior to submission of the Tender at their own effort and interest. 2. Work order will be issued to the eligible bidder after getting of fund from the Government, 3. This Notice lnviting Tender will be treated as a part of the Tender Document. 3. ln case of any day, meant for this tender, appears to be an unscheduled holiday, the next working day will be treated as scheduled / prescribed day for the same purpose. 4. No preconditioned tender will be accepted. 5. All the rates of works are inclusive of all taxes, cess, levy, octroi, royalty, transportation, loading, unloading, stacking, etc including all other incidental charges therein. 5- The Successful Tenderer, herein after called the Contractor, will have to execute an agreement on a Non Judicial Stamp worth Rs. 1001- only. 7. Time & Cost over-run will not be permitted. ln case of work not being completed by the contractor within the stipulated time-frame, necessary Penal measure, in the tune of deduction of an amount, as decided by the Tender Committee. 8. Necessary deduction towards VAT, lncome Tax and Wellfare Cess etc. will be made as per Govt. norms, and Security Deposit @ 8% of the value of work will be deducted from each progressive Bill. The Earnest Money will be converted into the Security Deposit. 9. The successful contractor shall have to submit 3 (three) copies of application in the prescribed form for license (Form No ' Vl) duly filled and signed by the contractor along with the tender. The license fee in terms of Rule - 26(21and the Security Deposit of Labour in terms of Rule - 24 of West Bengal Contract & Labour (Regulation & Abolition) Act, 1972 should be separately deposited to the Local Treasury under the Head of Account - : 843 Civil Deposit - Deposit under various central and State Acts deposit under the contract Labour (Regulation and Abolition) Act, 1970. 10.
