Most of the country is in a semi-arid zone, with distinct short winter (wet) and long summer (dry) seasons, and a low annual rainfall of around 500 mm (an overall multi-annual average). The country can be divided into two climatic regions: (1) the southern arid/semi-arid areas have very low annual precipitation (<100 mm) and consist of the Negev Desert and the Arava Valley; this arid zone extends also to the Jordan Valley where annual rainfall is below 300 mm; (2) the central-north of the country that has a temperate, Mediterranean climate and a relatively high annual rainfall (>600 mm). Israel has suffered from a chronic water shortage for years. In recent years, however, the situation has developed into a severe crisis; since 1998, the country has suffered from drought, and the annual rainfall was short of the multi-annual average in most of the years.

    Phase I – November 18, 2012 Immediate Relief and Direct Services to Vulnerable Populations 1. Recreational Day Activities for Children and Youth (JAFI) – Children and youth from across the South were invited to join day respite trips during the current crisis. The purpose of these trips was to bring some relief to children who had experienced great stress and difficulties during the crisis, and to provide their parents with a sense of relief while their children were safely cared for. The immediate action was also of importance in conveying to the local communities that they are not alone in a time of crisis. This allocation allowed for 8,699 children from impacted areas to be taken on respites. Youth were invited to join these respites from the following cities and regional councils (R.C.): Gedera, Eshkol R.C., Sha'ar HaNegev R.C., Sdot Negev R.C. Hof Ashkelon R.C., Sderot, Merchavim R.C., Ofakim, Netivot, Shafir R.C., Kiryat Malachi, Bnei Shimon R.C., Be'er Sheva, Absorption Centers in Kiryat Gat, Ashkelon, and Ibim. 2. Victims of Terror (VOT) Fund (JAFI) - The Victims of Terror Fund answers the urgent needs of Israelis whose lives are profoundly disrupted by terror and armed conflict in Israel. The Fund provides counseling, emergency grants, and instrumental assistance to individuals and families, including: medical equipment, treatment and other help that is not provided by the State. Emergency cash grants are disbursed in the immediate aftermath of an event while larger sums for things such as tuition assistance, rental or mortgage payment assistance, basic furnishings, repairs and home equipment, and counseling, may be provided at a later date.

About JNF UK In 1901, at the Fifth Zionist Congress in Basle, the Jewish National Fund/Keren Kayemet LeIsrael (JNF/KKL) was founded. JNF/KKL was the vision of Theodor Herzl who, having witnessed incidents of anti- semitism came to believe that it was time for Jews to return to and rebuild their ancestral homeland. To pursue this end, Herzl proposed the establishment of an organisation to purchase land for an independent Jewish state in Eretz Yisrael. In July 1939, JNF Charitable Trust (JNF CT) was registered as a charity in England and Wales. JNF CT is also known as JNF UK, a name it uses in order to avoid confusion. In our early years we bought land, planted trees, drained swamps, and built the infrastructure for a functioning state. Today JNF has adapted its mission to meet the challenges facing the State of Israel in the 21st Century. We aim to develop new communities and regenerate rocket-stricken towns in the Negev, tackle unemployment, and help underprivileged youth. 1 Chairman’s review 2013 has been yet another successful year for JNF UK.
