E1239I.YN iV 301021 1.0 INTRODUCTION

The Olean Superfund site lies south and southeast of East Olean, New York (Figure 1). The site actually comprises 13 separate areas, including factories, oil storage facilities, a private dump, a borrow pit and a residential area. The U.S. Environmental Protection Agency (USEPA) is conducting a remedial investigation of contaminated soils and groundwater in these areas. To comply with provisions of Section 106 of the National Historic Preservation Act, USEPA is obligated to conduct a Stage 1A cultural resources survey. The aim of this study is to determine whether cultural resources (archeological sites or standing structures) which are listed or are potentially eligible for the National Register of Historic Places and may be affected by remedial activities, exist in the project area. This study, performed by Ebasco cultural resource specialists in April, 1992, entailed: examination of historic maps and archival materials in the files of the New York State Office of Parks and Recreation, Historic Preservation Division (which functions as the New York State Historic Preservation Office [SHPO]), the New York State Museum (NYSM), the Cattaraugus County Historical Society in Little Valley, and the Assessor's and Engineer's Offices of the City of Olean; review of relevant literature and previous cultural resources surveys in the region; and on-site reconnaissance. These procedures are in accordance with guidelines in the CERCLA/SARA Environmental Review Manual (January 1988).

2.0 PREHISTORIC AND HISTORIC CONTEXT

2.1 Prehistory

The Olean site is located along the northern bank of the , east of East Olean. This location is near the northern edge of the unglaciated Allegheny Plateau; thus, the southern front of the Laurentian continental ice sheet lay a short distance away at the glacial maximum, ca. 18,000 BC (uncalibrated C14 years). As observed by Lantz (1984:211), "The upper Allegheny River Valley from Warren County up river to Olean, New York, is probably the most culturally prolific region in western New York and northwestern Pennsylvania....The broken mountain country was not easily traversed by man, whereas, the river valley with its glacial outwash terraces, although not necessarily direct, was level and afforded a fairly dry passage. Thus, it funneled people through the valley corridor. Geographically, the 'Allegheny Corridor' is connected to far reaching stream valley systems. The Allegheny River valley and connecting valley systems provided favorable geological features for trail camps as well as for hunting and fishing stations".

Parker (1922) lists six principal archeological centers in the county; one of these is "the Allegheny valley from Vandalia running through Olean to Carroll on the east".

The earliest known human inhabitants of the region were the Paleo-Indians, who probably arrived about 9500 BC (calibrated date, ca. 11,500 BC). Their most characteristic implements were fluted points. As elsewhere, Paleo-Indian material is scarce; in nearby western Pennsylvania, there is only one site per 186 km2 (Lantz 1984:218). Ritchie (1965:4) mapped three fluted point finds in Cattaraugus County; the one well-defined locality on his map is between Elkdale and Great Valley. Lantz (1984:211,224) reports another 16 fluted point loci along the Allegheny, southwest of Salamanca. Curiously, no Paleo-Indian material is reported from McKean County, Pennsylvania, nor from eastern Cattaraugus County. Paleo-Indians may have traversed the Allegheny River Valley en route to mine outcrops of Onondaga chert in western New York.

Few Early (8000-6000) or Middle (6000-4000) Archaic artifacts or sites are known in western New York. Population seems to have increased throughout the region during the Late Archaic (4000-1700 BC). Parker (1922) noted the presence of sites in Cattaraugus County with "implements similar to those termed Eskimoan"; this presumably refers to Laurentian Late Archaic assemblages. Ritchie (1965:42) mapped a concentration at the western edge of the county of beveled adzes, characteristic of the Lamoka phase (ca. 2500-2000 BC). Parker also mentioned an occupation of the region that "yields large notched flints and soapstone fragments"; this would be termed today a Frost Island or Susquehanna tradition occupation, dating from the Terminal Archaic or Transitional period (1700-1000 BC, uncalibrated).

A third phase recognized by Parker comprised sites with mounds, "which yield notched flint spears, arrowheads, knives, celts and occasionally a grooved axe, copper implements, gorgets, banner stones, bird stones and gouges. Pipes are occasionally found of the platform-monitor type". These elements can be ascribed to a peripheral Hopewellian culture, referred to later by Ritchie (1965) as the Squawkie Hill phase. This phase dates from around 400 BC-AD 200. Ritchie examined material from the Cain Mound, about a mile north of Cattaraugus Creek in Erie County. It contained bundle burials of five adults and three children, accompanied by diverse grave goods, which included corner-notched points, a stone elbow pipe, a slate pendant, celts, leaf-shaped blades, a copper bead, and remnants of a turtle-shell rattle.

