WEIR ANNOUNCES CABINET CHANGES Manitoba's new cabinet re-organization, involving both the establishment of new departments and the re-assignment of a number of ministers, was announced Wednesday by Premier Walter Weir. The re-organization is part of a new management concept to give new thrust to government programs and to provide new techniques in priority planning and fiscal control. It will put Manitoba "in the forefront of government management", Mr. Weir declared. "We are programmed for progress". The re-structured cabinet will have a new minister -- Hon. J. Douglas Watt, deputy speaker of the Legislature and M.L.A. for the southwestern constituency of Arthur -- as Minister of Agriculture. This increases the cabinet to 13 members.
