Language in Filipino America Language in Filipino America by Joseph Axel A Dissertation Presented in Partial Fulfillment of the Requirements for the Degree Doctor of Philosophy Approved January 2011 by the Graduate Supervisory Committee: Teresa McCarty, Chair Terrence Wiley Christian Faltis ARIZONA STATE UNIVERSITY May 2011 ABSTRACT The following dissertation provides perspectives on the social, political, economic, and academic influences on language use, and particularly heritage language use, within the Filipino American community. What is the nature of language in this community? In what ways does language exist or co-exist? The hypothesis that autochthonous Filipino languages in the United States cease to be spoken in favor of English by Filipino Americans was tested through mixed methods of research. Literature and databases were reviewed which provided information concerning statistics, issues, and policies relating to language in Filipino America. Field research and interviews were conducted in which language use was of key interest. Results varied individually and contextually. Language seems to exist within the Filipino American community on a dynamic continuum. Immigrant Filipino Americans appear to be bilingual and multilingual. Second generation Filipino Americans tend to be English dominant with a range of bilingualism. The California Department of Education (CDOE) appears to foster bilingualism / multilingualism through its World Languages Departments (secondary education level), by offering language courses, such as Tagalog-based Filipino. The discovered land held new resources, new territory, and new peoples. Conquistadors were enthralled by the lure of gold and territory. But the Spanish government and colonists faced the problem of the nature and status of the people that already inhabited these lands. Were they to be treated as equals, serfs, or slaves? Were they even really people? The answers to these questions were complex and unclear. The Spanish crown made many laws regarding how the natives and colonists should interact, however, much of this legislation was ignored by colonists and conquerors. Most of the colonists were more than happy to exploit the natives, but some religious orders opposed this exploitation. One of the most outspoken defenders of indigenous rights was the Dominican Order. An especially tenacious Dominican defender of natives' rights was Fr. Bartolome de Las Casas, who campaigned for native rights during the early and mid-sixteenth century. As this paper will show, Las Casas’ championship of indigenous rights was shaped by his European heritage. II The Spanish conquest of the New World happened in concurrence with the Renaissance in Europe.

    Heritage Voices: Language - Tagalog Author: Valeria Malabonga About the Tagalog Language Tagalog is a language spoken in the central part of the Philippines and belongs to the Malayo-Polynesian language family. Tagalog is one of the major languages in the Philippines. The standardized form of Tagalog is called Filipino. Filipino is the national language of the Philippines. Filipino and English are the two official languages of the Philippines (Malabonga & Marinova-Todd, 2007). Within the Philippines, Tagalog is spoken in Manila, most of central Luzon, and Palawan. Tagalog is also spoken by persons of Filipino descent in Canada, Saudi Arabia, United Arab Emirates, the United Kingdom, and the United States. In the United States, large numbers of Filipino immigrants live in California, Hawaii, Illinois, New Jersey, New York, Texas, and Washington (Camarota & McArdle, 2003). According to the 2000 US Census, Tagalog is the sixth most spoken language in the United States, spoken by over a million speakers. There are about 90 million speakers of Tagalog worldwide. Bessie Carmichael Elementary School/Filipino Education Center in San Francisco, California is the only elementary school in the United States that has an English-Tagalog bilingual program (Guballa, 2002). Tagalog is also taught at two high schools in California. It is taught as a subject at James Logan High School, in the New Haven Unified School District (NHUSD) in the San Francisco Bay area (Dizon, 2008) and as an elective at Southwest High School in the Sweetwater Union High School District of San Diego. At the community college level, Tagalog is taught as a second or foreign language at Kapiolani Community College, Honolulu Community College, and Leeward Community College in Hawaii and Sacramento City College in California.

    Language specific peculiarities Document for Tagalog as Spoken in the Philippines 1. Dialects Tagalog is spoken by around 25 million1 people as a first language and approximately 60 million as a second language. It is the local language spoken by most Filipinos and serves as a lingua franca in most parts of the Philippines. It is also the de facto national language of the Philippines together with English. Although officially the name of the national language is "Filipino", which has Tagalog as its basis, the majority of Filipinos are unaccustomed, even unaware, of this naming convention. Practically speaking, the name "Tagalog" is used by many Filipinos when referring to the national language. "Filipino", on the other hand, is rather ambiguous and, it must be said, carries nationalistic overtones2. The population of Tagalog native speakers is primarily concentrated in a region that covers southern Luzon and nearby islands. In this project, three major dialectal regions of Tagalog will be presented: Dialectal Region Description North Includes the Tagalog spoken in Bulacan, Bataan, Nueva Ecija and parts of Zambales. Central The Tagalog spoken in Manila, parts of Rizal and Laguna. This is the Tagalog dialect that is understood by the majority of the population. South Characteristic of the Tagalog spoken in Batangas, parts of Cavite, major parts of Quezon province and the coastal regions of the island of Mindoro. 1.1. English Influence The standard Tagalog spoken in Manila, the capital of the Philippines, is also considered the prestige dialect of Tagalog. It is the Tagalog used in the media and is taught in schools.