Parker attributed some later earthworks to the Erie, an Iroquoian-speaking people. They were destroyed by the Iroquois confederacy in 1654.

301024 E1239.LYN Spurred by pending construction of a reservoir, in 1958 Dragoo and Ritchie surveyed the Allegheny River valley between Warren, Pa. and Salamanca, N.Y. This resulted in discovery of a number of Archaic and Middle Woodland sites. In 1965, Dragoo began excavation of an Iroquoian site, exposed by erosion near the former town of Kinzua. Numerous Late Woodland sites were subsequently discovered in the Allegheny River valley. "The bottomlands of the upper Allegheny from the now removed town of Kinzua, Pennsylvania upriver to Olean, New York was the scene of intensive occupation for a period of 500- 600 years prior to A.D. 1400 (Dragoo and Lantz 1975:82)". For example, 13 villages were located within a 1.5 mile stretch of the north bank east of Steamburg, New York. As Dragoo and Lantz (1975:82) note, "similar site densities may be present on other bottomlands in the valley but these areas are covered with silt and the sites are not exposed in the eroded river bank as they are at Steamburg Rats". All the Late Woodland villages are located on the flood plain; silt deposits in pits indicate periodic inundation of the villages. Meager evidence shows that corn, beans, and squash were cultivated, and deer was hunted. The Kinzua village consisted of three houses, each 50 feet long, four small circular houses, and another round structure, ringed by a 120 foot diameter palisade. The Onoville site in Cattaraugus County dates from a little later, ca. AD 1350. Here, a 200 ft. diameter stockade surrounded three longhouses (100 ft. long). The storage pits at Kinzua were oval to squarish in outline, but at Onoville and other post-1350 sites, pits are circular. About 1500, there may have been a break in occupation; the few sites that may date from this time are on hilltops, surrounded by earth rings suggesting concern for defense. Dragoo (1977:45) observes that Owasco ceramic types were present at Kinzua, along with Glen Meyer (early Ontario Iroquois) ceramic types. Pickering ceramic types were present at the later site of Onoville (in Ontario, the Picketing Branch seems to have conquered or absorbed the Glen Meyer Branch around 1300). Some shell- tempered Monongahela and McFate pottery was also found in the Allegheny River villages. The Ontario-derived types may relate to an intrusive movement of Ontario Iroquois into western New York around AD 1250 (Niemczycki 1987:35).

In the Olean vicinity proper, Parker reported that "there are abundant traces of Indian occupations". The canal had passed through a 10 foot high burial mound; a group of small mounds had stood at the confluence of Olean Creek and the Allegheny River, but these had been destroyed before 1920.

2.2 Historic Period

Following their defeat of the Erie, the Seneca settled in the region of Cattaraugus County in the late 17th century. The Seneca and most of their confederates among the Five Nations allied themselves with the British during the Revolutionary War. England had attempted to restrict colonization of western Indian lands, but after the British defeat, white settlers pressed on Iroquois territory. The Seneca ceded large tracts in western New York to the Holland Land

E.239LYN 4 301025 Company in 1797. The first white settlers in the Olean area were Adam and Robert Hoops, who arrived in 1804. Olean was initially important because it lay on the emigration and trade routes to the west However, this route was bypassed by the , slowing growth and development of the Olean area. Cattaraugus County was formed from Genesee County in 1808. The first county courts convened in Olean in 1817. In 1810, the census recorded 458 inhabitants of the county. There were 4090 inhabitants in 1820, 8643 in 1825, 16,724 in 1830, and 43,158 in 1865. Olean contained 2701 residents in 1865 (Beers, Goodhue and Sanford 1869).

Economic growth and development occurred gradually during the 19th century, spurred by the local timber industry. Lumbering cleared large tracts of land, which stimulated agricultural growth and expansion. The population expansion of the mid-19th century was correlated with development and improvements to the transportation systems.

