Through the years, the Academy has made the ASM the vehicle for the presentation and discussion of topics and issues of current interest, which can provide the bases for needed S& T policies. This year's ASM is no different, as it focuses on biology, and how this scientific discipline inter! inked with other disciplines can contribute to human w elfare. Greetings to the hardworking and dynamic men and women of the National Academy of Science and Technology (NAST) as well as its partners, organizers and guests.

Your chosen theme this year, "The Century of Biology," stresses the role of biology and focuses our attention on the advances made in this field, which have shaped and dramatically shaped our lives. In today's ASM, the Academy aims to explore and analyze how these advances have likewise influenced other sciences. This inter­ disciplinary effort hopes to redound to the improvement of our informed use of advances in science for sustainable human development.

I commend NAST for living up to the goals of the organization, whose members are composed of respected scientists and academicians. I am confident you, as the beacon of scientific knowledge and enlightenment, will further enhance and uplift the standards of science and technology in the country. May you continue to inspire others in all your collective undertakings as we hurdle the challenges of the 2P1 century.

Such initiatives have led the national government in determining policies that are geared towards our common goal of national development.

We, in the Biological Sciences Division, are privileged to have been tasked with organizing this Meeting. Through this ASM, we hope to direct our minds to the appreciation of the exciting recent advances in the life sciences. We hope that the discussions of this day and the next will sensitize us to the poss ibilities of the new biology and inspire us to develop further its potential for the common good.

Thank you for being here. I hope you will emerge from this meeting with renewed dedication to utilize your talents and energies for bringing us closer to a more prosperous and progressive Philippines anchored on science.

5 KAST ff~Wty The National Academy of Science and Technology is the symbol of the nation's commitment to science. The proposal for its creation originated from the University of the Philippines and was heartily endorsed by the National Science Development Board (the predecessor-agency of the Department of Science and Technology) to the President of the Philippines. On October 6, 1976, the National Academy of Science was created by Presidential Decree 1003. A subsequent amendment established instead the National Academy of Science and Technology and expanded the base of the NAST membership. The science community was then invited to submit nominations of the most eminent among their number to be members of the Academy. The President of the Philippines named ten scientists representing a wide range of disciplines to be the first Academicians in 1978. Henceforth, nominations have continued to come from the scientific community but their election as Academicians is the prerogative of the members of the Academy alone, following their strict rules of review and selection. Every Member is distinguished, known nationally and internationally in his or her own right. Collectively, the Academy represents the best of what this country has produced in science and technology. The Annual Scientific Meetings started in 1978 and has since earned the distinction of being the most prestigious Philippine scientific conference. The NAST Transactions, composed of papers presented in the ASM, is the annual journal of the Academy. NAST also publishes books and monographs based on studies of its members and other renowned scientists.

The Academy is a select group of fifty (50) living members all of whom have made outstanding contributions to science and technology in the Philippines and internationally. They are clustered into six divisions: Agricultural Sciences Division, Biological Sciences Division, Chemical, Mathematical and Physical Sciences Division, Engineering Sciences and Technology Division,

Health Sciences Division, and Social Sciences Division. From their ranks come the very few who have been conferred the rank and title of National Scientist by the President of the Philippines. They are world-class scientists who have done our country proud through their significant contributions to their chosen fields of scientific inquiry, and who through their original insights and findings have enriched our understanding of the human condition and the material universe around us. Their original contributions are of lasting value to humankind.

In any nation, the science academy plays an important role as an adviser to the government and the science community. It is the body that the government turns to for objective advice on science and technology. The Academy, through its advisory activities, addresses issues and concerns on S& T at national and local levels.

Suggestions on S& T issues and concerns for research and roundtab/e discussions are welcome and are considered by the NAST Executive Council.

