The current elite of European football is not the same as it was in the early years of the Champion Clubs’ Cup, nor does it necessarily have to remain unchanged. The European model of sport, with its system of , aims specifi- cally to prevent the elite from becoming a clique and denying new contenders the possi- bility of access. Nothing is set in stone: worth has to be constantly proven on the pitch. This is one of the concerns which underlie the proposal that I put forward in Monaco to the Professional Football Strategy Council with regard to the future of the UEFA club competitions from 2009 onwards. The other key elements forming the basis of my proposal are those I argued for in my presidential campaign – namely, to allow the largest possible number of national associations to be represented in European foot- ball’s flagship club competition and to increase the number of domestic champions among the participants. This is because, as its name indicates, the competition is primarily intended for teams which have won titles, and with this in mind I also wish to give domestic cup winners the possibility of taking part. This has the added merit of giving IN THIS ISSUE a fresh boost to national cup competitions, which, in many countries, have a long tradition and enjoy enormous popularity. First meeting My proposal does not call into question the whole format of the UEFA of the Professional Champions League which, it is generally agreed, is an undeniable success. Nor does it Football Strategy Council 03 seek to take anything away from the big associations, the strongest of which retain UEFA Champions the possibility of having four teams involved and the (new) assurance of having at least League calendar 07 three. What it does aim to do is improve certain aspects – for example, to avoid a situation where the runners-up in a domestic championship may be competing in the A fifth UEFA Super Cup Champions League even though the winners of the same championship are not involved. for AC 09 My proposal is also concerned with strengthening the UEFA Cup with a more clearly FC Marsaxlokk – defined group phase and a bigger number of clubs moving from one competition to the a dream becomes reality 10 other. Overall, the national associations will not lose any representatives, and some will even have more. The quality of the competitions will not suffer either, and all the European Club Forum 12 constraints of the match calendar have been taken into account. Elite club coaches in Nyon 15 Therefore, having closely examined all the elements in this proposal, I am convinced that it is in the general interests of European football and, unless someone News from member associations 16 presents a more beneficial plan based on the same philosophy, this is the proposal which I will make a strong case for at the Executive Committee meeting in November.
