WRI undertakes studies in the context of re-arranging the concept of governance so that it becomes more sensitive to gender relations that are still unequal, individually as well as in the family and community setting. WRI also finds the importance of the representation of the voice and interests of women in the structure, culture and policies issued as a political, social and cultural product. Yet, this valuable information on current situation of gender relation in Indonesia is still limited to find, especially information written in English language. It is for this reason, WRI publish a book entitle “Decentralization as a Narrative of Opportunity for Women in Indonesia”. The publication of this book would be impossible without the support from number of people VII and institutions. Some, however, deserve special mention. Jakarta, medio of July 2007 Women Research Institute VIII The Two Faces of Decentralization:... 1 The Two Faces of Decentralization: Marginalizing but Providing Space for Women in Local Politics Women Research Institute Introduction n 2005, Women Research Institute (WRI) conducted a research on I“the Impact of Regional Autonomy on Women Political Participation in Decision Making at the Local Level”. The research was conducted in two phases. In the first phase, WRI analyzed local regulations in nine districts/cities by using feminist research methodology. It was an initial step to see how women’s public space and political roles are being perceived, represented and regulated within the context of regional autonomy. The nine districts/cities were spread in seven provinces, namely West Java (Sukabumi and Tasikmalaya), West Sumatra (Solok), West Nusa Tenggara (Mataram), Nanggroe Aceh Darussalam (Banda Aceh), Bali (Gianyar), East Nusa Tenggara (Kupang), and East Kalimantan (Samarinda, West Kutai). The diverse character of the selected districts/ cities allows WRI to look at the general trend of women participation in regional autonomy across the multicultural landscape of the contemporary 2 Decentralization as a Narrative of Opportunity for Women in Indonesia Indonesian society. In the second phase, WRI evaluated the impact of local regulations on the society through in-depth interviews in five out the nine districts/ cities, namely Solok, Mataram, Banda Aceh, Gianyar and Kupang. Due to lack of qualified and committed researchers, WRI was forced to drop Sukabumi, Tasikmalaya, Samarinda and West Kutai. WRI then, based on similar criteria applied in the first research phase, selected the district of Kebumen (Central Java), the city of Manado (North Sulawesi), and the city of Pontianak (West Kalimantan) as replacement. The results of the first and second phase of WRI’s research reveal the two faces of decentralization concerning the plight of women in local governance. Finding of the First Phase WRI’s selection of the nine districts/cities is based on three considerations. First, the selected districts/cities should include locations in Java and non-Java to capture uneven economic development and social and cultural differences across regions. Second, the selected districts/cities should include both regions that are revitalising Islamic values such as West Java (Sukabumi and Tasikmalaya), West Sumatra (Solok), West Nusa Tenggara (Mataram) and Nanggroe Aceh Darussalam, and non-Muslim regions such as Bali (Gianyar) and East Nusa Tenggara (Kupang). Third, conflict regions such as Nanggroe Aceh Darussalam (Banda Aceh) and Kalimantan (Samarinda and West Kutai) should also be represented in the selected districts/cities. The goal of the textual reading of local regulations was twofold in character. First, WRI wanted to reveal how the regional governments regulated women’s involvement in local decision making. Second, WRI would like to investigate how women were represented in local regulations. Findings of the first phase research represents one face of decentralization that marginalizes women. The Two Faces of Decentralization:... 3 No Laws Stipulating Women Participation in Local Decision Making Although regions such as Nanggroe Aceh Darussalam (NAD) and Gianyar have acknowledged the problem of gender inequality and discrimination, and responded with a formulation of policies to act upon, no specific laws have been made to stipulate women’s participation in local decision making. The percentage of women in legislative body in the nine districts/ cities ranges from 0 – 12 percent, a far cry from the 30 percent requirement set by the Election Law 1999. Due to the non-existence of laws that stipulate women participation in local politics, certain interpretation of Islam could easily be used to limit women’s access to participate in local decision making. Although the text of regional regulation (Perda) is gender-neutral, the cultural context of its application could be used to hinder women’s participation. In Tasikmalaya for example, five women were appointed to become heads of sub-district (Camat). But some members of the Local House of Representative (DPRD) challenged the appointments by arguing that Islam prefered male to female leaders, prompting women activists and women politicians in the DPRD to counter the objection. The case illustrates that gender-neutral regulations open opportunity for gender-based discrimination action, and that an explicit regulation stipulating women’s participation in local decision making is a must. Local Regulations Marginalize Women New local policies concerning women that are issued under regional autonomy have focused on providing training, supporting equipments, for women to conduct household activities such as cooking, sewing, and other domestic activities. Crucial issues in motherhood and household such as reproductive health and domestic violence are left untouched. For example, although women have been active in local economy, the present local regulations fail to acknowledge their activity and provide proper access to capital, market, and skill. a. Denying the Role of Women in Public Space Women’s roles in public sphere are not being acknowledged in local regulations. The exclusion of women from decision making in the exploration of natural resources in West Kutai has resulted in the loss of women’s sources of income. In Gianyar, spouse of a woman employee is not entitled to receive benefits

