Objectives of Rajasthan PDS Ensure that entitlement reaches the right person Ensure that ration is available throughout the month Reduce diversion, bogus& duplicate cards

Page 27 of 41 Issues Faced: Leakages in the PDS System o Maximum in case of APL Food Grains o High in Kerosene Distribution Duplicate or Bogus Cards o Due to Migration o Fake BPL Records Vested Interests leading to Citizen distress

Strategic Options Discussed Smart Card Vs Coupons Distribution System options o Coop Vs Pvt Vs SHG o GP AS Distribution Channel o Multiple Channels of Distribution Doorstep Delivery to FPS o Must ensure separation of concerns Wheat flour Vs Wheat Grain Specific Strategy for Kerosene

Points Considered Revisit of BPL Lists planned Prepare a long term strategy considering expected future policy changes UID Project & PDS o Making the PDS system UID-ready will eliminate duplicates o UID Project will stop ration cards being used as address proof by APL Increased public awareness will improve demand for better services

Recommendations & Action Points Pilot study for food coupons Vs Smart Cards in one district – 3-4 months Roll-out across State, based on pilot findings – 1-2 years Linking of UID project and PDS database for de-duplication – 3-6 months Web-based solution for online monitoring of PDS – 1-2 years Study of mobile based solution for alerts, updates & monitoring of FPS Issue of new ration cards – 3-6 months Gram Panchayats as an alternative delivery channel alongwith coop, SHG, GSS and other institutions Number of family members should be termed as a UNIT instead of number of ration cards for allocation Create a cadre of Food Security Managers (1 per 1.5 lakh citizens) immediately Fortified Atta instead of Wheat to reduce diversion across state

Challenges Foreseen Implementation challenges

Page 28 of 41 o Connectivity for online authentication 100% foolproof may not be possible Current commissions may not be viable for the FPS Owner

Other innovative options discussed Alternative delivery channels o Automatic vending machines Logistics Backup o Supermarkets Direct subsidy Vs Distribution of commodities o Self sufficiency needed for direct benefit Citizen should have choice from multiple ration shops

Have more such meets and workshops at department level Recommendation 2: Institutional Strengthening 1. Various projects need to be monitored regularly by the Empowered Committee. 2. SeMT (State e-Governance Mission Team) has been established. Various departments should take advantage of them for advisory services. 3. Department ownership of e-Gov projects: Should have a strong PeMT within the department with dedicated senior officers at addl. Director / equivalent level 4. Impact Study: An assessment study to be carried out to take mid-course corrections, if needed, and to learn for future projects. Already around 30 projects are going on in Rajasthan. Recommendation 3: Capacity Building 1. Identify young employees with 5-10 years experience from line departments for a one year eGPX course. 2. Computer Literacy – All existing staff should be trained on computer usage and internet etc., At least people with significant service left. Promotions and increments could be linked to this. 3.