7 The Academy recognizes outstanding achievements in science and technology made by Filipino scientists and institutions in all fields of science. The NAST awards include the Third World Academy of Sciences (TWAS) Prize for Young Scientists in the Philippines, recognition of Outstanding Young Scientists (OYS}, NAST-Du Pont Talent Search for Young Scientists, NAST-Hugh Greenwood Environmental Science Award, Pro Scientia Transformatrix Award, NAST-LELEDFI Award for Outstanding Research in Tropical Medicine, Outstanding Scientific Papers, Outstanding Books, Outstanding Monographs, Outstanding Science Communicators, and the Magsaysay Young Engineers/Technologists Award.

Deadline for submission of nominations is on the last working day of November.

Since 1978, the Academy has forged international and national scientific linkages with other science, engineering, and technology academies and similar organizations. These linkages aim to: (1) promote collaborative efforts among Filipino scientists, and between Filipino and foreign scientists; (2) promote and encourage scientific cooperation through scientist exchange visits with science academies; (3) endorse participation in international conferences, meetings, fora, seminars, workshops, and similar scientific activities; and (4) publish and exchange scientific literature. The most active linkages are those with various national academies of science, including the Academy of Sciences Malaysia, Academie des Sciences of France, Australian Academy of Sciences, Chinese Academy of Sciences, Deutsche Forschungsgemeinschaft, Indian National Science Academy, Korean Academy of Science and Technology, Malaysian Scientific Association, Pakistan Academy of Sciences, Philippine-American Academy of Science and Engineering, Royal Society of London, The Royal Swedish Academy of Sciences, Turkish Academy of Sciences, and US National Academy of Sciences to name a few.

Through these scientific linkages, interested scientists may seek grants for scientific and technological undertakings, including fellowships, research grants, study visits, and grants for other collaborative projects from the academies associated with the National Academy of Science and Technology.

Tlrw: THE CENTURY OF BIOLOGY

Considered the biggest gathering of scientists, academics, opinion- and policy­ makers, and government and private sector leaders, the Annual Scientific Meeting serves as the leading forum forthe presentation of new findings, researches, and information in science and technology. The two-day scientific meeting culminates in the formulation of policy recommendations for legislative and executive actions and for consideration of other concerned agencies and institutions.

The theme of this year's ASM is 'The Century of Biology." With its recent advances, biology is in the midst of unprecedented waves of innovation. New research technologies are accelerating the pace of discovery in the life sciences, not only deepening the understanding of life, but opening it to the possibility of manipulation.

For this year, papers will be presented on the various areas of biology - what the new biology has brought us, what exciting developments are in the pipeline, what benefits (or risks) may be expected, and what is the status of Philippine biology vis-a-vis these developments. Each division of NAST will deal with biology-related topics in their own areas in their resective plenary sessions.

In charge of this year's ASM is the Biological Sciences Division chaired by the NAST President Emil Q. Javier. The other members of the Division are National Scientists Clare R. Baltazar and Jose R. Velasco, and Academicians Angel C. Alcala, Filomena F. Campos, Magdalena C. Cantoria, Veronica F. Chan, Edgardo D. Gomez, Salcedo L. Eduardo, Asuncion K. Raymundo and Prescillano M. Zamora.

In recognition of her outstanding contributions to the genetic analysis of important Philippine crops such as coconut, Luffa , Momordica and various medicinal plants through techniques that traverse cytogenetics to more advanced techniques of isozyme and DNA markers and microarrays. Her studies have contributed to a better understanding of the diversity, compatibility, and phylogenetic relationships of such crops and further elucidation of differences of makapuno and normal coconut at the molecular level. Her researches have also enriched the eight laboratory manuals in genetics and cytogenetics, which she and her co-authors have published and which have benefited many students in the past ten years.

