My name is Paul Pritchard, I’ve recently returned to the TS16 class after an absence of 16years, from Saratoga with my partner Judith.

There have been some significant changes to fleets and TS16 management in that time and at the recent National and NSW State Annual General Meetings I was asked to take up the positions of NSW Race Secretary and new Tillerscope editor taking over from Barrie Heath, Paul Foster and Richard Luckhurst. I would like to particularly acknowledge Barrie and his late wife Pam for their significant contributions to the TS16 Class as it is only through volunteers like this that an Association can exist. At the ripe old age of 83, I met with Barrie at his retirement Village last week and he still has his witty edge. He is still interested in whats going on in the TS world and after going over a few fond memories, Barrie transferred all of the photos and Tillerscope information collected and published from 1999 through to the last edition in 2013. Effectively passing the batten, so I hope I can do him and previous Editors proud. It was Barrie Heath who introduced me to TS16’s in 2001/2002. Barrie set me up with an older/affordable so I could at Bayview Yacht Racing Association (BYRA) which no longer hosts TS16. This is unfortunate because the first Australian Hartley TS16’s were built and sailed from BYRA circ 1963. (see pics attached around Scotland Island, Pittwater early to mid 60’s).

1 HISTORY OF TS16 RACING: Originally designed by Richard Hartley of Auckland, New Zealand, calling the concept 'Trailer Sailer' with the Hartley TS16 who in 1963 added the TS 18 then the TS 21, a range of multichine plywood trailable yachts. The plans were sold by Hartley's Boat Plans, Auckland New Zealand, TS16's have been built in Australia since 1963. On 12th December 1963 the “Trailer Sailer Association of Australia” was formed with the goal of promoting the Hartley 16-foot trailer sailer, to be known as the TS 16 as a one class design, and encourage competition between registered yachts throughout Australasia. This name was chosen because at the time the Hartley TS16 was the only trailer sailer on the market. Later when other 'trailer sailer' designs came onto the market, Hartley TS 16 was added to the title. The Hartley 16' design has kept up with modern developments and now molded fibreglass models are also produced. The Hartley TS16 is a clean-lined, conventional trailable yacht that is the most popular in Australia. It is light, easy to rig, launch and retrieve and can be towed by a family car; many have been built by amateur builders. The later advent of fiberglass trailable and increasing materials cost reduced the popularity of home builds. TS16’s have always been recognised in racing circles as a highly competitive racing fleet attracting many ex sailors from 18’ 16’ 14’12’ Skiffs, 470’s, NS14/MG14’s, Javelin, , OK’s basically any sailors would be suited to a TS16 as they accommodate heavier crew weights whilst still offering competitive dinghy style racing. There are always affordable and competitive boats for sale and you could expect to pick up a great racing condition boat from $5000. The2018 National Championship 2nd place getter “Merlot” is a great example currently for sale at $6,800 (see boats for sale).

ASSOCIATION MEETINGS are held monthly, February to December, inclusive. they are normally held on the second Monday of the month, however changes are made from time to time and these changes are promulgated in “TILLERSCOPE” and Website/Facebook pages http://www.australianhartleyts16.org.au/ Normal monthly meetings are held at NSW President Alan Scott residence - commencing at 7.30pm. The club atmosphere is quiet and relaxed. Visitors are most welcome at attend these meetings.

President’s Report

I would like to thank the committee members; Trevor Bell, Peter Behr and Andrew Penfold for the assistance over the past 12 months. I would like to thank Glenn Nolan for all the work he did to set up the State titles at Spears Point S.C. which were run very successfully resulting in the Australian championships being run at the same club this year. Hopefully, Glenn will continue to assist the Association with racing events. My congratulations go to Peter Wilson for winning last year’s New South Wales State titles and also thank all the competitors for making the Spears points New South Wales State titles a successful event. Club racing is still healthy at Drummoyne and Saratoga sailing clubs and I’m sure there is still racing occurring at Wagga. Unfortunately, the attendance at the New South Wales cruises was very poor, usually my boat being the only one attending the cruise. This is because most of the regular cruising members have passed the age where cruising is possible and we desperately need to find new members to replace this group. For this reason I have included it as an agenda item in this year’s New South Wales AGM, so we can discuss how we can attract the many members out there with boats to come cruising. It is with great sadness that I also have to acknowledge the passing of one of our stalwart cruisers, past president for over a decade and state and National Measurer Norm Thompson. For any of the members who have been in the Association in its glory days in the 80s and 90s will know that norm Thompson was the person behind much of the success. I remember Norm welcoming me to the Association by arriving at my house after 7:30 PM and giving me three months worth of Tillerscopes and trying to get me into racing at Drummoyne sailing club. He told me how to fix and sail my boat and how to run an Association. The memories of cruising the Norm and his family for over 15 years is the reasons why I really want to bring back the friendly cruising atmosphere that was experienced over those events.

