C. EMERGENCY INCIDENTS ™ Landslides occurred at Bakakeng, Camp 7, Magsaysay, Bukawkan, City; and in Brgy Puguis of La Trinidad Benguet ™ Dike in Brgy. Sta. Maria East, San Nicolas is in danger of totally eroding due to huge volumes of water flowing in the Calabasian River, which would result to massive flooding that would reach as far as Tayug. At-risk communities have been evacuated (3 families / 14 persons in 3 barangays)

1. HOUSES ™ Six (6) houses were affected by landslide at Brgy , La Trinidad in Benguet: 1 totally damaged, 1 partially damaged and 4 houses are threatened by mudslide. ™ – 924 houses were affected by flooding in City (126) and the municipalities of Banna (45), Bangui (93), (94), Pagudpud (141), Sarrat (191), (205), and Marcos (29)

G. TELECOMMUNICATIONS/POWER STATUS

Region I ™ Power failure is being experienced in Luna and Sto. Tomas, La Union and in some areas in Ilocos Norte due to damaged cable wires and fallen trees ™ As of 7 PM, 03 October, power interruption was reported in the municipalities of Sta. Catalina, Sto. Domingo, , San Juan, and Region II ™ Telecommunications through various service providers (PLDT, Smart, Globe) in Cagayan Province is intermittent ™ Power outage in and northern portion of Cagayan Province CAR ™ Power blackout in the Western part of Mt. Province; province-wide in Apayao, Kalinga, Abra, and Ifugao.

H. STATUS OF ROADS/BRIDGES

™ Based on DPWH’s assessment and reports from concerned OCDRCs, 29 road sections and bridges have been rendered unpassable/hardly passable due to fallen trees and electric posts, landslides, washed-out embankment, flooding and swollen rivers.

4 Dam/Water Systems/Flood Monitoring

Region I ™ OCDRC III is coordinating with the Management of Angat and Pantabangan Dams on the possible release of water. Standing arrangement is to give all concerned, lead time to issue warning and evacuation order to communities that will likely be affected by floods. ™ – flooding in 57 barangays in Magsingal (3), (1), San Juan (3), (4), (1), (1), and Sinait (44) ™ Pangasinan – flooding in four barangays in Tayug, one in San Manuel, two in Rosales; and, several parts of City

III. ACTIONS TAKEN

A. Early Warning and Monitoring ™ NDCC continuously disseminated weather, gale and flood advisories to regions concerned through SMS and facsimile for further dissemination to their respective local disaster coordinating councils. ™ NDCC issued NDCC Memorandum No. 19 dated 30 September 2009 to Chairpersons, MMDCC, RDCCs, LDCCs; Regional Directors, OCDRCs and Deputized Coordinators on the reiteration of the “Zero Casualty” Policy during Calamities

B. Preparedness & Response

NDCC ™ National Defense Secretary and Chairman, NDCC Hon. Gilberto C. Teodoro, Jr. and party proceeded to OCD R-II to meet with the Chairman, RDCC-II and OCD-RD-II and assess the effects of TS “PEPENG” in the area.

NCR ™ City Mayor Fernando ordered the evacuation of residents living along low lying areas and the riverbanks for their safety in case volume of water rise along the

5 ™ City Mayor Oreta deployed 6x6 truck with Philippine Army personnel and rescue team on standby/alert ™ Caloocan City Mayor Echiveri set up a tactical operation-center of 24/7 hours and conducted comprehensive risk assessment of residential structures ™ In , DSWD has established a National Resource Operation center as drop off point of relief goods ™ The PNP Capital Regional Command, AFP on alert and ready for dispatch to conduct rescue, evacuation and maintain peace and order

Region I ™ 50th IB, Navy, PNP RMG, PCG, NTC R1 and NFNL on standby for emergency response ™ Released 200 sacks for each PDCC and Cong. Ablan (1st Dist., Ilocos Norte) ™ DSWD R1 delivered 1,000 family food packs and 525 packs of used clothing to PSWDO Ilocos Norte ™ DPWH conducting clearing operations in Brgy Banaoang, Santa, Ilocos Sur
