Though Kurds have their own regional parliament in Erbil, since the 2003 US-led invasion of Iraq that removed Saddam Hussein, they have been participants in the Iraqi parliament and government, based on votes they gained in the past few elections. In the 2010 elections, they won 57 seats in Iraq’s 325-seat parliament, most of their weight originating from the three provinces of Erbil, Duhok and Slêmanî that make up the Kurdistan Regional Government. In the outlying provinces of Kirkuk, Nineveh and Diyala that border the Kurdistan Region, there is a significant Kurdish population which often votes for the Kurdish parties.

    Iraqi Kurdistan’s Bid for Independence: Challenges and Prospects Mustafa Gurbuz January 25, 2017 Masoud Barzani, the leader of the Kurdistan Regional Government (KRG) in Iraqi Kurdistan, has expressed his expectation for “a big change” in US policy under President Donald Trump, adding that many of the officials assuming high positions in the Trump Administration are his personal friends or well acquainted with him and the Kurdistan region. In an interview on January 19 with The Washington Post at the World Economic Forum meeting at Davos, Barzani declared that “the time has come” for a fully independent Kurdistan recognized as a nation-state. “It is neither a rumor nor a dream. It is a reality that will come true. We will do everything in order to accomplish this objective, but peacefully and without violence,” said Barzani. “We will do our best to achieve that objective as early as possible,” he added. What are the implications of an independent Kurdistan? What will be the position of the Trump Administration on this issue? Given the unpredictable conditions in an increasingly sectarian Middle East and the unfinished war against the Islamic State in Iraq and the Levant (ISIL), the outcome of the Kurdish drive for independence will be determined by three major factors: (1) negotiations over the disputed territories in Iraq, (2) attitudes of regional powers, namely Turkey and Iran, and (3) intra-Kurdish competition for becoming a champion of Kurdish national identity. This includes whether claims are likely to justify the granting of asylum, humanitarian protection or discretionary leave and whether – in the event of a claim being refused – it is likely to be certifiable as ‘clearly unfounded’ under s94 of the Nationality, Immigration and Asylum Act 2002. Decision makers must consider claims on an individual basis, taking into account the case specific facts and all relevant evidence, including: the policy guidance contained with this note; the available COI; any applicable caselaw; and the Home Office casework guidance in relation to relevant policies. Following the Kurdish uprising against the dictator in March 1991, Hussein used his helicopter gunships and tanks to attack the people who had risen up against his regime. Fearing that Hussein would use chemical weapons again, up to 2 million Kurds fled to border mountains of Turkey and Iran, where they were stranded, facing death from exposure to the elements, malnutrition and disease.