I believe this report gives a true account of the Association’s financial position to date.

Cruising Report: Cruises were organised but unfortunately none were attended by members. A new strategy needs to be adopted to stimulate the cruising fraternity. A combine Facebook and Paper advertising campaign should be organised to bring back the cruisers to the membership and revitalise the non-competitive use of the class.

Current wording is Annual General Meeting The Annual General Meeting of the Association shall be in June. A quorum of 12 members is required to hold an Annual General Meeting.

Supporting argument: The current constitution was written at the time of the Association’s Incorporation when membership numbers were significantly higher than at present. The overall membership numbers have reduced significantly during the last decade meaning that there are fewer people able or willing to attend AGMs. The change will allow continued business of the association to be conducted in the current membership climate.

Supporting argument: Modern banking practice has changed to various electronic/internet mechanisms rendering cheques cumbersome as a payment method. This has become so widespread that some businesses now insist that invoices be settled by direct deposit. The Bendigo Bank offers an electronic banking facility with two-person authorization, equivalent to that of the current Commonwealth Bank chequing account. A change of this account to Bendigo Bank would mean that all of the Association’s accounts are with the same institution.

2) Promotion of the Hartley TS16 Class With a new Tillerscope editor; Paul Pritchard a new version of Tillerscope will be targeting key clubs as well as trying regenerate a more active involvement in Association events .

Alan Scott will look into the promotion of the cruising class through Facebook, emails to other clubs. Also developing promotion flyers for distribution.

8 2019 Hartley TS16 NSW/ACT Championship Notice of Race

Entries are invited for the above Championship Regatta to be organised by Saratoga Sailing Club in conjunction with the Hartley TS16 Association of NSW & ACT. Date of Regatta: Saturday 5 October to Monday 7 October 2019 Location: Saratoga Sailing Club, Willaroo Road, SARATOGA 1. Rules The Regatta will be governed by the ISAF Racing Rules of Sailing 2017-2020 (RRS), Part 2 of the Australian Sailing Special Regulations “Off the Beach Boats” and the rules, regulations and By Laws of the Hartley TS16 Association of Australia Inc. 2. Eligibility and Entry 2.1. The Championship Regatta for outright and handicap prizes is open to boats holding current “A” class registration with the Hartley TS16 Association of Australia Inc, and skippers who are members of the Hartley TS16 Association of NSW and ACT. Boat’s and crews who are members of other state associations of the Australian Hartley TS16 Association Inc. are also invited to enter the regatta. Non “A” Class boats may enter but will not be eligible for championship placings. However special prizes may be awarded to non “A” Class entrants and interstate sailors. All skippers shall be members of the Hartley TS16 Association of Australia Inc. Proof of registration may be required. 2.2. Boats may enter by completing the attached entry form and sending it to Trevor Bell (see entry form for details) by 6th September 2019. Late entries will be accepted after the 6th September 2019 and before 11am on 5th October 2019 at the registration office at Saratoga sailing club. 3. Fees – The required fee is $60.00. Late entry fee is $80.00.

