For better or for worse, we are now in a new phase for the UK communications sector. The fully digital age, long hailed, is fast becoming a reality. By the end of this year, for example, nearly one in five households will have moved over to receiving television only via a digital signal. Qefpjfdo^qflkqlafdfq^i^iplfkqbopb`qptfqe The competition that Ofcom has striven to introduce ^mboflalcjljbkqlrpb`lkljf``e^kdb+ into the sector is working for the consumer and citizen Pfk`bLc`lj`^jbfkqlbufpqbk`bqebb`lkljv interest in these tough times as well as in the good. But e^pbkglvbapqolkd^ka`lkqfkrlrpb`lkljf` we also need renewed vigilance for when these interests doltqe+TfqeqebRH^kaj^kvlqebob`lkljfbp are being harmed. Much of Ofcom’s focus for the next qeolrdelrqqebtloiaklt`lkqo^`qfkd)^iipb`qlop year will be on sustaining investment in the sector and ^obcbbifkdqebbccb`qp+Tbe^sb^iob^avpbbk meeting consumer and citizen interest in a world of obarka^k`fbp^ka^rpqbofqvjb^probp_vpljb immense structural and cyclical change. lcqebRHÑp_fddbpq`ljjrkf`^qflkpmolsfabop+ Whatever lies ahead, I am determined that Ofcom Croqebormeb^s^ipelriaklq_bafp`lrkqba+ will be a powerful and vocal agent for the interests of citizens and consumers. I assume the chairmanship of an organisation well placed to deliver against those objectives. My predecessor and Ofcom’s inaugural Chairman, David Currie, has fashioned a lean and efficient organisation that has reduced both its headcount and its budget while regulating a sector of increasing significance to the lives of people in the UK. As we prepare to take on new responsibilities I pay him the warmest of tributes for the work that he has done over the past six years, setting up and running Ofcom and setting a framework for the delivery of competition and the protection of consumers and citizens. We are all in David’s debt for his outstanding work. We do this by putting a huge effort into analysing the markets we regulate to identify new trends, the latest technological shifts, changes in consumer behaviour and new phases in the sector we regulate. Now five years old, Ofcom has moved into a new phase of its development. Watershed year I believe that 2008/9 – the year that saw Ofcom’s founding Chairman David Currie step down to be replaced by Colette Bowe – was a watershed for the organisation. Phase 1, Ofcom’s first five years, was characterised by fixing problems of the previous two decades, in particular opening up bottlenecks to allow competition flow through. In this area we have met with some success. One of the most striking and unreported facts is that the number of unbundled lines – where a communications provider installs its equipment in a BT telephone exchange to offer its own retail services – has grown from less than a quarter of a million to nearly six million in fewer than four years, a direct result of early Ofcom intervention.

John Whittingdale OBE MP, Minister of State for Media and Data UK television audiences are fortunate to enjoy an incredibly broad range of programming and to possess a variety of methods by which to watch it. The Digital Terrestrial Television platform, better known as Freeview, is one of the most popular methods of accessing TV content in the UK. Since its launch in 1998 it has become one of the biggest and best-loved platforms, transmitting the nation’s favourite programmes to 18 million homes across the country. Freeview is also a vital part of the public service broadcasting (PSB) system, ensuring that PSB content is free at the point of use and widely accessible, with nearly 99% coverage across the UK. Public service broadcasting plays an important role in the economic, cultural and democratic life of our country; keeping people informed, educated and entertained. The value of PSB - and the Freeview platform that continues to underpin it - has been particularly evident during the Covid-19 pandemic, as an important source of news, in countering misinformation, and in bringing the nation together through shared moments. PSB and commercial content is provided on the Freeview platform through separate digital networks known as multiplexes, of which there are six nationally. Two of the national multiplex licences - Multiplex 2 and Multiplex A - are expiring in 2022. To renew these licences, the government is required to make secondary legislation.

Tindle MuxCo Channel Islands Ltd (‘TMCI’) was created to establish local DAB digital radio in the Channel Islands, with shareholders who have significant analogue and digital radio experience through broadcasting and multiplex ownership – Tindle CI Broadcasting Ltd and Folder Media Ltd. 2. Tindle CI Broadcasting operates the popular and successful local heritage commercial services in the Channel Islands – Channel 103 and Island FM – which consistently report the highest percentage reach figures in the British Isles, whilst Folder Media has considerable experience as a multiplex operator and content producer, having established the Now Digital and MuxCo networks, and currently managing the MuxCo network as well as multiplexes owned by Wireless Group and Bauer Media. 3. Tindle CI Broadcasting and Folder Media have been developing plans to bring DAB to the Channel Islands since early 2018, initially undertaking research of radio listening habits and digital take-up across the islands, discussing opportunities with Ofcom, and then formally announcing its intention to apply in November 2018. 4. Our ethos is that digital radio should be available in a cost and operationally efficient manner to enable as many organisations as possible to broadcast. TMCI will offer both DAB and DAB+. We believe this is the best way to encourage more stations to join the platform and provide a compelling proposition for digital radio listeners.
