At the outset, the Vice-Chancellor, Chairman of the Standing Academic

Board extended his welcome to the members. Thereafter, the Registrar (FAC) presented the Agenda items for discussion.

AGENDA NO: 1

RECOMMENDATIONS OF THE SPECIAL MEETING OF THE BOARD OF STUDIES IN DENTISTRY FOR POST GRADUATE COURSES HELD ON 19.07.2011 RESOLVED TO APPROVE the recommendations of the Board of Studies in Dentistry for Post Graduate Courses pertaining to the Regulations and Syllabus for starting the Post Graduate Diploma Courses in Dentistry.

Resolved to record the acceptance for starting the following three paramedical courses approved by Dental Council of .

Dental Hygienist Dental Mechanics Dental Operating Room Assistant.

Dr. Nasser, Principal, T.N. Govt. Dental College informed that, already the Diploma in Dental Hygienist and Diploma in Dental Mechanics Courses are being conducted by the D.M.E. through the King Institute from the year 2010. The Examinations will be conducted by the D.M.E., Chennai and certificates will also be issued by the D.M.E. He further informed that, the Diploma in Dental Chair-side Operating Room Assistant course is not being conducted by the D.M.E. After hearing the views of Dr. Nasser, it was decided to constitute a committee consisting of representatives from the University, D.M.E. and Dental faculty to frame the guidelines for conducting the above mentioned three

THE RECOMMENDATIONS OF THE SPECIAL MEETING OF THE BOARD OF STUDIES IN B.D.S. DEGREE COURSE HELD ON 06.09.2011 .

RESOLVED TO APPROVE the recommendations of the Board of studies in B.D.S. Degree course passed in its meeting held on 06-09-2011 regarding implementation of the DCI New Reguations (2011) from the academic year 2011-12 onwards. Dr. Pragna B. Dolia, Director – Biochemistry, Madras Medical College, Chennai has opined that Clinical Biochemistry may be deleted from the B.D.S. Curriculum. Dr. Nasser, Principal, T.N. Govt. Dental College replied that the issue will be discussed in the College council meeting and communicated to the University. The Chairman- Standing Academic Board said that, views of the members may be given in writing which can be sent to the Dental Council of India after perusal by the University.

RESOLVED TO CONTINUE the conduct of Post Graduate Degree Course in M.Sc (Bio-Statistics) from the Academic Year 2012-2013 onwards. Christian Medical College, Vellore will be permitted to conduct the course from 2012-13 onwards.

AGENDA NO. 9 SCHEME OF EXAMINATION FOR MSC.,(MEDICAL PHYSICS) TO BE FOLLOWED AND THE POSTINGS IN THE RESIDENT TRAINING FOR IMPLEMENTATION. RESOLVED TO APPROVE the scheme of Examination for the Second Year and Resident Training for the Third Year for M.Sc (Medical Physics). ..11..

:11: AGENDA NO: 10 TO DECIDE ON 10+2 FROM NATIONAL OPEN SCHOOL QUALIFICATION AND PRE-UNIVERSITY EXAMINATIONS (NEW SCHEME) OF ANDHRA UNIVERSITY ARE NOT ELIGIBLE FOR ADMISSION TO B.PHARM COURSE AS PER THE PHARMACY COUNCIL OF INDIA'S DECISION.

RESOLVED THAT THE STUDENTS WHO HAVE PASSED 10+2 FROM National Open School are not eligible for admission to B.Pharmacy Degree course conducted by this University. Resolved that the candidates those who have passed D.Pharmacy Course from Andhra University are not eligible to join in the II year B.Pharmacy Degree Course (Lateral Entry) conducted by this University.

AGENDA NO:11 THE WRIT PETITIONS FILED BY THE CANDIDATES BEFORE THE HON'BLE HIGH COURT, MADRAS AND MADURAI BENCH OF , CHALLENGING THE REGULATIONS REGARDING DISCHARGE OF THE CANDIDATES WHO HAVE CROSSED DOUBLE THE DURATION OF THE RESPECTIVE COURSE OF STUDY. All the Members felt that “the subjects and the courses offered by this

University through affiliated Institutions / Departments of the University deal with human life. If the candidates either in I year, II year or III year who have crossed double the duration of the respective courses are allowed for practice, will cause damage to human life. Due to the gap in the study period these students will not remember the subjects & will be a threat to the society. Hence permitting the candidates who have crossed double the duration of the course to continue the studies should not be entertained. Human life should not be

compromised on any account.”

The Members of the Board have unanimously resolved to discharge all

the Undergraduate, Post Graduate and Super Speciality candidates who have

not completed the course within double the duration of the respective courses

of study in Medicine, Dental, Indian Medicine and Homoeopathy and Allied

Health Science Courses.

Further, it was resolved that the names of the candidates in the records

of the Examination Wing should be removed and intimation letters should be

sent to all the candidates concerned.

THE RESTORATION OF THE EXISTING NOMENCLATURE FOR INDIAN MEDICINE AND HOMOEOPATHY DEGREE COURSES CONDUCTED BY THIS UNIVERSITY AS PRESCRIBED BY THE CENTRAL COUNCIL OF INDIAN MEDICINE AND CENTRAL COUNCIL OF HOMOEOPATHY, NEW DELHI.

THE RECOMMENDATIONS OF THE EXPERT COMMITTEE PASSED AT ITS MEETING HELD AT 11.00 A.M. ON 16-09-2011 IN CONNECTION WITH BRIDGE COURSE FOR PHYSIOTHERAPISTS – B.P.T. GRADUATES WHO ARE IN GOVERNMENT SERVICE.

RESOLVED TO CONDUCT BRIDGE COURSE for a period of six months as In-service training to Physiotherapists who are in Government Service. They will be permitted to appear for the M.P.T. Examination in respective Electives. This will enable the starting of M.P.T. Course in Government Institutions. ..13… :13:

PROPOSAL SENT BY VARIOUS INSTITUTIONS TO RECONSIDER THE DURATION OF FELLOWSHIP PROGRAMME TO 2 YEARS (EARLIER 1 YEAR) FROM THE ACADEMIC YEAR 2012-13 ONWARDS.

RESOLVED THAT THE DURATION OF FELLOWSHIP PROGRAMMES for the candidates with D.M. /M.Ch. qualification can be one year and the candidates with the qualification of M.D., M.S. and D.N.B. will undergo training for two years.

Further it was resolved that, the candidates who obtain Fellowship Programmes after M.D., M.S. & D.N.B. cannot claim to be equal with D.M. /M.Ch. qualified faculties and compete for teaching faculty positions in Medical Colleges.

¾ The letter received from Dr. George Mathew, Principal, Christian Medical

College, Vellore was taken up for discussion and it was resolved to

approve the request that M.D. Anaesthesiology Post Graduates be given

a compulsory rotation in the Intensive Care Unit and Emergency

Medicine instead of General Medicine.

¾ It was decided that all the Post Graduate Diploma, Degree and Super

Speciality students performance report should be submitted to the

University at the end of every academic year by the Institutions in the

prescribed format which is annexed. This will come into effect from the

academic year 2011-12 onwards. The Deans of all Medical Colleges to

instruct all Departments under their control to maintain the performance

report for all Post Graduates.

¾ Dr. Thillaivallal expressed that there should be uniform syllabus for

I year Diploma courses and uniform syllabus for I year Degree courses.

The Vice-Chancellor directed Dr. Sathya Subramani to coordinate with

Dr. Thillaivallal in framing a common syllabus for all the subjects Anatomy, Physiology and Biochemistry within a month’s time to complete

the entire exercise.
