INTERNATIONAL ELECTION OBSERVATION MISSION Republic of Azerbaijan-Early Parliamentary Elections, 9 February 2020 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The restrictive legislation and political environment prevented genuine competition in the 9 February 2020 early parliamentary elections in Azerbaijan, despite a high number of candidates. Some prospective candidates were denied the right to stand, but candidate registration process was otherwise inclusive. Voters were not provided with a meaningful choice due to a lack of real political discussion. Many candidates used social media to reach out to the voters, but this did not compensate the absence of campaign coverage in traditional media. Instances of pressure on voters, candidates and their representatives were observed. The election administration was well resourced and met legal deadlines, and the Central Election Commission made concerted efforts to act transparently and was welcoming towards international observers. However, significant procedural violations during counting and the tabulation raised concerns whether the results were established honestly. On 5 December following an appeal of the parliament, and with the consent of the Constitutional Court, the president announced early parliamentary elections to be held on 9 February 2020, nine months before the regular term for elections. In its appeal to the president, parliament justified the call for early elections by the need to harmonize legislative work with the pace of economic, judicial and social reforms set by the president. Parliamentary elections are primarily regulated by the Constitution and the Election Code. Constitution provides for freedoms of expression, assembly, association, movement, access to information, and the right to take part in political life, but the primary legislation significantly restricts these freedoms. -

Manifesto Project Dataset List of Political Parties [email protected] Website: https://manifesto-project.wzb.eu/ Version 2019a from August 21, 2019 Manifesto Project Dataset - List of Political Parties Version 2019a 1 Coverage of the Dataset including Party Splits and Merges The following list documents the parties that were coded at a specific election. The list includes the name of the party or alliance in the original language and in English, the party/alliance abbreviation as well as the corresponding party identification number. In the case of an alliance, it also documents the member parties it comprises. Within the list of alliance members, parties are represented only by their id and abbreviation if they are also part of the general party list. If the composition of an alliance has changed between elections this change is reported as well. Furthermore, the list records renames of parties and alliances. It shows whether a party has split from another party or a number of parties has merged and indicates the name (and if existing the id) of this split or merger parties. In the past there have been a few cases where an alliance manifesto was coded instead of a party manifesto but without assigning the alliance a new party id. Instead, the alliance manifesto appeared under the party id of the main party within that alliance. At a glance January 2015 Azerbaijan's political parties and the EU Azerbaijan's President Ilham Aliyev plays an omnipotent role in the country's political system, giving the different political parties no room for manoeuvre. The government is in favour of a strategic energy-focused partnership with the EU. The opposition, which is small and fragmented, advocates signing an Association Agreement with the EU as a way to improve democracy, human rights and living conditions. Background Azerbaijan–EU relations The relations of the Republic of Azerbaijan with the EU are guided by a Partnership and Cooperation Agreement which entered into force in 1999. In 2004, the EU engaged further with Azerbaijan through its European Neighbourhood Policy (ENP), which was followed in 2006 by the adoption of an ENP action plan. In May 2009, a further step was taken with Azerbaijan's inclusion in the Eastern Partnership. Negotiations for an EU Association Agreement with the country started in 2010. But Azerbaijan has since backed away from such an agreement, possibly induced by its immediate neighbours. Instead, it has proposed to work towards a Strategic Modernisation Partnership, although an association agreement is still an option. On energy issues, cooperation between Azerbaijan and the EU has intensified and their Strategic Energy Partnership has been strengthened in view of the construction of a southern gas and oil corridor. Azerbaijan's conflict with Armenia over Nagorno-Karabakh remains the main obstacle to increasing stability and prosperity in the region. This is the reason why the EU appointed an EU Special Representative for the Southern Caucasus to assist in conflict resolution and work closely with the OSCE Minsk Group. -

Explanatory Memorandum .................................................................................................................. 5 Summary Following the official invitation from the Azerbaijani authorities to observe the municipal elections of Wednesday 23 December 2009, the Congress appointed an observer delegation, headed by Gaye Doganoglu, Member of the Municipal Council of Muratpasa/Antalya, Turkey. Francis Lec, Vice- President of the General Council of La Somme, France, was appointed Congress Rapporteur of this observation mission. The delegation was composed of eleven members of the Congress, assisted by the Congress Secretariat. The delegation concluded that the elections were, in general, technically well prepared and took place in a calm atmosphere. However, the delegation pointed to three major matters of concern: - the lack of a truly pluralistic party landscape, the scarcity of real opposition candidates and, as a consequence, the absence of a competitive election campaign (in the streets and on TV); - the doubtfulness -
