Overview of the “List control” and “Catch-all control”

“List control” Controlled items based on All countries/regions international export regimes  An exporter shall obtain individual license/bulk license. (General bulk license is applicable to exports to Group A)

“Catch-all control” All items other than Countries/regions other than controlled items Group A  Under the following conditions, an exporter shall obtain individual license.

The “informed” condition: In case METI informs an exporter that a license is required for a specific export because there is a risk of WMD proliferation or military end-use.
