ABOUT e-GOVERNANCE LEADERSHIP MEET As part of the National eGovernance Plan, the Department of Information Technology, Government of India has proposed to provide training and exposure to various stakeholders under the Capacity Building Scheme covering all the States/ UTs. As part of this need, the “e-Governance Leadership Meet” aims to sensitize political and policy level officials on e-Governance and seek commitment in taking eGovernment projects forward in their respective state. This program will also enable the participants to understand the on-going state specific e- Government initiatives, challenges and the possible strategy to move forward. 2. ABOUT THE RAJASTHAN LEADERSHIP MEET NISG along with Department of Information Technology and , Govt of Rajasthan has conducted a two-day Leadership Meet for the Government of RAJASTHAN, on 8-9 September, 2010, at Jaipur. In order to achieve the primary objective of the Leadership Meet, ie., to orient and spread the awareness among the political & policy level people about e-Governance and expose them to some of the good practices , the following learning events were organized, Experience sharing and Interactive sessions with eGov practitioners who shared their understanding of the eGov domain, NeGP and the various related projects; Short visual on NeGP taking the participants through a journey of transformation that e-Governance can bring among the citizens; Interactive group discussion exercises amongst the participants, enabling them share their observations, priorities, concerns, interest and action plan with each other. The schedule is attached at Annexure 1. There were an inclusive gathering of 185 participants, comprised of 125 political level leaders and senior officers from various departments and domains of the state, along with around 60 officers and staff from RajCoMP, DIT&C Rajasthan and other departments. SESSION-WISE BRIEFING OF THE MEET SESSIONS TAKEN UP ON DAY-1 OF THE MEET On 8th September, 2010, Leadership Meet started with a video clipping on NeGP on how Government services, enabled through technology, are coming closer to citizens. Subsequently Hon’ble Chief Minister of Rajasthan, Shri Ashok Gehlot accompanied by Hon’ble Minister IT&C Dr. Jitendra Singh and other distinguished guests, inaugurated the program through lightening of the lamp. Shri Sanjiv Mital, CEO, NISG welcomed all the participants and shared the objectives and structure of the meet. In the inaugural session, Shri Shankar Aggarwal, Joint Secretary to GoI, presented an overview of the National e-Governance Plan (NeGP) and the Implementation Challenges thereon, in the applicability of the Plan through out the country. Detailing the vision and mission of NeGP, Shri .Aggarwal emphasized on the importance of the strategies and challenges behind the designing of the National e-Governance Plan, its status as on date and the various Mission Mode Projects conceptualized under this Plan. He further explained the Implementation Framework, Core Infrastructure, Standards, Awareness & Communication Strategies for the implementation of this nation-wide programme. Shri Aggarwal shared that about 40-50% of the population in the country is deprived of quality government services. He stressed upon the need to bring in the effectiveness and efficiency in the services provided to the citizens by the government, thereby improving the lifestyle of the citizens. He further mentioned that the government at Central level is keen on providing quality services to citizens in the country and has come up with NeGP to provide required assistance to the states. Shri R.S. Sharma, DG, Unique Identification Authority of India, detailed the background and the processes involved in the creations of a Unique Identification Number for every Resident of India. Shri Sharma deliberated on the vision and mandate behind the conceptualization and creation of the UID, the features and benefits of UID (AADHAAR). He cited some ground reality examples to specify the importance of having a unique identity for every resident especially to ensure proper targeting and tracking of the beneficiaries of various government assistance programs. He also updated the audience on the current status of the UID. Shri S Ahmad, Chief Secretary, Government of Rajasthan, referring to the Information Technology infrastructure that is being developed in the state, emphasized on the need to utilize it to the fullest extent to increase the efficiency of Government system and enable the government services reach the common masses. Page 4 of 41 Dr. Jitendra Singh, Hon’ble Minister – IT&C, urged all his cabinet colleagues and the officials to actively participate in the Meet. The hon’ble minister said that the governments are encouraging IT in every state and the results are quite visible in education, health, PDS and other fields. He reiterated that the State Government is committed to provide good governance that can be enabled through IT and the respective administration should take all steps possible to realize this vision. Shri Ashok Gehlot, Hon’ble Chief Minister of Rajasthan, participated in most of the sessions on the first day of the Meet. In the inaugural address, Hon’ble CM explicitly put across the essence of e-Governance. He emphasized that the true benefits of ICT revolution can be realized only if it can reach and benefit the rural masses. He underlined that though a lot of efforts in this direction have already been taken in Rajasthan, there is a lot more that can be done and respective departments have to come forward and take the ownership for this. He further underlined the need of change in mindset of the officials at the administrative levels in the government. The Hon’ble CM put across that e-Governance will lead to an accountable, transparent and sensitive administration which will bring down corruption to a large extent. He insisted upon the institutional change and departmental ownership that is needed to be brought in at all the levels in order to enable the ICT services reach the common man to help them lead better lifestyle. He further informed the audience that the government has made a provision to earmark 3 percent of their plan allocation on e-Governance and the budgetary allocation of this head can even be increased, if need be. He thanked DIT-GoI and NISG for taking up such an innovative programme and hoped all the participants shall equally benefit through it. He urged the employees up to ground level to be trained further for better implementation of e-Governance. Prof. Subhash Bhatnagar, from IIM, Ahmedabad and Advisor to NISG, shared the results of impact assessment of various e-Governance initiatives in land records, property registration, transport – registration and driving licenses in various states. The report is derived from an independent assessment done by renowned Market Research firms under the guidance of IIM- A. During his presentation he covered (i) Significance of Impact Assessment; (ii) Measurement of Impact on the Users; (iii) Sampling Methodology; and (iv) Challenges. Describing on how the study was conducted in various states to find out the extent to which a common man is benefited from revolutionary system of ICT in Page 5 of 41 the government processes, he elucidated the various findings with comparative data on Number of trips a citizen has to make for the service, Average waiting time in each trip, Total time elapsed in availing service, overall experience of citizen with computerized and manual system etc. He appraised the success of e-Governance through which the single-window system has been made possible. He further pointed the differences in citizen experiences across the states and underlined the fact that though computerization has helped improve the citizen service delivery, the full potential has yet to be achieved. Shri Rajeev Chawla, Managing Director, MarkFed & ex-Secretary, e-Governance, Government of Karnataka shared his experiences on the “Role of Leadership in bringing e-Governance to the Masses”. Shri Chawla, one of the initial members to embrace e-Governance in India and the state of Karnataka, emphasized that 70% of the population of India is comprised of village folk who otherwise have limited access to Government. He mentioned that it is only imperative to replace the manual system with a transparent and efficient system, thereby reducing the corruption that tends to benefit the common user in the end. He urged the leaders to embrace e-Governance in such a way so that the common man is the utmost beneficiary of the system. He also quoted the examples of leakages in the civil supplies through fake ration cards and e- Procurement initiative in Karnataka, where e-Governance has helped plugging the leakages. He further detailed the Land Record Management System (Bhoomi Project), implemented successfully in Karnataka and how the legal and process reforms such as mandating a computerized record in place of a hand-written one helped in successful implementation of ‘Bhoomi’. He explained how the farmer and the common man are benefited through the computerization of the land records.