Penelitian ini bertujuan dengan mengidentifikasi letak titik sebaran BTS (Base Transceiver Station) di Kota Pontianak dengan berbantuan menggunakan aplikasi ArcGis/ArcMap versi 10.3 yang hasilnya berupa peta. Hasil peta yang telah dibuat berfungsi dalam mengerjakan manajamen data khsususnya data koordinat sehingga perusahaan telekomunikasi dapat menggunakan dalam pengauditan dan menjadi inventaris data perusahaan. Metode yang digunakan dalam penelitian ini adalah metode deskriptif analisis. Berdasarkan identifikasi yang dapat diketahui Jumlah BTS (Base Transceiver Station) yang ada di Kota Pontianak berjumlah 276 titik koordinat. Setelah diidentifikasi data tabel koordinat beserta data base yang di dapat dari Balai Monitoring Kelas II Kalimantan Barat, data tersebut sesuai berada di dalam batas administrasi deliniasi/potongan Kota Pontianak di setiap kecamatan. Untuk Kecamatan Pontianak Selatan: 70 titik koordinat, Kecamatan Pontianak Tenggara: 24 titik koordinat, Kecamtan Pontianak Timur: 27 titik koordinat, Kecamatan Pontianak Kota: 74 titik koordinat, Kecamatan Pontianak Barat: 39 titik koordinat, Kecamatan Pontianak Utara: 42 titik koordinat. Therefore, it is important to establish the appropriate business location feasibility. Geographic Information System (GIS) is an information system that able to visualize the determining factors as a result analyzed spatial data. Analytical Hierarchy Processing (AHP) is a method that used into decision making process with multi criteria and multi alternatives. The spatial data of GIS is used by AHP to determine feasible location of small business. The criteria of spatial data are the number of competitors, infrastructure of location, distance of supplier, rental price of location, population density and traffic density. The spatial data of GIS result the visualization of spreading data in real condition on digital map subsequently be analyzed by AHP method to obtain recommended small business locations. The determination of hierarchy, criteria and priority rating location deliver recommendation the feasibility of culinary small business location. Based on the results of this study, it is concluded as the first conclusion that the process to make corak insang weave needs sufficient time about one week. Corak insang weave can be formed in the manufacture of other woven fabrics, through the patches weave method, songket and bundle weave. The second con- clusion shows that it is unfounded that a lot of physical evidence and historical documents or from sources are related to the meanings con- tained in Pontianak corak insang weave motive. In 2015, Pontianak City documented 27 cases of malnutrition. Then, the cases increased in 2016 and 2017 as many as 29 and 41 cases. The utilization of Geographic Information System (GIS) is required as a method for public health surveillance and monitoring. This study aims to analyze the distribution of malnutrition cases based on several clinical and non-clinical factors using GIS between 2016 to 2017. The dependent variable was malnutrition cases and the independent variables included household income level, parent’s educational level, comorbidities factors, and distance to the primary health care service. A total of 65 cases of malnutrition in Pontianak City were collected from six sub- districts in Pontianak City. This research was a cross-sectional study. The results showed that of 65 cases of malnutrition occurred on under 5-year-old children in Pontianak in 2016-2017, malnutrition cases taking place in East Pontianak sub-district were 29 cases (44.6%). In addition, malnutrition with clinical symptoms was reported 63 cases (96.9%), while the distance from home to primary health care less than 1 km was 32 cases (49.23%).

The utilization of GIS is required as a method for public health surveillance and monitoring. This study aimed to analyze the distribution of COVID-19 cases with a spatial approach to support the epidemiological surveillance program in Pontianak City between March 2020 to July 2020. This research was a cross- sectional study. The dependent variable was cases COVID-19 (suspect and confirmation) and the independent variables included ages, sex, and patient’s status. A total of 332 cases of COVID-19 in Pontianak City were collected from six districts. The results showed that males were more likely to suffer from COVID-19 than females, the age group of 31-40 years was more vulnerable, and some patients were cured. The study also revealed the spread of one district with a Clustered type of COVID-19.

Penelitian ini bertujuan untuk menganalisis tingkat ketergantungan terhadap kendaraan pribadi dan sistem transportasi di Kota Pontianak. Dari penelitian ini, diketahui bahwa tujuan pergerakan tertinggi yaitu Kecamatan Pontianak Selatan, Kecamatan Pontianak Kota dan Kecamatan Pontianak Tenggara yang sudah terlayani trayek oplet, namun kurang terlayani oleh bus kota. Tingkat ketergantungan di Kota Pontianak yaitu pada tingkat sedang dengan skor grade point sebesar 2,375. Kecamatan dengan tingkat ketergantungan yang tinggi yaitu Kecamatan Pontianak Timur, Kecamatan Pontianak Utara, dan Kecamatan Pontianak Barat. Unlike in other areas, the ethnic, cultural, and religious communities in Pontianak City always live in harmony, respect each other and take care of one another so that there is never any conflict that breaks. Especially in religion, they focus on understanding and practicing their respective religions and do not try to interfere with other people's religious affairs. This condition is interesting to study and understand to be used as an example in managing harmony. Using a qualitative approach, data collection methods based on interviews, observations, and documentation, this paper will explain the portrait of religiosity of people of Pontianak.

The new entry of small business resulted high level competition in culinary industry. A small business culinary could be closed to bankruptcy because the determination of business location was not feasible and settle. The customer would be difficult to find the location of the small business because due to non-fixed locations. The owner of small business often ignores the selection of strategic location. Therefore, it is important to establish the appropriate business location feasibility. Geographic Information System (GIS) is an information system that able to visualize the determining factors as a result analyzed spatial data. Analytical Hierarchy Processing (AHP) is a method that used into decision making process with multi criteria and multi alternatives. The spatial data of GIS is used by AHP to determine feasible location of small business. The criteria of spatial data are the number of competitors, infrastructure of location, distance of supplier, rental price of location, population density and traffic density. The spatial data of GIS result the visualization of spreading data in real condition on digital map subsequently be analyzed by AHP method to obtain recommended small business locations. The determination of hierarchy, criteria and priority rating location deliver recommendation the feasibility of culinary small business location.