GRECEBIO JONATHAN D. ALEJANDRO, Ph.D. Botany Research Center for the Natural Sciences University of Santo Tomas

In recognition of his pioneering work on the phylogeny in the genus Mussaenda Burm. ex L and its allied genera in the Family Rubiaceae using molecular techniques. His contributions, the first revisions in the systematics of Philippine Rubiaceae beyond the enumeration by Merrill in 1923, established a new genus, Bremeria including 19 new combinations for Mussaendeae, and five new species and a variety of Philippine Mussaenda, and proposed new circumscription of Mussaenda sensu stricto. This information is invaluable in selecting species with possible medicinal value, for identifying species with ornamental potential and for describing species most meaningful for phylogenetic studies. Dr. Alejandro's descriptions are coded in the DELTA (Descriptive Language for Taxonomy) database for interactive identification and information retrieval. His results have been presented before international and national scientific organizations in various conventions, symposia, and congresses and have been published in internationally and nationally recognized journals on botanical systematics. 23 ARTURO 0. In recognition of his significant contributions in the field of fundamental and applied seaweed biology and biotechnology. He helped develop laboratory-based micropropagation techniques for the seaweed Kappaphycus alvarezii, the Philippines' third highest revenue-generating fishery product, which not only allowed the long-term conservation of germplasm but also generated a practical land-based seaweed nursery technology prior to grow-out in open-sea farms. His pioneering studies in on­ farm strain selection and characterization provided the bases for more systematic and comprehensive plant improvement work on Philippine seaweeds parallel to conventional plant breeding on land crops. In support of the work of Kappaphycus strain improvement, he explored their genetic diversity through DNA fingerprinting. Likewise, with the use of expressed sequence tags (ESTs). he characterized a number of carbohydrate metabolism-related genes in red seaweed GracHaria and described a genomic organization in this rhodophyte that is atypical of eukaryotes.

His work on Mlnimally Invasive Surgery (MIS) in Gynecologic Oncology such as the triple incision technique for vulvar cancer and the radical vaginal hysterectomy with extraperitoneal lymphadenectomy for cervical cancer has decreased the length of hospital stay, the number of days patients have to be retained with in dwelling catheters and the number of surgical site infections, and has decreased the post-operative pain the patient experiences.

ROLLIN P. TABUENA, M.D. Pulmonary Medicine lloilo Mission Hospital, Department of Internal Medicine lloilo City

In recognition of his significant research contributions in the field of pulmonary medicine specifically on interventional bronchoscopy. His studies on interstitial lung diseases emphasized the importance of using bronchoalveolar lavage (BAL) as a tool to provide clinicians clinico- pathologic baseline information to develop a novel strategy to treat this type of chronic progressive pulmonary fibrosis in the near future. As an evidence of his outstanding performance and commitment to his chosen field, he has authored and co-authored many scientific medical papers that have impact on the health sciences in general and in Pulmonary Medicine in particular. Moreover, as a Monbukagusho fellow in Respiratory Medicine in Kyoto University, he conducted researches on the (1) cell profiles of bronchoalveolar lavage fluid as prognosticators of idiopathic pulmonary fibrosis/usual interstitial pneumonia, (2) nonspecific interstitial pneumonia, (3) diabetes insipidus from neurosarcoidosis, and (4) the role of computed tomography studies in examining the airway dimensions in patients with classic asthma and cough variant asthma, resulting in several publications either as a lead researcher or as co-researcher, in internationally recognized journals.

In recognition of her significant contributions in establishing the scientific framework for the application and adoption of forensic DNA technology in the Philippines judicial system through (1) the systematic buildup of a reference genetic database of the Filipino population, including Philippine indigenous groups; (2) validation of DNA forensic procedures and their acceptance by the judiciary; (3) training and capability building among personnel of law enforcement agencies, and 4) a proactive information and communication campaign to educate the national leadership, Congress, the judiciary and the general public on the value and reliability of DNA technology in human identification. Her advocacy and effective leadership in promoting the development offorensic DNA technology paved the way for the establishment of the National DNA Technology Center which is mandated to manage the National DNA database by virtue of House Resolution No. 659.