Racing Area, Courses and Sailing Instructions Racing will take place in Brisbane Water (Gosford) in the vicinity of the SSC clubhouse. Courses will be described in the Sailing instruction but will be a triangular design. The sailing instructions will be available on the Hartley website before the regatta and at the registration office. 6. Scoring 6.1.The Low Point System of RRS Appendix A will apply. 6.2.A maximum of 5 races are scheduled, of which three must be completed to constitute a series. 6.3.(a) When fewer than five races are completed, a boat’s series score will be the total of her race scores (b) When five races have been completed, a boat’s series score will be the total of her races scores, excluding her worst score. 6.4.Handicaps will be back calculated from the results of the first three heats and then applied to all races. 7. Radio Communication Except in an emergency, a boat shall neither make radio transmissions nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 10 8. Trophies/Prizes 8.1.Trophies or Prizes will be awarded to first through to fifth on both outright and handicap series. Other prizes may be awarded. 8.2.No boat shall be eligible for more than one prize in the outright and handicap sections. If a boat would, on initial calculations, score a prize in both sections the outright placing will be awarded and will be ineligible for prizes in the other section. 9. Amendments to the Notice of Race Any amendments to this Notice of race will be posted on the Australian TS16 Association of Australia Inc. website. 10. Disclaimer of Liability Competitors participate in this regatta entirely at their own risk: see RRS Rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after this regatta. 11. Insurance Each participating boat shall be insured with valid third- party liability insurance with a minimum cover of $10,000,000.00 per incident or the equivalent. 12. GENERAL INFORMATION Location: SSC is located at the southern side of Brisbane Water. It may be reached by taking the Gosford turnoff from the M1. Once in Gosford, follow signs to Saratoga/Davistown. Willaroo Road runs off Steyne Road Saratoga. There will be signposting to the sailing club closer to the venue Rigging/Launching Area: SSC has a large parking and rigging area. Beach launching and nearby boat ramp if required. Vehicles may be available for help with launching and retrieval. Boat Storage: Boats may be stored at the club overnight at your own risk. You may choose to trailer your boat each night or anchor it near the club. There is plenty of anchoring room, but pleased be advised to bring heavy anchor and tackle as the club is exposed to the WNW winds. Accommodation/Camping: There are several accommodation options nearby. Camping is available onsite on club grounds.Limited spaces at $15 per night. Book by contacting Saratoga sailing club. The club toilets and showers will be left open overnight for campers’ use. A refrigerator is also available in the clubhouse for storage of food etc.Gates open Friday evening on request . Phone 0434087285 or 0405124400. Canteen: SSC has a canteen that will be open for lunches each day and tea/coffee at other times. SSC does have a liquor license and can provide a wide range of beverages. Food is also available at outlets at nearby Saratoga village shops and Davistown cafes, Evening social events may be organised at nearby hotels and clubs, if entrants request.

11 A presentation ceremony will be held in the SSC clubhouse as soon as possible after the completion of the last race of the regatta. All are welcome.

Location: SPASC is located at the northern end of Lake Macquarie. It may be reached from the south and north by taking the Toronto turnoff from the M1 and continuing until Toronto. Turn left at Carey St lights and continue along till you reach The Esplanade (at large roundabout at the end of Five Island Bridge). Turn right here and then the next right into Park Rd. Turn left at the next small roundabout and follow road thru the carpark to SPASC.

15 Rigging/Launching Area: SPASC has a large parking and rigging area. There are 2 ramps adjacent to the clubhouse to launch and retrieve boats. Vehicles will be available to help your boat access the ramps. Alternative launching facilities are available at Cockle Creek and Marmong Point marina. A jockey wheel should attached to your trailer. Boat Storage: Boats may be stored at the club overnight at your own risk. You may choose to trailer your boat each night or anchor it near the club. There is plenty of anchoring room, but pleased be advised to bring heavy anchor and tackle as the club is exposed to the southerly winds. Accommodation/Camping: There are several accommodation options nearby, see link below. (Camping is available onsite on club grounds. 10 sites are available at $30 per site per night. A refrigerator may also be available in the clubhouse for storage of food etc. Canteen: SPASC has a canteen that will be open for lunches each day and tea/coffee at other times. SPASC does not have a liquor license but entrants are invited to BYOG. Food is also available at outlets at nearby Warners Bay, Boolaroo and Speers Point Park. Other: SPASC is enclosed by Speer Point Park which features plenty of activities for non-sailing family members, such as an open-air Olympic pool complex, parklands, jetty and a large enclosed children’s playground. Evening social events may be organised at nearby hotels and clubs, if entrants request. A presentation ceremony will be held in the SPASC clubhouse as soon as possible after the completion of the last race of the regatta. All are welcome. This segment may seem disjointed as it continues from past Tillerscopes. Each month will contain different aspects of tuning and sailing a TS16. These articles were not produced by the editor, they are archived from past Tillerscopes.

TUNE AND TRIM - CENTREPLATE

We spend a lot of time worrying and wondering about sails, and this is as it should be, but let's not forget some of the other things to which our top skippers pay particular attention. In this edition, we will concentrate on the centreplate.

