The Local Law imposes conditions of entry on all visitors to a trust area, including local, State and Commonwealth government employees. The Local Law is therefore inconsistent with those provisions of part 6 of the Aboriginal and Torres Strait Islander Communities (Justice, Land and Other Matters) Act 1984 which authorise certain categories of persons, including local, State and Commonwealth government employees, to enter the trust area without conditions.
