The application was accepted for examination on 25 September 2013. The examination began on 18 February 2014 and was completed on 18 August 2014. The applicant is Forewind Limited (APP-002), a consortium comprising four companies: RWE Innogy UK, SSE, Statkraft, and Statoil. However the development of the Dogger Bank Creyke Beck project would be taken forward under two special purpose companies. These are known as 'Dogger Bank Project 1 Bizco Limited' (in relation to Dogger Bank Creyke Beck A) and 'Dogger Bank Project 4 Bizco Limited' (in relation to Dogger Bank Creyke Beck B). The proposed development comprises: (i) Two wind farms (known respectively as project A and project B), each with an installed capacity of up to 1.2GW. (ii) Both project A and project B will comprise an offshore converter platform, up to 4 offshore collector platforms and up to 5 meteorological masts, along with accommodation or helicopter platforms and inter-array cabling; (iii) Offshore associated development including high voltage direct current (HVDC) export cables; (iv) Onshore associated development including: HVDC export cables laid underground from landfall at Ulrome to the proposed site of the converter station(s) near Cottingham; up to 2 converter stations, and high voltage, alternating current (HVAC) cables from the converter stations to the National Grid substation at Creyke Beck; and (v) All associated temporary work to facilitate the construction, operation and maintenance of the wind farms. Summary of Recommendation: The Examining Authority recommends that the Secretary of State for Energy and Climate Change should make the Order in the form attached.