CENTREPLATE

Do you know that rumour has it that our top skippers actually remove their centreplates every month or so and actually polish them? Some of us don't examine our centreplates from one year’s end to the next. Why not pull the cap off your centreplate case and have a good hard look at what's inside. First of all, examine the centreplate for bend or warp both across and along the plate. If it is warped, it can be straightened fairly easily with a small hydraulic press, or, if you are desperate, a hydraulic car jack wedged in the forks of a substantial tree. Grind, mill, or file the trailing edge in a smooth taper to a sharp edge. Alternatively, a 1/16" flat can be left, but the edges of the flat must be square and sharp. Breaking or a radius on the edge causes drag. The leading edge of the plate should simply have a full radius ground or filed onto it. Do not chamfer or provide a fine entry on the leading edge. Well, we now have a flat, streamlined centreplate, but what about the finish? Galvanising stops rust, but the finish is lousy! Paint it, commencing with a quality 2 pack etch primer, fill any minor blemishes then follow with a good, hard, two pack epoxy paint. Dulux put out an excellent marine paint guide, so check it, or one of their competitors' guides first. Sand the surface back very well before the final coat. After the final coat, allow to dry for several days, and apply a liberal film of silicone car polish. Now you have the perfect centreplate, but what are you going to put it into? Is your centrecase smooth, or is it like mine was, with great knobs of epoxy resin sticking out of it? If you don't want to spoil that beautiful job, smooth the inside of the case as well. Another trick is to apply some 1/32" thick insertion rubber to the bottom, and on each side of the platecase slot where the centreplate comes out. These strips can be placed between the platecase and the brass rubbing strips on the skeg of most boats. The idea is to reduce the turbulence of water by preventing it from surging into and out of the centreplate case. If mounted properly it can also protect the paint on the centreplate. Well, I hope that all this has helped you. It should make your boat go faster, but the greatest value is in the confidence it gives the novice or middle-of-the-fleet skipper in knowing that his boat is in a higher state of tune than it was the last time he raced.

PART 1 FUNDAMENTAL RULES

1. SAFETY

1.1 Helping Those in Danger

A boat or competitor shall give all possible help to any person or vessel in danger.

1.2 Life-Saving Equipment and Personal Flotation Devices

A boat shall carry adequate life-saving equipment for all persons on board, including one item ready for immediate use, unless her class rules make some other provision. Each competitor is individually responsible for wearing a personal flotation device adequate for the conditions.

2 FAIR SAILING

A boat and her owner shall compete in compliance with recognised principles of sportsmanship and fair play. A boat may be penalised under this rule only if it is clearly established that these principles have been violated. The penalty shall be either disqualification or disqualification that is not excludable.

3 ACCEPTANCE OF THE RULES

3.1

(a) By participating or intending to participate in a race conducted under these rules, each competitor and boat owner agrees to accept these rules.

(b) A support person by providing support, or a parent or guardian by permitting their child to enter a race, agrees to accept the rules.

3.2 Each competitor and boat owner agrees, on behalf of their support persons, that such support persons are bound by the rules.

3.3 Acceptance of the rules includes agreement

(a) to be governed by the rules;

(b) to accept the penalties imposed and other action taken under the rules, subject to the appeal and review procedures provided in them, as the final determination of any matter arising under the rules;

(c) with respect to any such determination, not to resort to any court of law or tribunal not provided for in the rules; and

(d) by each competitor and boat owner to ensure that their support persons are aware of the rules.

3.4 The person in charge of each boat shall ensure that all competitors in the crew and the boat’s owner are aware of their responsibilities under this rule.

3.5 This rule may be changed by a prescription of the national authority of the venue. 20 4 DECISION TO RACE

The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.

5 ANTI-DOPING

A competitor shall comply with the World Anti-Doping Code, the rules of the World Anti-Doping Agency, and World Sailing Regulation 21, Anti-Doping Code. An alleged or actual breach of this rule shall be dealt with under Regulation 21. It shall not be grounds for a protest and rule 63.1 does not apply.

The national authority procedural rules required by World Sailing Regulation 21 to implement the World Anti-Doping Code through World Sailing Regulation 21 are set out in the Australian Sailing Anti-Doping Policy as published on the Australian Sailing website.

6 BETTING AND ANTI-CORRUPTION

Each competitor, boat owner and support person shall comply with World Sailing Regulation 37, Betting and Anti-Corruption Code. An alleged or actual breach of this rule shall be dealt with under Regulation 37. It shall not be grounds for a protest and rule 63.1 does not apply.

7 DISCIPLINARY CODE

Each competitor, boat owner and support person shall comply with World Sailing Regulation 35, Disciplinary, Appeals and Review Code (referred to as ‘Disciplinary Code’ elsewhere). An alleged or actual breach of this rule shall be dealt with under Regulation 35. It shall not be grounds for a protest and rule 63.1 does not apply.
