Telehealth, e-education, media and sustainability are also the key reasons why Australia needs Next Generation Networks (NGNs). IP is at the core of NGNs as it facilitates affordable multi service business models and seamlessly integrates voice, data and video. A proper inventory of national infrastructure assets is required if we want to establish an efficient and economic viable national broadband structure for these services. In this report we explore the next generation infrastructure of the future including Fibre (FttH), IP, VPLS and wireless NGN. By the mid-2000s NGNs had become an integral part of the corporate networks and by 2008 the majority of corporates had fully-deployed NGNs in place. The NGN market is set to grow significantly moving into 2009 as it cannibalises other telecoms revenues. This is fuelled by Telstra's ambitious five year NGN plan to overhaul the public network. The report explores and analyses the developments around this massive project. This will set Telstra up for the next 20 years, which is an excellent position to be in when facing the new Internet media future.     Submission to the Senate Select Committee on the NBN A Critique of Telstra’s Regulatory Model for Broadband Networks Since 2005 September 2008 1 Introduction The CCC welcomes the opportunity to contribute to the Senate Select Committee inquiry into the national broadband network. The CCC represents the interests of non-dominant telecommunications carriers in Australia. It has been an active participant in policy discussions in Australia since it was formed as a loose alliance in 2001, and especially since it was incorporated in 2004. Many of the participants in the Terria consortium are members of the CCC. Some are involved in various ways with other bids being prepared in response to the Government’s request for proposals for a national broadband network. However, the CCC is not an advocate for any single bid. Rather, the CCC supports any bid that incorporates structurally separated and pro-competition governance and ownership arrangements that are consistent with the long-held positions of the CCC. To the extent that the reported positions of the Terria bid and the Acacia Australia bid conform to these principles, they are supported by the CCC. The reports of the conditions under which Telstra has said it will or will not proceed to build a new access network, on the other hand, clearly fall well short of the minimum standards for regulation that the CCC regards as necessary. This submission details broadly the reasons why the Telstra bid is deemed unacceptable by the CCC. The CCC would welcome the opportunity to present further material or to appear before the committee at its public hearings if the committee believes the CCC can make a useful contribution to its deliberations.

    Media Release 26 November 2008 Optus launches NBN bid backed by TERRiA Optus and TERRiA today announced that a National Broadband Network bid by Optus Networks Investments (ONI), and backed by TERRiA, had been lodged with the Commonwealth Government. Mr Paul O’Sullivan, Optus Chief Executive said, “The Government’s process to build a high speed broadband network serving 98 per cent of premises is enormously important to Australia’s social and economic future. “It is a bold and innovative policy framework - which uses the power of competition to extract the best possible proposal from the private sector that will deliver the best outcomes for customers. While that is evidently deeply disturbing to the incumbent monopolist, Optus and the TERRiA consortium are delighted to rise to the challenge.” “As others have blustered and complained, we have been working together quietly for many months to develop a bid which delivers on the Government’s policy objectives. Our bid gives full effect to the principles which have been consistently articulated by TERRiA. We are proposing a structurally separated, open access network with prices regulated by the ACCC and offering full equivalence to all access seekers,” Mr O’Sullivan said. Mr Michael Egan, TERRiA Chairman said, “The TERRiA board resolved that Optus (ONI) would lodge the NBN bid since that is in the best interests of TERRiA and the achievement of the TERRiA principles developed by all members over the past 12 months. “TERRiA has agreed to ONI submitting the NBN bid – while maintaining the TERRiA principles – with genuine open and equitable access to all access seekers, a strong ACCC mandate and structural separation of the National Broadband Network,” Mr Egan said.

More than 12 million Australians users have been connected to the Internet since the first 56kbps satellite circuit was created, according to the International Telecommunications Union. Internet access was available in 1989 initially to universities via the Australian Academic Research Network (AARNet) and was later offered by commercial Internet Service Providers during the early 1990s. The first connection saw Elz from the University of Melbourne and Neilsen from the University of Hawaii link AARNet to the Advanced Research Projects Agency Network (ARPANet) over a 2400 baud satellite link. Asia-Pacific Network Information Centre (APNIC) chief scientist Geoff Huston said the Internet pioneers predicted the shift in networking philosophy to a focus on fast, simple networks where applications deal with complexity. "Our conversation has gone beyond protocols and networks and now we talk about Twitter, about social networking, about Google, about hand held devices and similar, and we can have this conversation only because we were right about Internet Protocol," Huston said. Internode is a long-standing supporter of the NBN and the concepts and values behind it. We are particularly supportive of the TERRiA principles of genuine open and equitable access to all access seekers, a strong ACCC mandate and structural separation of the National Broadband Network. Internode has built and operates several licensed spectrum WiMax wireless networks and are quite intimately aware of the advantages and limitations of wireless technology so naturally we are very supportive of a Fibre to the Premises Network. We have also invested well over twenty million dollars in building DSLAMs so that we can provide price and performance competitive ADSL services in over 170 exchange sites that can address over 50% of the Australian population. Indeed in South Australia, Tasmania and the ACT our coverage is much closer to 90%. This network has as a key characteristic: an essentially fixed cost of operation regardless of the number of active users. Certainly there is the key variable cost of renting Telstra's copper to reach our subscriber's premise but that is low and fixed per subscriber. We now face a period where the NBN is to be built, where for the next ten years we will have to operate most of our existing ADSL network side by side while using the NBN.
