Three years ago no-one really expected the valley lines to be electrified, let alone contemplation of a Metro in South East Wales. This is now a real prospect and I was delighted that the Minister for Economy, Science and Transport, Edwina Hart, asked me to lead this Metro study to help frame the development of what will be the most important project in Wales for a generation. -

I have been involved in the South Wales Metro since 2010 in various roles, including: • Author of 2011 report, “A Metro Wales Capital City Region1” commissioned by the Cardiff business Partnership and published by the Institute of Welsh Affairs • Author of, “A Cardiff City Region Metro: transform | regenerate | connect2” in 2012/3 developed with the Metro Consortium and published by the Institute of Welsh Affairs • Author and led the development, of the Welsh Government commissioned, “Metro Impact Study3” in 2013 • Led development of South Wales Metro for Welsh Government (PT) Nov 2013 – Jan 2016 • Strategic Support (PT) to MTR’s bid to develop the South Wales Metro July 2016-Nov 2017. To set out a strategic proposal to support the RTA in transitioning to a place where it widens its remit past co-ordinating transport planning and investment in partnership with the Welsh Government for City Deal-specific programmes, to enable it to play a role in co-ordinating, aligning and leveraging transport planning and investment for all regional strategic programmes, including: • being a regional point of co-ordination for complementary Welsh Government (WG) / CCR programmes; • an integrated and effective Regional Bus Network proposal as identified at appendix 1; • develop its first strategic publication setting out the Regional Rail Priorities for CCR – which, in anticipation of the Western Gateway Sub- National Transport Plan work, ‘levelling-up’ asks and offers and, wider opportunities that will arise via the COVID-recovery response. The first part of this work is set out in the proposed draft document ‘Strategic Rail Vision & Priorities for Cardiff Capital Region’ as attached at appendix 2. Gabalfa 1 Gabalfa
Gabalfa 1 Gabalfa Geographical coordinates: 51°30′00″N 3°11′38″W Gabalfa is a district in the north of the city of Cardiff, capital of Wales. It is characterised by an enormous fly over road which is part of the large Gabalfa Interchange, and crosses the A48 road in a north-south direction. The area is also the site of the All Nations Centre. The name is derived from the Welsh 'Ceubalfa', which is literally translated as 'place of the boat'. It was formerly the site of a ferry crossing across the River Taff, upon which a school is now built.[1] Gabalfa electoral ward of Cardiff The electoral ward of Gabalfa lies within the parliamentary constituency of Cardiff North. Gabalfa is currently served by two Liberal Democrats councillors - Ed Bridges, who was elected in the 2004 council elections, and Cathy Pearcy, who was elected in a 2002 by-election following the death of an incumbent Welsh Labour Party councillor. It is bounded by Heath to the north, Cathays and Riverside to the south, and Llandaff North to the northwest. Transport The area is known for the Gabalfa Interchange (also known as the Gabalfa flyover) where the A48 Eastern Avenue, A470 North Road, and the A469 Whitchurch Road (south)/Caerphilly Road (north) meet. Cardiff Bus' service 35 bus circles the area before heading to Cardiff Bay via Cathays and Central station. Services 1/2 Bay Circle run along Western Avenue towards Heath or Llandaff.