The state legislature approved funds for the Genesee Valley Canal in 1836, and construction began in 1837. The project was intended to connect the Allegheny River in Olean to the Erie Canal in Rochester (Holton 1970, Drago 1972). By the time it was finished, the canal had become superfluous because the Erie Railroad already connected Olean to the major transportation networks in the state (Drago 1972:208-209). Despite assured financial losses, political forces prevailed and, after many delays, the canal was completed in 1862, at a cost of $5,500,000. During its brief operation, a total of $852,164.06 was collected in tolls, or about one seventh of the construction costs. The canal was abandoned in 1878 (Drago 1972:209, 214-215; Whitford 1906:1066-1067). At completion the Genesee Valley Canal was 107 miles long- the ninth longest in the United States (Waugh 1980). Although its dimensions varied somewhat from section to section, the canal was generally 42 feet wide at surface level, 26 feet wide at the bottom, and four feet deep (Plates 1 and 2). It had 104 locks, made of stone, wood, and composite materials; each had an available width of 15 feet The gates were made of wood, and water was admitted and discharged manually. The difference in total elevation of the canal terminals was 911.89 feet (Whitford 1906:1066-7, 1467). The boats that were used on the canal reached a maximum length of 75 feet; they could be 12 feet at the beam, with a 3.5 foot draft. Their maximum cargo capacity was 75 tons. These boats were hauled by draft animals, using a towpath adjacent to the canal (Whitford 1906:1467).

Following the demise of the canal in 1878, the right-of-way was acquired by the Central New York Railroad, which laid a railroad berm on top of the old canal bed. (The town engineer of Olean (Williams 1992) reports that a recent cut through the canal bed revealed a fill deposit). On the 1898 USGS quad map (Figure 2), railroad tracks are shown running along the former canal route.

301029 During the mid- to late 19th century, the project area was largely undeveloped except for the presence of the Genesee Valley Canal and a few farmsteads along East State Street, shown on the 1856 Geils map (Figure 3) and 1869 Beers Atlas map (Figure 4). Development in this area did not begin until the 1920's and 1930's, when the large farms were replaced by residential and small scale commercial structures (Dean 1983:14-15, referencing maps on file at Cattaraugus County Clerk's Office). The modern layout of structures can already be seen on the 1938 U.S.G.S. Quadrangle (Figure 5) and additional buildings appear on the 1961 U.S.G.S. quad (Figure 6).

2.3 Previously Recorded Sites

There are no previously recorded prehistoric sites located within the proposed project area. Five prehistoric sites are located within four miles of the project area. One historic feature, the Genesee Valley Canal, was located within the project area. The canal was destroyed or significantly modified in the late 19th century, and was replaced in portions by the construction of a railroad. Today, an abandoned railroad grade occupies the former canal right-of-way within the project area. These cultural resources are briefly discussed below:

2.4 Previous Archeological Investigations

Two cultural resource investigations were conducted in or near the project area (Dean 1983; and Dean and Trubowitz 1976). No cultural resources were identified in the proposed project area, with the exception of sections of the Genesee Valley Canal. The Forness Park Site, approximately 2200 feet west of the project area, was discovered during the 1976 reconnaissance survey.

The 1983 survey directed by Robert Dean (1983) entailed shovel testing within or adjacent to the project area along the following streets: East State (5600 feet), Dugan Road (5000 feet), Seneca Ave. (2800 feet), Goodrich (2800 feet), Butler (400 feet), Fay (200 feet), and Andrews (900 feet). A total of 17,770 linear feet was surveyed within or in the general vicinity of the proposed project area. No cultural resources were identified except a feeder or extension of the Genesee Valley Canal at the end of Fay Street, and a find spot located at the intersection of Dugan Street and Seneca Ave. The prehistoric find spot is located well outside the project area and was determined not to be significant. The remnant of the canal appears to be in the project area.

A clay quarry and brick factory was also reported in the vicinity of the present quarry site north of Goodrich Road (Dean 1983), well outside the project area.

Dean (1983:22-29) further states that although the area tested was intially considered of moderate to high sensitivity, the area's sensitivity was lowered due to evidence of low swampy sections referred to as muck soils, and severe disturbance from residential and commercial development. Shovel testing and interviews with local residents documented eposodes of filling and poorly drained soils along the north and south sides of East State Street and Dugan Road.

The properties included in the Olean site are (Figure 1):

Ebasco cultural resource specialists inspected each of these localities. Their observations are summarized below.

1) Alcas Cutlery Corporation (Plates 3, 4)

Location: South side of East State Street, west of Dugan Road. Status: Manufacturer of professional cutlery and sport knives. Description: Modem structure built in 1948-9, with new addition in 1991 (City of Olean Assessor's Office). Asphalt parking lot in front and west side of building; asphalt paved and gravel area behind building, used for parking and storage. Chain link fence abuts old railroad berm and Genesee Valley Canal ROW. Area has been filled and severe disturbance from prior construction is evident Recommendation: There is a minimal possibility of extant prehistoric deposits near surface due to filling and prior construction disturbance. No further surface inspection or shovel testing is recommended in this area. Deeply buried cultural deposits may be present and should be addressed if deep trenching is required. The old canal ROW and railroad berm abuts the southern boundary of the property, behind the building. Any excavations or well-drilling within this feature would affect the resource and would necessitate archeological investigation, possibly by backhoe trenching to expose the canal's construction.

