*315 HEALTH, MEDICAL RESEARCH—CORRESPONDENCE WITH THE FEDERAL MEMBER FOR HUME—Mr Veitch asked the Minister for Police and Emergency Services, Minister for the Hunter, and Vice-President of the Executive Council representing the Minister for Health, and Minister for Medical Research— (1) Has the Minister for Health and Minister for Medical Research's office received any correspondence, written or electronic, from the Federal Member for Hume, Alby Schultz since 26 March 2011? (2) If so, (a) What was the date of receipt for each item of correspondence? (b) When was the response sent for each item of correspondence? (c) Can copies of each item of correspondence and the response be provided?

Answer— (1) Yes. The Minister's Public Office email was included on the cc. line of an email sent by the Member for Hume. (2) (a) The email was received on 21 June 2011 (b) and (c) No response was sent.

*323 ROADS AND PORTS—NEWCASTLE PORT EXPANSION—Ms Faehrmann asked the Minister for Roads and Ports— (1) When will the Draft Strategic Development Plan for the Newcastle port be released? (2) What opportunities will there be for public submissions on the Draft Strategic Development Plan? (3) What infrastructure projects or improvements is the Government considering, to address the increased traffic that will result from the expansion of the Newcastle port? (4) What action will the Government be taking to minimise the following impacts on the residents of Newcastle: (a) Increased noise and vibration? (b) Particulate matter, specifically PM2.5? (c) Traffic? (d) Light pollution?

Answer—

I am advised: (1) The Newcastle Port Corporation (NPC) is currently working to finalise its Strategic Development Plan for the Port of Newcastle and it will be released in due course. (2) A draft of the Strategic Development Plan will be made available for public consultation, once it is finalised and approved. (3) and (4) Requirements to adequately mitigate the environmental impact of port developments and ensure the proposed developments are adequately serviced by infrastructure will be contained in the development consents issued by the Department of Planning.

Answer— I am advised as with previous NSW Governments, the Government undertakes feasibility studies, audits, taskforces and reviews to inform government decision making. A number of feasibility studies, audits, taskforces and reviews are currently being undertaken across the NSW Government.

This response includes the Department of Planning and Infrastructure (DP&I), the Sydney Harbour Foreshore Authority (SHFA), Hunter Development Corporation (HDC) and the Central Coast Regional Development Corporation (CCRDC). Studies, audits, taskforces and reviews undertaken by other organisations using grant funding from these government bodies have been excluded.The Audit Office of NSW is currently auditing the accounts of government agencies. As this is a standard administrative procedure that is not commissioned by DP&I it is not detailed in this return.Question 2(c) relates to the recruitment of external consultants⁄experts to conduct reviews. External consultants⁄contractors are appointed in accordance with the DP&I Procurement Policy. This Policy seeks to promote fair and effective competition and be appropriate to the size and nature of the goods or services sought. The procurement requirements of this Policy for different contract values are summarised in Table 1.Table 1: DP&I Procurement Policy – Value and Procurement Method Value (including GST) Procurement Method Up to $3,000 No quotation required if the price or rate is considered reasonable and consistent with normal market rates for items of a like nature. $3,000 up to $30,000 At least one written tender is required. Rates must be considered reasonable and consistent with normal market rates. $30,000 up to $250,000 A minimum of three written tenders must be obtained. *389 POLICE AND EMERGENCY SERVICES—KINGSCLIFF POLICE STATION UPGRADE—Mr Secord asked the Minister for Police and Emergency Services, Minister for the Hunter, and Vice- President of the Executive Council— (1) (a) What is the timetable for the upgrade of Kingscliff Police Station? (b) When will construction begin? (c) How many full-time police officers currently work there? (d) How many full-time police officers will work there when the upgrade is completed? (e) Between which hours each day is the Kingscliff police station currently staffed? (f) What is the total dollar value of the proposed upgrade? (g) Since 26 March 2011, how much has been spent on the proposed upgrade? (2) Since 26 March 2011, has the NSW Police Force entered into any discussions for the purchase of the Cudgen Road site? (3) (a) Will the upgrade of the Kingscliff Police Station occur on Marine Parade or are other sites still under consideration? (b) If there are other sites, what are their addresses? Answer— The NSW Police Force has advised me: (1) (a) and (b) The commencement of works on the Kingscliff police station upgrade awaits approval of the Development Application, which was lodged in May 2011. (c) Twelve General Duties officer positions are currently attached to Kingscliff station. (d) The number of police officers to work from the upgraded station has not yet been determined. (e) Kingscliff police station currently operates between 6am and 1.30am from Sunday to Thursday and between 8am and 4am on Friday and Saturday. (f) A budget of $15 million has been approved for the upgrade. (g) Between 1 April 2011 and 1 August 2011 spending on this project totalled $447,407. (2) No. (3) (a) The Development Application relates to the Marine Parade site. No other sites are under consideration. (b) N⁄A. (c) N⁄A.

*420 PLANNING AND INFRASTRUCTURE—DEVELOPMENT OF LEWISHAM TOWERS—Mr Shoebridge asked the Minister for Finance and Services, and Minister for the Illawarra representing the Minister for Planning and Infrastructure, and Minister Assisting the Premier on Infrastructure NSW— (1) (a) Is the mixed use development of Lewisham Towers, MP08 195, a development of state significance? (b) If so, on what grounds? (c) If not, why not? (2) Has any consideration been given to returning this development application to Marrickville Council? (3) When will the revised proposal for this development go on exhibition for public comment? (4) (a) Does this development adhere to state planning guidelines about density? (b) If not, how so? (5) What measures have been taken to consider the impact of the adjacent Summer Hill Allied Mills Site? Answer— (1) (a) I am advised that on 2 January 2009, the then Minister for Planning declared the mixed use proposal at 78-90 Old Canterbury Road, Lewisham as a Major Project under Part 3A. The project was declared as a residential, retail and commercial development with a Capital Investment Value of more than $50 million and was considered to have State or regional planning significance. This was the relevant criterion in force at the time. (b) I am further advised that it was considered an important project in terms of achieving State and regional planning objectives as a major urban renewal site with accessibility to transport and 590 Legislative Council Questions and Answers No. 38— Wednesday 7 September 2011

infrastructure, as well as the site's location near the boundary of two local government area boundaries. (c) N⁄A. (2) Under the transitional arrangements put in place with the repeal of Part 3A, the proposal will be finalised as a Part 3A project, due to its advanced stage in the assessment process. However, it should be noted that it will be referred to the independent Planning Assessment Commission for determination. (3) On 11 August 2011, the Preferred Project Report for the project was placed on the Department's website and referred to Marrickville and Ashfield Councils and relevant government agencies for comment. The Department will consider all additional comments received in its assessment of the proposal. (4) (a) The former Government's Metropolitan Plan for Sydney 2036 identifies that Sydney will need an additional 770,000 dwellings over the next 25 years, with a significant number being required in established areas of the city. The Metropolitan Plan also aimed to locate at least 80% of the new housing required within walking catchments of centres with access to public transport. The Lewisham site is located in walking distance to Lewisham and Summer Hill stations and in walking distance to the approved Lewisham West Light Rail Station. (b) N⁄A (5) I have requested that the Department consider all relevant environmental, social and economic issues associated with the merits of the proposal including the cumulative impacts of the proposal with the Allied Mills proposal in the context of existing and proposed developments and infrastructure capacities⁄upgrades in the locality. I have further requested that the views of both Ashfield and Marrickville Councils and the local community be carefully considered throughout the assessment and decision making processes for both proposals.
