Their analysis is as acute as that of policy analysts, which Lohmann was trained to be. Their purview is as broad as the interdisciplinary field of social work, the field Lohmann teaches. Their vision is that of a poet, which Lohmann proves to be with his original images of the subject of voluntary action. And their writing is as crisp and expressive as that of the social critic, which Lohmann also succeeds at being in this persuasive and original work. I first started reading the papers of Roger Lohmann some years ago and was startled by the power of the metaphors he applied to the world of voluntary action and nonprofit organization. The concept of "the commons" to take the primary example, embodied brilliantly the core value of voluntarism in society: to create a protected space for the collective expression of what people find most important in their lives. I made space for Lohmann's vision in the preface to my own book Mapping the Third Sector when I wrote: "It is within these commons--in neighborhood associations and interest groups, in houses of worship and secular places of contemplation, in nonprofit organizations and social clubs-that people communicate across the chasms between different life experiences and create meaning and value for their lives. It is in these modern commons that people learn the arduous joys of sharing what is good within the complex web of contemporary society." Roger Lohmann has written a book that is in many respects the first definitive large-scale theory of the voluntary and nonprofit sector. Up until now, theory has largely been descriptive (an example is that of Michael O'Neill) or middle-range (the largely economic theories of Henry Hansmann, Estelle James, Dennis Young; the largely sociological work of Albert Meister, David Horton Smith, David Knoke; and the largely political work of me and Jennifer Wolch). Readers, accustomed to earlier theory, should approach this book iv as though they were embarking on a voyage to a new land. Think of it this way: we divide our institutions into four major sectors to accomplish our societal tasks. Corporations and businesses (the first sector) make most of our products and hire most of our labor: they provide jobs that amount to 80 percent of the country's payrolls. Government (the second sector) provides a military capacity and a number of ancillary regulatory and welfare services: it meets about 13 percent of the national payroll. Voluntary and nonprofit organizations (the third sector) address a number of educational, charitable, and membership purposes: their payroll amounts to more than 7 percent of the national total and is supplemented by much valubale voluntary effort as well. Finally, households and informal organizations (such as neighbors, kin, and so on--the fourth sector) perform the lion's share of home management and child raising, though without the benefit of the transfer of cash. What Lohmann does is to help us look at the work of the third sector so that it becomes as familiar to us as that of business, government, and the family. He reminds us that voluntary choice is at the core of this sector, rather than the more febrile legal or economic concepts of "nondistribution constraints" and "sector failure" cited by earlier theorists. Lohmann's broad-scale theory transcends disciplines; it is original, robust, and powerful. Moreover, the theory forces those who believe they know something about this field to think about it anew. The theory of the commons forces those who have swallowed the nonprofit metaphor whole to contemplate the wisdom of their diet. It fortifies those who have seen in voluntarism the core value of the sector with the power of that vision, both in empirical reality and normative preference. And it invites those who have yet to approach the work of the third sector to do so in a clear and caring fashion. The Commons is a significant work. It has the potential of defining a field at the point of its full scholarly emergence. The author has done his work: it is now for the rest of us to read, learn, and apply. Camden, New Jersey Jon Van Til August 1992 v PREFACE Sometimes the most familiar objects can be extremely difficult to speak and think about clearly. Such is the case with the patterns of human association we ordinarily denote as “nonprofit organization” and “voluntary association.” Empirical findings and middle-range generalizations about such entities are expanding very rapidly; in the process, however, some of our cherished assumptions about the exceptional role of volunteerism in American culture and the charitable nature (or lack thereof) of nonprofit purposes are eroding or being transformed. Conventional categories, such as the distinction between “profit” and “nonprofit” motives or orientations, and broad distinctions between competition, cooperation, and conflict are no longer sufficient in a global village of pluralistic cultures, insecure families, bureaucratic states, and mixed economies. Nonprofit and voluntary action studies have a major problem of theory. For many readers, theory is an ugly, intimidating term that suggests irrelevance and impracticality. For others, theory has very exacting connotations of assumptions, precisely defined terms, and clearly states propositions. The Commons seeks to be theoretical in neither of these senses: it seeks to talk generally (and interestingly) about the social, economic, and political structures and processes of nonprofit and voluntary action and at the same time to redraw some of the major internal and external boundaries of the field. In undertaking this task, I made an effort to recondition some traditional, and even archaic, terms and to draw attention away from preoccupation with nonprofit corporations as sole representatives of the field as a whole. Nonprofit organizations, voluntary associations, and several other distinct types of related organizations are, in the theory which is offered here, subsumed within a larger category called the commons. Audience The Commons is written for all those who care deeply about the practice of social democracy and who continue to marvel at the multitude of ways in which people with similar interests seek out one another and commit themselves to shared purposes and joint vi actions of all types. In particular, the theory of the commons is addressed to investigators, students, and practitioners of the several subfields of the science of association, which de Tocqueville called “the mother science”: social workers, sociologists, political scientists, economists, anthropologists, psychologists, lawyers, fund raisers, accountants, foundation staff members, volunteer coordinators, grant writers, and anyone else with a serious intellectual interest in this fascinating topic. Organization of the Book The introduction sets out the nature of the task undertaken in this book; it is built around and addressed to the expanding group of nonprofit organization and voluntary action researchers whose current quest is defining a commons devoted to the study and understanding of common action. Chapter One reviews the current state of nonprofit and voluntary theory. Nonprofit corporations and nonprofit organizations are considered, along with nonprofit, voluntary, third, nongovernmental, independent, and various other sector conceptions. Chapter Two sets out a basic theoretical framework called the theory of the commons. It begins with a consideration of eight alternative assumptions, and thus systematically attempts to adjust the theoretical footings of nonprofit and voluntary action theory. The chapter highlights the marginal status of nonprofit “firms” and shifts the focus to the much broader category of associations, clubs, groups, and gatherings that make up the commons. The term commons and its adjective form, common, are elaborated in terms of participation, shared objects and resources, mutuality, and fairness. Endowment is said to encompass cultural, as well as material, resources. Civilization is said to be the endowment of societies and cultures. The positive implications of patronage in terms of support and protection are emphasized.

