The Committee also advises on Chinese programmes on Pay TV. 2 This report by ACCESS covers the period of 1 July 2010 to 30 June 2012. The current Committee was appointed by the Minister for Information, Communication and the Arts (MICA) for a two-year term with effect from 1 July 2010. The list of Committee members can be found in Annex A . b) The Committee’s Work 3 The Committee undertook the following: a) Reviewed and gave feedback on Chinese programming on MediaCorp’s Channel 8 and Channel U, Pay TV channels, and radio stations; b) Reviewed and provided recommendations on the range and quality of Chinese programmes; c) Reviewed and provided feedback on censorship issues, including those arising from public complaints; and d) Provided support and advice to the Media Development Authority (MDA) in the formulation of content guidelines and public education.

    THE NATIONAL TRANSLATION COMMITTEE RESOURCE PANELS 1 MARCH 2018 TO 29 FEBRUARY 2020 Chinese Resource Panel Mr Peter Ong (Head of the Chinese Resource Panel) Mr Peter Ong started his career in the advertising industry. He joined Lianhe Zaobao, the Chinese flagship newspaper of Singapore Press Holdings as a reporter cum feature writer in 1993, and rose through the ranks to become Associate Editor of the papers in 2013. Peter graduated from the National University of Singapore with an Honours Degree in Chinese Language. He sits on the board of Singapore Corporation of Rehabilitative Enterprises, and serves as a committee member at the Chinese Development Assistance Council. Ms Chen Xiaolin Ms Chen has been Principal Specialist (Chinese/English) at the Language Services Department of the Parliament of Singapore since 2009, providing simultaneous interpretation (SI) service during parliament sittings. She has also provided SI service at national events such as the National Day Rally since 2015. Prior to that, Ms Chen was with International Enterprise Singapore, in charge of the agency’s Chinese communication materials. Ms Chen obtained her Bachelor’s Degree in Economics from Fudan University, and her Master’s Degree in Area Studies (China) from the School of Oriental and African Studies, University of London. Effective immediately, this strategic partnership will leverage the expertise of both organisations to offer in-depth industry-relevant training to prepare NP students for careers in an evolving media industry. It is also aligned with Mediacorp’s commitment as the national media network to collaborate closely with institutes of higher learning to develop the media industry, nurture the next generation of talent and position itself as the employer of choice in the media space. Co-created initiatives under this partnership will capitalise on the strong synergy between NP’s curriculum and Mediacorp’s key priorities, such as creating a future talent pipeline of Chinese-language media professionals via NP’s Diploma in Chinese Media & Communication (CMC) from the School of Humanities & Social Sciences (HMS); and working closely with NP’s School of Film & Media Studies (FMS) to build upon its track record of producing top radio personalities, journalists, filmmakers, and creative talents in the film and media industry.     Ong Lay Hong was born in Singapore and has spent more than 30 years working in Television Industry. She received her Bachelors of Arts in Telecommunications (Radio and TV Production) with a Certificate in Film Studies from Indiana University, USA. She started off as a camera woman in an America TV Station then joined Hong Kong Rediffusion Television as a News producer. She joined Singapore Broadcasting Corporation (now MediaCorp) in 1982 and rose from the rank and file to become Chief Editor of Chinese News and Current Affairs on 2000 onwards. Since June 2007, she has been designated to lead the China team in developing the China market for Channel NewsAsia. In 2009, Lay Hong became the Managing Director for the channels of Suria and Vasantham and their supporting units. Her work as the Producer for documentary films ‘Ode to a Humming Bird’ and ‘A Day is Too Long’ received 1989 Asia Pacific Broadcasting Union Television Prize and 1981 Prix Futura in Berlin respectively; recognition and accreditation from members of the International Film Industry. Besides working in the media, she was awarded scholarship to study media in United Kingdom in 1991 and at the University of California, Berkeley in 2004. As a Visiting Scholar in UC Berkeley, Lay Hong devoted her academic studies in the field of New Media. Upon her study, she revamped the Chinese News website and launched xin.sg, now xinMSN. Lay Hong has launched many television programmes for MediaCorp in which most of them still air regularly. These programmes include 'Crime Watch', 'Tuesday Report', 'President Stars Charity' , 'Good morning Singapore' etc.

Senior Parliamentary Secretary Sim Ann spoke about our investment in libraries to foster a knowledgeable people. Another important investment is strengthening our Public Service Broadcast (or PSB). 2. Like libraries, PSB programmes are also funded by the Government. Indeed, we see both as important public goods. They both help foster a knowledgeable people who are appreciative of our past, informed of the present, and prepared for the future. 3. Last year, some 4.4 million viewers tuned in to PSB programmes on free-to-air TV. PSB programmes offered online at xinmsn.com had 5 million views. 4. I thank Mr Baey Yam Keng for affirming the importance of PSB and its role in building a Singaporean identity and fostering social cohesion. 5. The Government recognises the value of public service broadcasting to Singaporeans. We have thus continued to support bringing PSB programmes to our people, even after we stopped collecting radio and TV licence fees in 2011. We are also taking steps to enhance the quality of locally-produced PSB programmes. This was recommended by the PSB Review Panel, whose members were drawn from the community, the media industry and academia. The Government accepted the Panel’s recommendations last year, and we boosted support for PSB with a 35 percent increase in funding, with $630 million spread over five years.