In recognition of her pioneering work and outstanding contributions to medicine specifically in the field of infectious diseases. Her pioneering researches in the various fields of infectious diseases include antimicrobial resistance, acute respiratory infections in childhood , sexually transmitted diseases, and rheumatic fever and streptococcal diseases, among others. Outside the academe and in the private sector, she continued her work focusing more recently on tuberculosis and its control. She founded the Tropical Disease Foundation, Inc. (TDF), a non-stock, non-profit organization to undertake researches and provide training and services in the control and management of tropical infectious diseases of public health importance. To date, the TDF has established its relevance to the country's needs as it supports the country's health programs in partnership with the Department of Health, through various grants, donations and endowments. Foremost of this is the Global Fund against AIDS, TB, and Malaria (GFATM) for which the TDF is the Principal Recipient, bearing the distinction of being the fi rst private non-government organization to serve as Principal Recipient. Her tireless work in the field of TB has given her recognition as a chair of the Stop-TB Partnership Working Group on Multi-drug Resistant Tuberculosis (MOR-TB). More recently, she was elected as member of the Board of Directors of the Global Alliance for TB Drug Development. Together with her young colleagues, their pioneerir1g work on the management of MOR-TB has won the distinction of becoming the very first approved pilot project on DOTS-Plus for MOR-TB by the Green Light Committee of the STOP TB Department, W HO and being the only such project in Asia.

In recognition of his outstanding contributions to the wheat breeding program of Centro Internacional de Mejoramiento de Maiz Y Trigo (CIMMYT) and in the rice breeding program of International Rice Research Institute (IRRI). At CIMMYT, he was actively involved in the evaluation of breeding lines, synthetic hexaploids, and interspecific hybrids resulting in the development and release of more than 150 improved wheat varieties that have been grown in 36 countries. He also worked on innovative breeding methods including the exploitation of wild relatives of wheat and the incorporation of slow rusting as a resistance trait against leaf rust of wheat. At IRRI, in addition to his active participation in the lowland rice breeding program which produced numerous improved varieties and superior breeding lines, he also pioneered the breeding for horizontal resistance against rice blast. At CIMMYT, Dr. Villareal was the Head of the wheat training program involving multi-specialty groups. In the span of 18 years, the program graduated more than 600 young scientists who have become the pillars of wheat research and development programs in 80 developing countries. As Coordinator for Asia of Cornell University's Transnational Learning Program, he was instrumental in the development of distance learning modules for agricultural biotechnology in the universities in several Asian countries including the Philippines.

DR. TUAN-HUA DAVID HO Director and Distinguished Research Fellow Institute of Plant and Microbial Biology Academia Sinica, Taiwan

Dr. Ho is currently the Director and Distinguished Research Fellow of the Institute of Plant and Microbial Biology, Academia Sinica, Taiwan . He is also a visiting professor at the Institute of BioAgricultural Sciences, Academia Sinica, Taiwan.

He has extensive background in the field of biological sciences specifically in the areas of plant biology, developmental biology, and molecular genetics.

Dr. Ho discovered a single gene in barley that controls several traits- height, maturity, drought resistance and strength. Moreover, he has genetically engineered a molecular switch that could turn on the process of such a gene. Impacts on agriculture could be Immense. American farmers could save more than $150 billion lost each year to environmental stresses such as heat, cold and salinity. His research interests include the developmental transition from embryogenesis to seed germination, a process governed by two phytohormones, gibberellins (GA) and abscisic acid (ASA). Since plant embryos are very resistant to environmental stresses such as drought and cold, they have also studied the role of stress-induced proteins in plants.

Dr. Tuan-Hua David Ho finished his BS in Botany from Taiwan National University in 1970 and his PhD in Biochemistry from Michigan State University.

Dr. Ho is recipient of numerous awards including the ISi Most-cited researcher in Animal and Plant Science since 2003. He also served as member of the editorial boards of various scientific journals and in various capacities in different international organizations. He has under his name more than hundred publications.