    Philanthropic Giving through Municipalities in Israel - an alternative or a threat to the future of philanthropy Avishag Rudich-Cohn Background Giving to municipalities in the United States dates back to the inception of modern philanthropy to the country as donations from individuals supported ‘‘public’’ institutions (Dubkin Hall, 1987). In Europe as well, the boundaries between philanthropy and local authorities were sometimes bleared as rulers and wealthy individuals have donated property for the public use of the municipality, built hospitals, handed out food, and set up different programs to assist the poor (Roberts, 1996). The evolvement of nonprofit sector separate from the state and the legal distinction between the government and nonprofit sectors emerged clearly only in the twentieth century (Dobkin Hall, 1987). When modern philanthropy is discussed it is diverged between giving to Individuals and giving to organizations. While the first is characterized as an older “out of date” form of charity, the main one is vis-à-vis civil society institutions (NPO”s and the like) as providing the financial infrastructure needed to convert civil society’s initiatives and ideas into social programs and organizations (Frumkin, 2006 pp. 374). The “pre-modern” arena of giving through municipalities still exists yet was hardly studied (Irvin & Carr, 2005). The work on the subject has focused mostly on the question why private philanthropy to government entities occurs and what 1 goods and services it funds yet another question should be asked - what can we learn from this arena on giving to government agencies and about the functions such giving fulfils. Israel is an interesting laboratory to examine such relationship of giving between philanthropy and government from several reasons- First, the country’s philanthropic culture is unique.

    KATERINA ROZAKOU Socialities of solidarity: revisiting the gift taboo in times of crises This article addresses solidarity and the opening of social spaces in the relations between refugees and residents of Greece who try to help them. ‘Socialities of solidarity’ materialise alternative worldviews; they are loci for the production of lateral relationships; places inhabited by the prospects that derive from the political production of sociality. The article discusses the ‘gift taboo’, dominant in the pre-crisis era, that reflects the risks of giving to the formation of horizontal relationships. In the contemporary ‘European refugee crisis, and other crises, the gift taboo has collapsed, posing challenges to the egalitarian visions of sociality. Key words sociality, solidarity, gift, European refugee/migrant crisis, Greece Introduction In 2015, an unprecedented stream of material aid was transported to Greek islands from all over the world and different parts of Greece in order to address the ‘European refugee crisis’ in the country. The recipients of these offerings were various solidarity initiatives and associations, some of which had recently emerged as a response to the huge numbers of people who crossed the Greek–Turkish sea borders. Delivery companies undertook the pro-bono transfer of parcels to non-governmental organisations (NGOs) and collectivities. A single transport company transferred more than 6,100 packages, weighing over 95 tons, between November 2015 and January 2016.1 Storehouses were full of clothes, food and other items. The Internet was flooded with crowd-funding campaigns by people from abroad who gathered contributions in order to travel and volunteer in different parts of Greece.

