TOAST at it again

The Town of Aurora Staff Together Committee, better known as TOAST, will hold a silent auction and bake sale next month. This event is usually a huge success. It will be held Saturday, Nov. 17 from 10 a.m. to 3 p.m. at the New Recreation Complex, 1400 Wellington Street East, in the main lobby. All proceeds will be donated to the York Region Children's Aid Society "Holiday Gift Program". Anyone wishing to make a donation should call 905-726-4740. Meanwhile, this weekend

This Friday and Saturday, Oct. 19 and 20, Aurora United Church will hold its annual Fall Rummage sale. There’s plenty there to see and buy, including gently used clothing for the winter, household articles, books, and a selection of Hallowe’en costumes. All proceeds go directly back into the community as outreach to Women and Men shelters as well as the Welcoming Arms Program. On Friday, the event runs from 1 p.m. to 8 p.m. and on Saturday, the sale is on from 9 a.m. to noon. Aurora Council is a paradox. As individuals they are all hard-working citizens who are interested in serving the best interests of the town and its residents, but when they get together as a council, they are dysfunctional. Much of the problem goes back to the traditional off-site retreat when newly-elected councils went away for a weekend to be briefed on current issues by senior staff and to get to know the senior staff and each other. That event no longer exists. During the social periods they discussed issues informally and by setting a vision for themselves for the coming term, they developed a team spirit and the ability to work together. The tradition was broken during the last term of council when the retreat was held but was boycotted by Councillors Phyllis Morris, Nigel Kean and Wendy Gaertner. This term, with five brand new members of council, there was no mention of an off-site retreat even though such an event has been authorized by the Municipal Act providing it is held within the region or an adjacent municipality. Mayor Morris attended the regional retreat in Niagara-on-the-Lake which had been arranged prior to the amendment to the Municipal Act and according to Ministry officials was permissible for that occasion. Also in the earlier days when council met on Monday nights which was the parade night of the Queen's York Rangers, members of council, staff and the media adjourned to the Armories for a social hour as the meet- ings were usually over in about two hours. When the meetings were switched to Tuesday nights the social hour took place in the late Councillor Herb McKenzie's recreation room or around his swimming pool. Today with council meetings longer than four hours on average, sometimes close to five, there is no time for a social hour even if there was a willingness to have one. There isn't and a team spirit is sadly lacking. As members of council are elected as independents, it is to be expected they will have strong opinions and will debate their point of view vigorously but the procedural bylaw is often ignored.
