Due to the Covid-19 pandemic, research was carried out online, and interviews with a wide range of stakeholders were conducted utilising digital meeting platforms. • Due to Covid-19 restrictions, political parties and candidates could not convene campaign events until 5 June. The Supervisor of Elections was also unable to conduct some planned voter education activities. The election took place on 29 June. As Anguilla had been virus-free for over two weeks by then, social distancing or other public health measures were not required during polling and counting. • The conduct of elections in Anguilla was broadly in compliance with the human rights standards and universal principles that are applicable. The right of political participation was well-respected, with the principal exception being the absence of equality in the weight of the vote as there were vast differences in district size. -

The sessions facilitated a direct exchange with other PAC Chairs, Members, and Clerks on a range of technical issues, such as mechanisms for monitoring the implementation of recommendations and the use of media and technology in reaching out to the public. Members and Clerks of the Welsh and Bermudian PACs identified common challenges faced by parliaments and committees in small legislatures, and shared their approaches to managing, for example, parliamentarians’ limited time and resources. The eight delegates remained highly engaged in all discussions with their counterparts in Westminster and Cardiff, including the UK PAC Vice Chair Sir Geoffrey Clifton-Brown MP, and Welsh PAC Chair Nick Ramsay AM. Following the conclusion of the programme, delegates suggested specific changes they would undertake upon their return to Bermuda. -

Benchmarks for Democratic Legislatures: Findings and Recommendations CPA Assessment Workshop for the Asia, India and South-East Asia Regions Ipoh, Perak, Malaysia 14-15 December 2015 Introduction In 2006, the Commonwealth Parliamentary Association (CPA) published Recommended Benchmarks for Democratic Legislatures (the CPA Benchmarks), which was the product of a CPA Study Group hosted by the Parliament of Bermuda. The CPA Benchmarks were intended to codify minimum benchmarks for democratic legislatures and drew heavily on the outcomes of past CPA Study Groups on a range of specific issues. The CPA Benchmarks provide a tool for Commonwealth parliaments to use in undertaking their own self-assessment, as they seek to identify possible new ways to function as effectively as possible. Since their publication, the CPA Benchmarks have had an impact globally, with a number of other parliamentary associations developing their own sets of recommended benchmarks or standards based on the Benchmarks. Similar benchmarks or self-assessment tools have been developed by the Inter-Parliamentary Union, the Assemblée Parlementaire de la Francophonie, the Southern African Development Community Parliamentary Forum (SADC-PF) and the Confederation of Parliaments of the Americas (COPA). Following the publication of the CPA Benchmarks in 2006, the CPA hosted a series of regional meetings to spread awareness of the Benchmarks, and to develop benchmarks tailored to particular CPA regions. As part of this process, the CPA convened a workshop for the Asia, India and South-East Asia Region on the benchmarks in Dhaka, Bangladesh, from 25 to 27 January 2010. This regional workshop was which was attended by legislators, CPA regional secretaries, and clerks, or their representatives from national and state legislatures of CPA, Asia, India, and South-East Asia regions. -