HON. ESTRELLA F. ALABASTRO Secretary Department of Science and Technology

Dr. Estrella F. Alabastro who was appointed as Secretary of the Department of Science and Technology in March 2001 is the first lady Secretary of the Department.

Dr. Alabastro was DOST Undersecretary for Research and Development in 1995-1998; Executive Director of the Philippine Council for Industry and Energy Research and Development (1991-1995); Chair of the National Committee on Biosafety of the Philippines; Chair of the ASEAN Committee on Science and Technology, and Project Director of the successful OECF-World Bank funded Engineering and Science Education Project, among other designations.

A registered Chemical Engineer and Career Executive Service Officer, Dr. Alabastro earned her BS Chemical Engineering cum laude at UP Diliman in 1961. She went to Rice University in Houston, Texas for her MS Chemical Engineering (1965), and PhD in Chemical Engineering (1967).

In 2000, Dr. Alabastro was given the Professorial Award in Home Economics by the UP Alumni Association. She was also honored as Most Outstanding Alumna of the UP College of Engineering in 1997. She is a Founding Fellow and the only Filipino member of the International Academy of Food Science and Technology. Among previous important positions that Dr. Alabastro held include: Dean of UP College of Home Economics ( 1984-1990); President, Philippine Association of Food Technologists (1979, 1990 and 2000); Vice President, Philippine Association of Nutrition (1987), and Vice President for Publications of Federation of Institutes of Science and Technology in ASEAN (1991-1994).

Dr. Alabastro was editor of several food-related publications, has conducted extensive research works, and is principal author and co-author of numerous research papers and handbooks on food engineering and processing.

"Nina" or "EFA" --- as she is fondly called by friends and colleagues --- is married to Edgard Garcia Alabastro. They have three children.

Dr. Allan B. I. Bernardo is a cognitive psychologist and educational psychologist who is currently Full Professor, University Fellow, and holder of the Br. Arthur Peter Graves Distinguished Professorial Chair in Education in De La Salle University-Manila. He is also the current Director of the Lasallian Institute for Development & Educational Research and the Chair of the CHED Technical Panel on Teacher Education. He is the current President of the Psychological Association of the Philippines. He was Dean of the College of Education of DLSU­ Ma nila from 1998-2003, and Vice President for Academics and Research from 2003-2005. His researches have been published in local and international journals of psychology and education, and he is one of the most prolific scholars in the social sciences in the Philippines. He has received a number of awards for his teaching, research, and publications. Most notably, he was given the Outstanding Teacher Awards both by the University of the Philippines, Diliman, and De La Salle University-Manila; Outstanding Young Scientist Award in 1995; 1996 International Award for Literacy Research by the UNESCO; 1996 Spencer Fellowship for Research in Education by the U.S. National Academy of Education (becoming the first Filipino to receive this honor); 2002 Achievement Award in Social Science Research given by the National Research Council of the Philippines; and The Outstanding Young Men (TOYM) by the Philippine Jaycees in 2003. He received his advanced training in psychology from Yale University, where.he completed his M.S., M.Phil. , and Ph .D. in cognitive psychology under a Yale University Fellowship. Dr. Agnes C. Rola is Professor and Director of the Institute of Strategic Planning and Policy Studies (ISSPS), College of Public Affairs, University of the Philippines Los Barios. Currently, she is conducting a project to define the policy and institutional landscape that can influence climate risk management in the Angat Dam in Bulacan. Dr. Rola has held various teaching and administrative positions within and outside the University of the Philippines. She has been a consultant, project leader, senior economist, among others in organizations like SEARCA, IRRI, and PhilRice. Dr. Rola finished her BS Statistics (1974) and M.Sc. Agricultural Economics (1978) from the UP Los Barios. In 1985, she obtained her PhD Agricultural Economics from University of Wisconsin, Madison, WI, USA. ACADEMICIAN ANGEL C. ALCALA Director, Angelo King Center for Research and Environmental Management Silliman, University, Dumaguete City

