    Selecting Selinger: The 2009 Leadership Race and the Future of NDP Conventions in Manitoba∗ Jared J. Wesley, University of Manitoba [email protected] Paper for Presentation at The Annual Meeting of the Canadian Political Science Association Concordia University, Montreal June 2010 Abstract In a delegated convention held in October, 2009, the Manitoba New Democratic Party (NDP) selected former Finance Minister Greg Selinger to replace Canada's longest-serving and most popular premier, Gary Doer. Official appeals filed by the victor’s chief rival, Steve Ashton, and persistent criticism of the process in the media raised significant concerns over the method by which the new premier was selected. These complaints proved a fleeting fixation of the media, and have not harmed the NDP’s popularity or affected the smooth transition of the premiership from Doer to Selinger. Yet, questions persist as to whether the 2009 leadership race marked the last delegated convention in the history of the Manitoba New Democratic Party. This paper examines the 2009 leadership race in the context of contests past, analyzing the list of criticisms directed at the process. Grounding its findings in the comments of delegates to the 2009 Convention, it concludes with a series of probable choices for the party, as it begins the process of considering reforms to its leadership selection process.     Blitz For Blood Held In City By Joyce Henderson As a national project, the Association of Kinsmen Clubs across Canada offered assistance to the Red Cross and other blood bank services, by carrying out a Blood Drive Program from February 19th to 28th, 1973. The local Kinsmen Club (chartered on April 7, 1946), had previously assisted the Red Cross in their annual Blood Drives in Flin Flon. This year (1973), the Kinsmen decided to make the needs and values of the Flin Flon Blood Donor Service better known to the public. They also wished to convince at least 200 more people to add their names to the 400 donors listed. The Blood Donor Service consisted of citizens whose concern was the well-being of others. Considering that there were eight major blood types, and that donor could give blood only once every ninety days, it was necessary to have a list of a few hundred names. In the event of an emergency, ten or more units of blood might be used in a twenty-four hour period, the 400 donors could not continue without more participation from the community. In 1973, there were 400 donors on the list who had donated blood over 25 times, and a large number of them over forty times. Of the 400 donors, 380 were men and two-thirds were employed `by HBMS. Over the thirty-one years volunteers of the Flin Flon Blood Donors Service had given 14,650 units of blood, an average of 470 pints a year. He welcomes comments: [email protected] or [email protected]] Realigning Elections in Manitoba Introduction In his 1955 Journal of Politics article regarding the study of American presidential elections, V.O. Key described a specific type of electoral event which he titled a “critical election”.1 A critical election marks the fact that a “realignment, both sharp and durable” is occurring within the electorate.2 While such elections are located at a specific point in time, these events are also part of “a stream of connected antecedent and subsequent behavior.” To demonstrate this, Key revealed how shifts to the Democrats could already be discerned in 1928, four years prior to Franklin D. Roosevelt’s 1932 presidential victory and the beginning of a new political era which lasted until Eisenhower’s Republican Party victory in 1952. As such, identifying electoral realignments and critical elections is essentially an historical enterprise. It is only after watching a series of electoral outcomes that one is able to label with confidence the triggering event as a “critical” realigning election, and not simply a temporary shift in partisan support. When the three trees have been planted, an Otter water bomber of the Manitoba Government Air Services fleet, carrying water from the Red River and its tributaries will fly over the floodway channel and dump its load to symbolize the diversion role of the Floodway. 11:25 - 11:45 The official party and guests will walk to the Inlet' Control Structure. 11:45 a.m. Premier Weir and Mr. Greene will raise the flood- control gates and inspect the Inlet Control facility. 12:15 p.m. The official party and guests will board the Paddlewheel Princess for luncheon during a cruise on the Red River. 3:00 p.m. The Paddlewheel Princess will return to the Inlet Control Structure.