2) American Olean Tile (Plates 4-7) p Location: South side of East State Street and east of Clark Street Status: Manufacturer of ceramic tile I Description: The original red brick structure was built in 1913; sections were added in 1928, 1947, 1951, and 1956-7. A chain link fence along the southern property line abuts the old canal I ROW and the Allegheny River. Portions of the property have been filled and severely disturbed by prior construction. I Recommendation: (Same as (1)). 3) Olean Clean AU (Plates 8-10) I Location: South side of East State Street Status: Dry cleaning facility I Description: Modern one-story structure and gravel parking area. Evidence of filling and severe disturbance. The building is not shown on the 1938 topo map, but is probably shown on the 1961 map. The canal ROW/railroad berm abuts the southern edge of the property. A manhole I was observed adjacent to the berm. The Allegheny River flows behind the property. A few ceramic sherds of probable 19th century date, and a piece of fire-cracked quartzite, were found I just above the riverbank. Recommendation: Because of prior disturbance and filling, no further investigation of the property is recommended. However, if the area along the river is to be affected by remedial activity, shovel testing should be conducted. If the railroad berm/canal ROW is to be affected, I additional investigations of this feature would be advisable. 4) Mastel Ford (Plates 11 and 12) 1 Location: North side of East State Street and south of Conrail tracks. Status: Automotive sales dealership and service facility. Description: Large modern one-storey structure and asphalt and gravel parking areas. Severe I prior disturbance by construction, filling and grading. Soil borings indicates presence of about one foot of fill; brown silts extend to a depth of seven feet, underlaid by brown sand to nine feet, I and grey sand and gravel to 12 feet Recommendation: Because of disturbance, no further investigations are recommended unless I deep excavations are required as part of remedial activity. 5) Campbell Oil (Griffin Ofl) (Plate 13) I Location: North side of East State Street Status: Wholesale and retail distributor of oil. The surface here has been severely disturbed by previous construction activities. Recommendation: This property has low cultural resource sensitiviity, due to prior disturbance and poorly drained soils. No additional investigations are recommended.

6) Sandburg Oil (Plates 14-16) Location: South side of East State Street, across from Campbell (Griffin) Oil. Status: Wholesale and retail oil distributor. Description: Nondescript structure, storage area, and tanks, and parking area. Structures are shown in this area on the 1938 map, but not on earlier maps. The northern part of the site is severely disturbed by previous construction. Borings indicate three to six feet of fill in this area. The canal ROW/railroad berm bisects the site. South of the berm lies a relatively undisturbed, previously plowed agricultural field. Because of its gentle slope and location near the river, the field is considered to have a moderate potential to contain prehistoric remains. However, no artifacts were observed during a cursory surface inspection. Recommendation: The section north of the berm is severely disturbed, and has low cultural resource sensitivity. Unless trenching is planned below six feet, no further investigations are recommended here. If any remedial excavations are proposed in the vicinity of the old railroad * berm/canal ROW, archeological field investigations should be conducted to assess remains of the canal. Stage IB survey of the agricultural field on the south side of the berm is recommended. This would entail re-plowing of the field and a surface walk-over. If deep trenching is planned as a remedial action in this area, archeological deep testing should be considered.

7) Residential zone along State and Fay Streets (Plates 17 and 18) Location: South side of State Street, east of Dugan Road and west of Fay Street. Status: Residential area of private homes. Description: Residential structures and storage/dump areas that have been filled. No structures are shown in this area on maps from 1856 through 1938. Soil borings indicate clayey silty soils, silty clays and gravel to a depth of eight feet. Recommendation: In general, the area has a low potential to contain prehistoric resources. Therefore, based on soil conditions and prior disturbance, no further investigations are recommended, except in the area of the railroad berm/canal ROW at the southern edge of the site.

8) Clean Wholesale Grocery Co-op (Plate 19) Location: West side of Haskell Road, north of Conrail tracks. Status: Wholesale grocery distributor.

301047 Description: Large modern industrial warehouse structure, asphalted parking area, and some landscaped area. No structures are shown at this location on 1898, 1938, or 1961 maps. Severe disturbance is evident from construction activity. Soil borings indicate that silt is present down to about eight feet below surface; underlying that is a gravel layer. Recommendation: Prior to disturbance, this area would have been of moderate to high sensitivity for prehistoric resources. However, because of extensive disturbance, no further work is recommended. If asphalt is removed during remedial actions and trenching is required, archeological monitoring is recommended.