Academician Angel C. Alcala is University Research Professor and Director of the Silliman University-Angelo King Center for Research and Environmental Management, the CHED Zonal Research Center for Regions 6 & 7, and the University Research and Development Center at Silliman University, Dumaguete City, Philippines. Prior to these academic positions, he served the Philippine government for nine years ( 1990-1999) first as Deputy Executive Director of the Philippine Council for Aquatic and Marine Research and Development under the Department of Science and Technology, then as Secretary of Environment and Natural Resources and later as first Chairman of the Commission on Higher Education during the

34 Ramos presidency. He was Professor of Biology at Silliman University and served as its president for two years before taking up the last two government positions. Academician Alcala obtained his B.S. in Biology magna cum laude from Silliman University in 1951 and went on to finish an M.A. (1960) and a Ph .D.(1966) in Biological Sciences at Stanford University, U.S.A. He received honorary doctorates from Xavier University and University of Southeastern Philippines. He has conducted extensive research on Philippine amphibians and reptiles since the mid-1950s. He has served as consultant on marine and aquatic projects supported by the UNEP, UNDP, World Bank GEF and the UPMSI. He also actively participated in the Australia-ASEAN marine project (mid-1980s­ early 1990s). The Silliman Marine Laboratory, which he founded in 1973, has been active in research on marine protected areas, fisheries and marine biodiversity, mariculture, and conservation of Philippine plant and animal species.

DR. CESAR L. VILLANOY, OYS 1997 Professor, Marine Science Institute College of Science, University of the Philippines Diliman

Dr. Cesar L. Villanoy is a Professor at the Marine Science Institute, College of Science, University of the Philippines Diliman. He obtained his MSc and PhD in Physical Oceanography at the Unviersity of Sydney, Australia. Dr. Villanoy is one of the very few Filipinos who has embarked into and has started to significantly contribute to the field of physical oceanography in the Philippines. His research insterests ae in characterizing coastal processes and hydrodynamic interactions with open ocean processes. His work looks into the importance of physical transport processes in recruitment dynamics and understanding physical interactions between shoal and shelf reef systems. Dr. Villanoy has a number of scientific and technical publications in many scientific journals and publications. He was a recipient of the NAST Outstanding Young Scientist in 1997.

Dr. Gil Jacinto is Professor of Marine Science and until recently was Director of the Marine Science Institute, University of the Philippines Diliman. He was one of the ten outstanding graduates of the University of San Carlos when he earned his BS Chemistry degree. While working as a research assistant at the Marine Sciences Center, he obtained his MS in Oceanography in UP Diliman. Later, he was awarded a UNDP fellowship to pursue his PhD in Marine Chemistry from the University of Liverpool, England. Dr. Jacinto was a NAST Outstanding Young Scientist awardee in 1994 and continues to work on and publish in topics related to nutrient and trace element chemistry in tropical marine environments; marine pollution chemistry; and electrochemical methods in seawater analyses. More recently, Dr. Jacinto led a team to write two chapters of a book published by Springer, "The environment in Asia Pacific harbours." The book, which came out February this year, has since won a UN award for excellence and has earned excellent reviews from various international groups. Dr. Jacinto is also currently the National Technical Focal Point of the GEF/UNEP Project, Reversing Environmental Degradation Trends in the South China Sea and Gulf of Thailand, which involves seven countries in Asia, including the Philippines

Fortunato T. dela Peria is currently the Undersecretary for Scientific and Technological Services of the Department of Science and Technology (DOST) and President of the National Resarch Council of the Philippines (NRCP). He holds Bachelor of Science in Chemical Engineering and Master of Science in Industrial Engineering degrees from the University of the Philippines (UP) Diliman. He joined the UP College of Engineering Faculty in 1973 and became a full Professor of Industrial Engineering in 1988. He served UP in various capacities - as Chairman of the Department of Industrial Engineering and Operations Research ( 1982-1988), as Director of the Institute for Small Scale Industries (1992-2001 ) and as Vice-President for Planning and Development of the UP System (1993- 1999). He has also served the DOST as Director of the Technology Application and Promotion Institute ( 1989-1991) prior to his current assignment. He represents DOST in various interagency councils and committees. In 2005, he was designated chairman of the Biotechnology Cluster under the Export Development Council.

