WEIR ANNOUNCES CABINET CHANGES Manitoba's new cabinet re-organization, involving both the establishment of new departments and the re-assignment of a number of ministers, was announced Wednesday by Premier Walter Weir. The re-organization is part of a new management concept to give new thrust to government programs and to provide new techniques in priority planning and fiscal control. It will put Manitoba "in the forefront of government management", Mr. Weir declared. "We are programmed for progress". The re-structured cabinet will have a new minister -- Hon. J. Douglas Watt, deputy speaker of the Legislature and M.L.A. for the southwestern constituency of Arthur -- as Minister of Agriculture. This increases the cabinet to 13 members. Realigning Elections in Manitoba A conference paper prepared for the Manitoba Politics & Government into the 21st Century Conference, St. John’s College, University of Manitoba November 20-22, 2008 Christopher Adams, Ph.D. Updated October 21, 2008 [Christopher Adams is a Senior Research Director at Probe Research and an Adjunct Professor in Political Studies at the University of Winnipeg and at the I.H. Asper School of Business (University of Manitoba). He welcomes comments: [email protected] or [email protected]] Realigning Elections in Manitoba Introduction In his 1955 Journal of Politics article regarding the study of American presidential elections, V.O. Key described a specific type of electoral event which he titled a “critical election”.1 A critical election marks the fact that a “realignment, both sharp and durable” is occurring within the electorate.2 While such elections are located at a specific point in time, these events are also part of “a stream of connected antecedent and subsequent behavior.” To demonstrate this, Key revealed how shifts to the Democrats could already be discerned in 1928, four years prior to Franklin D. Roosevelt’s 1932 presidential victory and the beginning of a new political era which lasted until Eisenhower’s Republican Party victory in 1952. As such, identifying electoral realignments and critical elections is essentially an historical enterprise. It is only after watching a series of electoral outcomes that one is able to label with confidence the triggering event as a “critical” realigning election, and not simply a temporary shift in partisan support. The Manitoba New Democratic Party Through the Prisms of Leadership, Performance, Ideology, and Policy
The NDP: Manitoba’s Natural Governing Party? (Draft) September 2008 For a Conference: “Manitoba Politics and Government into the 21st Century” University of Manitoba Winnipeg November, 2008 Nelson Wiseman Dept. of Political Science University of Toronto 1 This paper peers at the Manitoba New Democratic Party through the prisms of leadership, performance, ideology, and policy. It traces the party’s development, membership, and changing bases of support. It probes the interplay of leader, party, and society, of biography and history. To understand the party, its ideas and leaders, requires an appreciation of Manitoba’s ever-evolving political sociology. The provincial NDP’s meteoric rise to power came exactly 50 years to the day after the Winnipeg General Strike ended. The party’s 1969 victory was remarkable because the NDP and its predecessor parties – the Independent Labor Party (1920-1936) and then the Co-operative Commonwealth Federation (CCF) – had never been more than third parties in the legislature. Within a few short years of the NDP’s creation, however, the party catapulted into government and moved from the periphery to the centre of provincial power and from the margins into the mainstream of provincial society. The party has held office in every decade since its initial election, in 26 of the last 40 years, winning seven of 11 elections. This raises the question: Has the NDP become Manitoba’s natural governing party? What accounts for the party’s success? Consciously constructed as a mass party, it is principle, philosophy, and the membership that ostensibly drive the NDP rather than opportunism, expedience, and leaders.

THE COLLECTIVE CENTER: SOCIAL DEMOCRACY AND RED TORY POLITICS IN MANITOBA Jared J. Wesley [email protected] PhD Candidate Department of Political Science University of Calgary For Presentation at: The Annual Meeting of the Canadian Political Science Association York University Toronto, Ontario June 2, 2006 Abstract While often depicted on opposite sides of the political spectrum, red tories and social democrats share a number of common political attitudes. Whether in terms of their support for the modern welfare state, their progressive view of social communities, or their belief in a positive role for the state in society, in many ways red tories and social democrats have more in common with each other than with other political groups, like liberals or neo-conservatives. These overlapping, collectivist values create opportunities for political parties to bridge the gap between left and right on the political spectrum and to build large – if fragile – electoral coalitions in the political center. This paper examines how two political parties – the provincial New Democrats and Progressive Conservatives in Manitoba – have been striking such alliances for over half a century, creating a competitive, two-way competition for power. As an ideational analysis, it draws upon an examination of party platforms from the 2003 Manitoba election, lending empirical evidence to the claim that – in Manitoba, at least – the party that is able to capture the “collectivist center” is able to secure power in the provincial legislature. Series Yl-296 concern the federal scene, series Y297-387 the 10 provincial scenes. Within the first major division, series Yl-40 contain data on executive and legislative posts and occupants; series Y41-210 on elections and parliamentary sessions; series Y211-263 on employees and representation abroad; and series Y264-296 on disallowance of provincial acts, reservation of provincial bills and on federal Royal Commissions. Within the second division, series Y297-801 present provincial data on Lieutenant-Governors and premiers; series Y302-387 the results of provincial elections. The statistics of this section are obtained in a way that places them in two major categories: those for which there are official records, such as the data for the monarchy, for the Governor General and provincial Lieutenant-Governors, for parliamentary terms and for elections; and those for which only unofficial records exist, including all those involving election results by political parties, and political affiliation of ministers, electoral candidates and elected members of legislatures. This distinction arises from the nature of governmental and electoral processes. Official data become available in several ways. First, official acts of the Government of Canada are published in the Canada Gazette, an official publication existing specifically for this purpose, and official acts of provinces are published in similar provincial publications. Thus notices of accession of Monarchs, of appointments of Governors General and Lieutenant-Governors, of establishment of portfolios or like posts and of the appointment of occupants, of the establishment of Royal Commissions and of the appointment of the commissioners, and of proclamation of elections and dissolution of parliament are published officially.