9) Olean Steel (Plates 20 and 21) Location: North side of East State Street, adjacent to Conrail railroad tracks. Status: Scrap metal facility. Description: Severe prior disturbance; grading and filling documented by two borings that show 0.5 to 1.6 feet of fill, overlying sand and silt. No structures are shown in this vicinity on 1898 and 1938 maps, but three buildings are present on the 1961 quad map. Recommendation: No further work is recommended, due to severe disturbance.

10) McGraw Edison (Plates 22 and 23) Location: East side of Dugan Road and north of Conrail railroad tracks Status: Manufacturer of protective equipment for electrical power distribution lines. Description: Large modern industrial structure with asphalt parking area and landscaped, manicured lawns, surrounded by chain-link fence. Severe disturbance from prior construction. No structures are shown in this area on the 1856 through 1938 maps, but a large industrial building is shown on the 1961 quad map. Recommendation: In the absence of evident disturbance, this location would have a moderate to high probability of containing prehistoric resources. The area of manicured lawns—a small portion of the total area—should be investigated by shovel testing to determine the extent of prior disturbance. If remedial action involves excavations and trenching, archeological monitoring should be considered to determine whether deeply buried archeological deposits are present

11) Former private dump area (Plates 24 and 25) Location: South of Butler and Andrews Streets and north of Conrail tracks. Status: Former dumping area in undeveloped part of town. Description: The northern section of the site is lowlying, with standing water, while the adjacent area, a former roadbed, is filled. The southern section contains a large garden plot. No structures are shown in the area on historic maps. Recommendation: No testing is recommended in the northern section. The garden area should be plowed and surface-inspected if remedial actions are planned there. If trenching is planned here, archeological monitoring should be considered.

No further investigations are recommended I for the plant property, although monitoring should be condsidered if deep tranching is planned. 13) Borrow pit (Plates 27-29) I Location: South side of East Riverside Drive and south of Allegheny River. Status: Approximately two to three acres, of which one third is ponded water, currently becoming filled with construction debris. I Description: Severe disturbance caused by gravel mining. Some areas are poorly drained. The borrow pit is surrounded by relatively undisturbed agricultural fields. Three structures, no longer I extant are shown several hundred feet northwest of the pit location on the 1856 Geils map (Figure 3). There is a concrete and rusted steel feature in the center of the pit, which probably I functioned in the gravel removal process (Plate 29). Recommendation: Due to severe disturbance and removal of potentially culture-bearing soils, no further investigation of the borrow pit site is recommended. However, if remedial activities I should extend into the surrounding fields, Stage IB survey is advisable. This would entail _ replowing and surface inspection. Impact to the concrete and rusted steel feature (Plate 29) should be avoided if possible; if not, it should be evaluated and documented.

4.0 CONCLUSIONS AND RECOMMENDATIONS

No prehistoric sites were identified in the project area. Due to prior disturbance and low-lying, poorly drained muck soils identified in portions of the project area, the area's sensitivity can be considered low to moderate for prehistoric resources (Dean 1983). However, as noted by Dragoo and Lantz (1975), there is some potential for locating deeply buried archeological sites, due to numerous episodes of silting that have occurred when the Allegheny River flooded the area over the last several thousand years.

Historically, the area was settled late and assumed its present structural configuration by the late 1930s. However, portions of the 19th century Genesee Valley Canal are present in the project area and potentially could be impacted.

His work also showed that the underlying soils were poorly drained, perhaps indicative of a former marsh. However, Dean's testing did not extend through the entire project area with which EPA is now concerned. Testing should be conducted in additional areas, away from the street, to confirm that these areas are also poorly drained and/or previously disturbed. Previous archeological investigations in the Allegheny River valley have shown that Late Woodland villages usually were located in the floodplain, even in sections that were periodically inundated. Therefore, poor drainage alone cannot be regarded as precluding the presence of prehistoric sites. It will probably be necessary to conduct deep testing with a backhoe, at locations where remediation will entail soil removal, in order to determine the depth and age of alluvial sediments, and their potential to contain cultural material. If remediation activities impinge on the approximate location of the Genesee Valley Canal, trenching may be necessary to document the configuration of the canal and towpath. If the canal is present, appropriate documentation and assessment of NRHP eligibility should be conducted. Specific investigations appropriate to each locality within the project area are detailed in Section 3.0.