    Toward Anarchist and Autonomist Marxist Geographies Nathan Clough1 University of Minnesota, Duluth [email protected] Renata Blumberg University of Minnesota, Twin Cities [email protected] Introduction In recent months, the Occupy movement has reinvigorated the imagination of the Left in the United States and elsewhere, by moving radical politics in new directions and creating spaces based upon participatory and non-hierarchical modes of organizing. Anarchist, autonomist Marxist and libertarian socialist ideas have played critical roles in imagining and enacting Occupy spaces, achieving renewed influence in the process. Writing about this turning point in politics for The Nation, Nathan Schneider states: “The anarchists’ way of operating was changing our very idea of what politics could be in the first place. This was exhilarating” (2011 unpaginated online source). This volume brings together geographic scholarship on anarchism and autonomist Marxism for the first time. That anarchism and autonomist Marxism have been deeply implicated in the alter-globalization movement of the past decade cannot be denied. For example, radical movements such as Ya Basta!, the edu-factory movement, European movements of students and precarious workers, and the contemporary Industrial Workers of the World union in the United States have integrated autonomist Marxist theory into their broadly anti-authoritarian and anarcho- syndicalist perspectives.

This poses a problem for the Polanyian theory of the countermovement, which conflates social resistance to the market with actual decommodification and incorporation of labor. I then pose the question, why is labor strong enough to win major legislative and policy concessions from the state, but not strong enough to significantly benefit from these policies? The “partial” nature of the countermovement can be explained with reference to the dynamics of labor politics in China, and specifically the relationship between migrant workers, unions, and the state, or what I refer to as “appropriated representation.” Because unions in China are an invention of the state, they have good access to policy makers but are highly illegitimate amongst their own membership, i.e. strong at the top, weak at the bottom. Labor’s impotence within enterprises means that pro-labor laws and collective agreements frequently go un-enforced.

    Copyright 2014 Janine Giordano Drake BETWEEN RELIGION AND POLITICS: THE WORKING CLASS RELIGIOUS LEFT, 1880-1920 BY JANINE GIORDANO DRAKE DISSERTATION Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in History in the Graduate College of the University of Illinois at Urbana-Champaign, 2014 Urbana, Illinois Doctoral Committee Professor James Barrett, Chair Professor David Roediger Associate Professor Kathryn Oberdeck Associate Professor Jonathan Ebel ABSTRACT Between Religion and Politics: The Working Class Religious Left, 1880-1920 makes two main arguments: First, through an analysis of socialist print culture and party meeting minutes, it argues that Christianity animated socialist culture in the late nineteenth and early twentieth centuries. Moreover, wage earners within socialist circles, and especially the emerging Socialist Party of America, used these working class spaces as their alternative to a church. They preached and prayed together, and developed a socialist Christian theology of cooperation, personal sacrifice, and a future “Christian Commonwealth.” While the Socialist Party of America was by no means a Christian Socialist movement, it served as a welcome spiritual home for the many working class Christians who melded their socialist convictions with their faith. Christian, Jewish, and agnostic socialists worked together under the banner of the emerging Socialist Party of America. By 1912, the number of socialist Christians outside the churches was so great that the new Protestant denominational federation, the Federal Council of Churches, organized a series of nationwide campaigns to root out socialists from industrial workforces and draw politically neutral Christians into the churches.     The time for action is now! Anarchist theory, critical pedagogy, and radical possibilities Abraham P. DeLeon University of Connecticut, USA "When the rich assemble to concern themselves with the business of the poor it is called charity. When the poor assemble to concern themselves with the business of the rich it is called anarchy." Paul Richard Rudolf Rocker (1989), a 19th century anarchist, proclaimed that anarchist theory was separate from a state driven, hierarchical socialism in that, “…when a revolutionary situation arises they [the people] will be capable of taking the socio-economic organism into their own hands and remaking it according to Socialist principles” (p. 86). Arising from the idea that small cooperatives of people could form without the need of a coercive and hierarchical state, Rocker envisioned a society that was based on cooperation, community participation, and mutual aid. Rocker’s vision of society, and other anarchist-communist (or anarcho-syndicalist) theorists, is especially relevant in a time that has seen a “war on terror” that was not supported by the global community, the rollback of civil liberties with legislation such as The Patriot Act, and educational laws such as No Child Left Behind that are focusing on narrowly-defined “standards” for public schooling. Historically, anarchists have been marginalized in academic literature, but have still been involved in radical political struggles throughout the world (Bowen, 2005; Chomsky, 2005; Day, 2004; Goaman, 2005). Within radical circles, anarchist literature has begun to gain popularity over the past several years (Bowen & Purkis, 2005). An anarchist presence can be seen in the anti-globalization movement, the “Black Bloc” protests against the IMF and World Bank, and other smaller, localized resistance efforts such as Anti-Racist Action (ARA) and Food Not Bombs (Bowen, 2005; Goaman, 2005).