DR. SATURNINA C. HALOS Consultant, Biotech Public Information Unit Department ofAgriculture

Dr. Saturnina C. Halos, Ph.D Genetics, BSAgric magna cum laude has been serving the Department of Agriculture as Biotechnology Expert since 1999. She is currently Consultant to the DNAAnalysis Laboratory, UP Diliman which she established in 1996. She was a member of the Secretary's Technical Advisory Group and has served as Senior Project Development Adviser of the Bureau of Agricultural Research. She has actively participated and provided advice in formulation of biotechnology policies and programs of the DA. She currently chairs the DA Biotechnology Technical Advisory Team and provides advice to the regulatory agencies of the Department on the implementation of DAAO No.8 which regulates genetically modified crops and their products. Dr. Halos has served as technical consultant to the PAWB-UNEP-GEF Project on Developing the National Biosafety Framework. Dr. Halos is former professor and coordinator, Molecular Biology & Biotechnology Program, UP Diliman. She has a distinguished career as a scientist in biotechnology, having written and co­ written more than 80 technical papers. She has received a number of awards from the University of the Philippines, former Ministry of Natural Resources (now DENR), National Research Council of the Philippines, PCARRD, and Philippine Association for the Advancement of Science and has received a number of postdoctoral travel and research grants from national and international agencies. She has spent a year of postdoctoral fellowship and short term postdoctoral training in biotechnology in Japan and Germany.

SPGC started the Plant Tissue Culture laboratory in Davao City and moved to Gingoog City,Misamis Oriental and manufactured Natural Active Ingredients from plant sources. He is the President and CEO of this company since it was founded. In 2001 , he and his Scientist partner, Dr. Noel Miranda, established SERVAC Philippines Inc. to engage in the pilot scale production of Equine based biopharmaceuticals under a joint research agreement with Research Institute for Tropical Medicine. Today both companies are embarking to commercialize its platform technologies to produce other biopharmaceutical and nutraceutical products.

DR. TAKESHI KASAI Regional Adviser on Communicable Disease Surveillance and Response, World Health Organization - Western Pacific Regional Office

Dr Takeshi Kasai was recently appointed as Regional Adviser for the Communicable Disease Surveillance and Response Unit at WPRO from April 2006. He succeeds the well-renowned Dr Hitoshi Oshitani who left CSR in December 2005. Dr Kasai has had previous work relations with W PRO; in 2000 as a Medical Officer under the Stop TB Unit; and in 2003 as the Director of the Office for WHO, International Affairs Division in Tokyo Japan. Prior to joining WPRO, Dr Kasai was the Deputy-Director General of the Welfare and Health Bureau of the Miyazaki Prefectural Government where he was responsible for the development and implementation of Japan's very first regional influenza pandemic plan, which was distrib­ uted as a model to other regions through the Ministry of Health Labour and Welfare. Dr Kasai has a Medical Degree with further studies in Public Health, Health Policy and Economics and Infectious Diseases.

