School: Faculty: Theatre & Film Studies Arts & Social Sciences Title: Mr Abstract 350 words maximum: (PLEASE TYPE) Structural Reorganisation of the Australian Film Industry in the 1980s Under Division IOBA Tax Incentives is an examination of the fundamental effects and legacies produced by indirect Government subsidy on the Australian feature film industry. The circumstances surrounding the I OBA policy' s origins are outlined to locate the motivation behind the creation of an indirect form of Government assistance to the Australian film industry. The actual legislation and changes in the broader policy are then chartered in detail throughout the years I 980/ 198 I to 1987/ 1988 in an effort to fully document and interrogate the impact I OBA had on the Australian film industry and the infrastructure of industry assistance. The actual film industry is addressed by examining the financial implications of I OBA on the production sector and the way the distribution and exhibition sectors received the IOBA films. IOBA ' s cultural policy implications are then discussed through its relationship to the Australian Film Commission and broader film policy rhetorics. By framing the discussion through the central thesis of structural reorganisation of the industry, the aim is to reveal how the IOBA tax incentives penetrated almost every facet of the industry and its systems of support. In conjunction with the entrance of new institutions into the arena of film production under I OBA, like the commercial financial sector and its regulators, the structural reorganisation of the industry is argued to have redefined the industry. The industry is shown to have been transformed by I OBa to such an extent that even after the return to a system of direct investment in 1988, the industry was irrevocably changed. This remains IOBa's legacy. One of the scores of missing Australian feature films, Ginger Mick carried on the tale of Doreen's life with her husband, the Bloke, and their baby son, who is born at the close of the earlier film.2 The words of the intertitle in Ginger Mick are accompanied on screen by a line drawing in order to make the meaning quite clear. In the foreground is a large, round, wooden tub. A washboard is perched on the shelf behind it, close to a bottle of Lysol. The figure of the hard-working mother is in the background near a clothesline, where enormous sheets blow in the wind, dwarfing her. Bent almost double over her washing basket, she labours beside a long prop which rests on the ground, ready for her to lift the heavy line into the wind. The film has been lost and we really have no idea who the woman was supposed to be, although the drawing invites speculation. Could she possibly be the lovely, desirable Doreen, the apple of the Bloke's eye, now a housewife and drudge? Perhaps, on the other hand, it is just a generic sketch of motherhood. Either way, the words and the drawing illustrate the stereotypical mother of the early days of cinema, who was constantly occupied with the family's washing.3 The activity is a visual metaphor for her diligence, her uncomplaining care of the family and her regard for cleanliness.

    Music composed and conducted by Peter Best Music digitally recorded at A.A.V. Australia The score - thought by many to be one of composer Peter Best's most lyrical and moving works - was never released on LP or CD. In the DVD commentary track, producer Tony Buckley says that the score wasn't originally released because the production didn't have enough money to pay the musicians for the recording rights, but says it was later released by 1M1 on CD. However a search of 1M1 only finds the score mentioned as one of a number scheduled for release in March and April 2003 newsletters: Never-before-released scores coming soon from 1M1 Records: "Bliss" (Peter Best), "Tom Sawyer" and "The Last of the Mohicans" (Simon Walker), "The Irishman" (Charles Marawood), "The Naked Country" and "Grendel Grendel Grendel" (Bruce Smeaton) and the scores from Ruth Park's famous "Harp in the South" and "Poor Man's Orange" (Peter Best). The score isn't listed online at 1M1, though Best's scores for Crocodile Dundee, Dad and Dave: On Our Selection, Doing Time for Patsy Cline, TV shows Heroes and Heroes II, Muriel's Wedding, The Leaving of Liverpool, We of the Never Never and Rebel have at various times been released - see here.