    education sciences Article Teaching Critical Vocabulary to Filipino Heritage Language Learners Jayson Parba Department of Indo-Pacific Languages and Literatures, University of Hawai’i at Manoa,¯ Honolulu, HI 96822, USA; [email protected] Abstract: Engaging in critical dialogues in language classrooms that draw on critical pedagogical perspectives can be challenging for learners because of gaps in communicative resources in their L1 and L2. Since critically oriented classrooms involve discussing social issues, students are expected to deploy “literate talk” to engage in critiquing society and a wide range of texts. Although recent studies have explored teachers’ and students’ engagement with critical materials and critical dia- logues, research that explores language development in critical language teaching remains a concern for language teachers. In this paper, I share my experience of fostering language development, specif- ically the overt teaching of critical vocabulary to students of (Tagalog-based) Filipino language at a university in Hawai’i. Through a discussion of racist stereotypes targeting Filipinos and the impacts of these discourses on students’ lived experiences, the notion of “critical vocabulary” emerges as an important tool for students to articulate the presence of and to dismantle oppressive structures of power, including everyday discourses supporting the status quo. This paper defines critical vocabulary and advances its theoretical and practical contribution to critical language teaching. It also includes students’ perspectives of their language development and ends with pedagogical implications for heritage/world language teachers around the world. Tajolosa Palawan State University Tessie_Tajolosa@ yahoo.com Abstract The purpose of this study was to investigate the Tagbanua language as a potentially endangered language in Irawan alone. Focusing on the language attitude, language use and actual language proficiency of the Tagbanua inhabitants, the researcher was interested in determining how these may be affected by the respondents’ characteristics such as age, sex, education and geographical location. Social factors such as intermarriage and stereotyping which may influence the perpetuation or decline of the language were also examined. The respondents included young and adult speakers from Sitio Iratag, Sitio Taga­ud and lowland Irawan. To determine the language attitude and language use of the respondents, the researcher administered a set of questionnaire. For actual language proficiency, two native speakers of Tagbanua were hired to do interviews with the respondents. The paper ends with an outlook of how the Tagbanua language can be maintained by its speakers. 1.Introduction A surge of interest in sociolinguistics has been taking place during the past decades. Among the focus of many studies from different parts of the world are language loss, language identity and language survival. Despite the tug of war between the value of bilingualism and the survival of minority languages, supporters of indigenous language survival remain very vocal in their call for the continuous widespread of the language. Spanish soldiers, administrators, and settlers encountered large, complex, and unfamiliar populations. Those indigenous people faced the influx of armed and often violently hostile invaders whose motives were not immediately clear. And with those invaders came both enslaved and free Africans, disconnected both from their places of ultimate origin and the European world they had been forced to join. In the years that followed, as Spanish and Portuguese people established military, religious, and political authority, all these people struggled to make sense of each other and to find ways to live in a drastically altered world. As they did so, they created and left behind a wide range of documents—drawings, treatises, laws, diaries, petitions, letters, and books—that have allowed historians to explore their experiences. Bautista De La Salle University-Manila Philippines The alternation of Tagalog and English in informal discourse is a feature of the linguistic repertoire of educated, middle- and upper-class Filipinos. This paper describes the linguistic structure and sociolinguistic functions of Tagalog-English code switching (Taglish) as provided by various researchers through the years. It shows that the analysis of Taglish began with a linguistic focus, segmenting individual utterances into sentences and studying the switch points within the sentence. Other studies were more sociolinguistic in nature and investigated the functions of code switching. Recently, Taglish has been viewed as a mode of discourse and a linguistic resource in the bilingual’s repertoire. New theoreticians working within a Critical Discourse Analysis framework are seeing Taglish as a reaction to the hegemonizing tendencies of Philippine society and modern life. The term is also because part of the conversation is recognizably in English, occasionally used generically for the switching that takes but at the same time feel completely lost when listening to the place between a Philippine language (not necessarily Tagalog) other parts of the conversation.

    Guidelines on Baggage, Balikbayan Boxes, and Parcels Bureau of Customs A. Definitions: a. Baggage – bags, boxes, cases, or containers holding the traveller’s personal trip necessities, small possessions, souvenirs, and other items/goods of value. The baggage may or may not be loaded on the same flight / voyage as the owner (accompanied or unaccompanied baggage). b. Balikbayan Box – a type of baggage containing items being sent by overseas Filipinos (known as “balikbayans”) usually for their relatives, friends, and colleagues after being away for a period of time. This may also be either accompanied or unaccompanied. c. Parcel – a package containing items or goods which are routed through the postal service (i.e. Philippine Postal Corporation [PhilPost]) or other courier service providers. d. Privilege – the benefit extended to a passenger (for baggage) or balikbayan (for balikbayan box) when applicable conditions are satisfied. e. Commercial Quantity – quantity of items or goods which are considered adequate for commerce. f. DFA – Department of Foreign Affairs, the national government agency which issues passport to Filipino citizens for their foreign travels. g. DOLE – Department of Labor and Employment, the national government agency in charge of the labor and employment policies, programs, and services. h. POEA – Philippine Overseas Employment Agency, the main government agency assigned to monitor and supervise recruitment agencies in the Philippines. i. OFW – Overseas Filipino Worker, a Filipino citizen who works on a foreign country with a passport duly issued by DFA and certified by DOLE or POEA. j. Returning Resident – a Filipino citizen who returns to the Philippines after being outside of the country for at least six (6) months.
