Overview of the Macao Special Administrative
OVERVIEW OF THE MACAO SPECIAL ADMINISTRATIVE REGION IN 2018 2018 was a critical year for continuing progress with implementing China’s 13th Five Year Plan, and marked an important interim stage of the implementation of Macao’s first Five-Year Development Plan. The Government fully supported the strategic development of the Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area), implemented the Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation in the Development of the Greater Bay Area, leveraged Macao’s advantages to serve our country’s needs, and achieved organic integration of Macao’s five-year development plan with local governance and development of the Greater Bay Area, to participate in national development. During the year, the Chief Executive attended the first plenary meeting of the leading group for development of the Guangdong-Hong Kong-Macao Greater Bay Area. The Government established the Working Committee for the Development of Guangdong-Hong Kong-Macao Greater Bay Area, to coordinate Macao’s engagement in the short-, medium- and long-term overall design of the Greater Bay Area and related deployments. The Chief Executive visited nine cities of the Greater Bay Area in phases, leveraged Macao’s advantages to proactively establish connections, and cooperated with sister cities of the Greater Bay Area, to promote Macao’s adequate economic diversification. Macao followed the principle of making progress while ensuring stability. In 2018, the Government commenced formulating the Ten-year Plan for Disaster Prevention and Mitigation (2019-2028), developed short-, medium- and long- term plans to cope with typhoon and safety issues, and proceeded with the legislation process for the Civil Protection Fundamental Law, to enhance the crisis management capability to build a safer city. -

ANALYSIS The International Legal Personality of Macau Introduction The question of international legal status/personality1 is increasingly difficult to answer with a degree of precision since the relevance of traditional criteria and symbols of statehood is diminishing in a global environment characterised by the proliferation of not-readily-definable entities which clamour for recog nition as autonomous political units.2 The requirements of 'a permanent population; a defined territory; govern ment; and capacity to enter into relations with other States'3 — which are accepted by international lawyers as 'customary international law' — by no means represent sufficient4 or even necessary3 qualifications of statehood. Clearly, the less legalistic symbols of statehood, such as kings/presidents, armies, central banks, currency, or passports, offer no reliable yardsticks.6 Nor for that matter is membership in the United Nations particularly instructive in respect of the key distinguishing attributes of statehood. Current members include Carribbean pinpoints such as Saint Christopher and Nevis or Saint Lucia, as well as other microentities like Vanuatu in the Pacific or San Marino in Europe — but not Taiwan.7 Neither is the UN practice with regards to admission — including the implementation of stipulated8 requirements 'International legal personality' is broadly defined in terms of the capacity to exercise international rights and duties. At its 1476th and 1477th meetings, held on 4 April 1997, the Human Rights Committee considered the third periodic report of Portugal relating to Macau (CCPR/C/70/Add.9) and adopted 1 the following observations: A. Introduction 2. The Committee welcomes the presence of a highlevel delegation, which included several officials of the Macau government. It expresses its appreciation to the representatives of the State party for the high quality of the report, abundance of additional information and detailed and frank answers provided in response to the oral and written questions posed and comments made by the Committee during its consideration of the report. The Committee notes with satisfaction that such information enabled it to engage in a highly constructive dialogue with the State party. B. Factors relating to reporting obligations under the Covenant 3. The Committee notes that given the late extension of the Covenant to Macau, the Sino-Portuguese Joint Declaration and Exchange of Memoranda of 13 April 1987 does not refer to it and merely states that the laws currently in force in Macau will remain basically unchanged and that all rights and freedoms of the inhabitants and other persons in Macau, including the rights GE.9716386 (E) CCPR/C/79/Add.77 page 2 of the person, freedoms of speech, of the press, of assembly, of association, of travel and movement, to strike, of choice of occupation, to undertake academic research, of religion and belief and of communication and the right t o own property will be ensured by law in the Macau Special Administrative Region. -
2019 International Religious Freedom Report
CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom. -

Country Advice China China – CHN38641 – Uyghur – Uighur – Detention documents – Tianjin detention centres 9 May 2011 1. Please provide an analysis of the situation in China for Uighurs now and in the reasonably foreseeable future. According to the last US Department of State report on human rights practices in China of April 2011 the Chinese government continued its severe cultural and religious repression of ethnic minorities in Xinjiang Uyghur Autonomous Region (XUAR).1 It found that based on official Chinese media reports, 197 persons had died and 1,700 were injured during the July 2009 rioting in Urumqi – capital city of Xinjiang. In November 2009 eight ethnic Uyghurs and one ethnic Han were reported to have been executed without due process for crimes committed during the riots. By the end of 2010, 26 persons were reported to have been sentenced to death; nine others had received suspended death sentences. Of these, three were reportedly ethnic Hans and the rest were Uyghurs. In April 2010 a Uyghur woman became the second woman sentenced to death for involvement in the violence. In December 2010 a Uyghur journalist Memetjan Abdulla was sentenced to life in prison for transmitting information about the riots because he translated an article from a Chinese-language website and posted it on a Uyghur-language website. China Daily reported that, according to the president of the XUAR Supreme People's Court, courts in the XUAR had tried 376 individuals in 2010 for "crimes against national security" and their involvement in the July 2009 -

The discussion begins with the outline of the history of the Macanese bilingualism. The author then examines the crucial distinction between the language in the law and the law in the language. By analogy to European Community and other bilingual legal systems, this article identies the characteristic of Macanese mulitlingualism. This article concludes with suggestions about a new approach and the role of universities in resolving the matter. I. INTRODUCTION My experience as a comparatist in Macau reminds me of the “accommodation method” rooted in the Jesuit missionary activity, an activity aimed at diffusing Christianity all over the world and addressing complex religious and cultural challenges. Matteo Ricci used to adapt himself (“accomodare” 1 ) to the Chinese context, dressing as a Confucian monk, learning Chinese language and philosophy and overall finding similarities and harmonies in classical Chinese texts with Christian teachings. -

The Culture of Remembrance of World War II and the Holocaust in Unified Germany Christoph Thonfeld* Abstract Since the 1990s, Germany has dealt with the difficult integration of collective and individual memories from East and West Germany. Alongside the publicly more prominent remembrances of perpetration has occurred an upsurge in the memories of German suffering. At the same time, Europe has increasingly become a point of reference for national cultures of remembrance. These developments have been influenced by post-national factors such as Europeanisation and transnationalisation along with the emergence of a more multicultural society. However, there have also been strong trends toward renationalisation and normalisation. The last twenty years have witnessed a type of interaction with the ‘other’ as constructively recognised; while at the same time it is also excluded by renationalising trends. Researchers have described the combination of the latter two trends as the cosmopolitanisation of memory. This article adopts the diachronic perspective to assess the preliminary results since 1990 of the actual working of this cosmopolitanisation process within the culture of remembrance of World War II and its aftermath in Germany.