Acd. Veronica F. Chan is Professor Emeritus, Associate Dean for Basic Sciences concurrently College Secretary, College of Medicine, Emilio Aguinaldo College. She is also Professor Emeritus, College of Public Health, University of the Philippines Manila. Acd. Chan finished her BS Hygiene and Certificate in Public Health from the University of the Philippines in 1954 and 1956, respectively. She obtained her PhD in Microbiology from Yale University School of Medicine in 1969. As one of the pioneers in Philippine virology and immunology, Acd. Chan liberally opened her storehouse of knowledge to all. She finished her M.D. (1972) Pediatric residency (1976) and Infectious Disease as a Subspecialty (1978), at the University of the Philippines, College of Medicine and Philippine General Hospital. 38 Center at Dallas ( 1986) where she got to better appreciate the major differences in Infectious Diseases between developing and developed countries. As a researcher, she started doing studies on well-baby visits and vaccine compliance during her Pediatric Residency proceeding to streptococcal infection, rheumatic fever and RHO during her Infectious Disease fellowship. She conducted studies on diarrhea, pneumonia ARI and vaccine trials. She has over 50 published research papers, 15 of which were given recognition awards by various medical societies. She was also a resident and assistant instructor at the UP College of Medicine in 1976 and became a full professor in 1996. She has designed and published instructional modules, manuals and handbooks together with colleagues from the Pediatrics Department. Aside from this she has written Chapters in the Textbook of Pediatrics and helped produce teaching scientific videos on various infectious disease topics. She is a holder of a Professorial Chair and other Faculty Grants. Besides advocating for the appropriate management of diarrhea and pneumonia she has initiated work on the WHO-Integrated Management of Childhood Illness for its inclusion in the Pediatric Curriculum and led training workshops on this program for PPS and PIDSP.

DR. ENRIQUE A. TAYAG Director IV, National Epidemiology Center Department of Health

Dr. Enrique A. Tayag is currently Director IV of the National Epidemiology Center, Department of Health, where he provides assistance in epidemiology, surveillance, outbreak investigation, surveys and risk assessment, curriculum design in Field Epidemiology Training Program and Field Management Training Program. Dr. Tayag has served as project coordinator, Infectious Disease Surveillance and control Project of the USAID-IDSP and worked as temporary adviser for WHO on various occasions, and collaborated with various international and local agencies for policy setting, planning, monitoring and evaluation . He finished his Doctor of Medicine from UERMMMC in 1984 and his residency training for infectious disease in San Lazaro Hospital (988-1990). Dr. Elizabeth G. Miranda is currently a Food and Agriculture Organization (FAO) Technical Adviser for Avian Influenza to the Department of Agriculture. She was with the World Health Organization for several years in different capacities: Public Health Officer, Medical Officer and Short term Professional Staff from 2002 to 2005. Dr. Miranda is a Doctor of Veterinary Medicine and is a Diplomate of the Philippine College of Veterinary Public Health. She has published in national and international journals and had trained in Medical Entomology from the National Institute of Health, Japan and the Field Epidemiology Training Program of US CDC and the DOH. Dr. Miranda is recipient of Most Outstanding Veterinary Practitioner in Research (1995) from the Veterinary Practitioners' Association of the Philippines and the Secretary of Health's Award for Outstanding Field Epidemiologist (1988).

Dr. Eufemio T. Rasco Jr. is a Professor at the College of Science and Mathematics, University of the Philippines Mindanao. He is currently Consultant of "Improving the Vegetable Supply Chain in Digos, Davao Del Sur" and "Syngenta-UP Mindanao Project on Conservation Farming; and Bt corn testing project. He is project leader of the UP Mindanao-PCARRD project on in vitro propagation of Nepenthes truncata. Dr. Rasco held various administrative positions in the academe, the private sector and international organizations. He still teaches in both the undergraduate and graduate levels in UP Mindanao. He has written a number of books and articles and has five publications/ papers in progress. Dr. Rasco is recipient of three patents for artificial soil and method for seedling production. Dr. Rasco finished his BSAAnimal Nutrition magna cum /au de ( 1971) and MS Plant Physiology (197 4) from the UP Los Banos. In 1979, he obtained his PhD in Plant Breeding from Cornell University. Dr. Orville L. Bondoc graduated from the College of Agriculture, University of the Philippines Los Banos with S.S. Agriculture and M.Sc. (Animal Science) degrees. He holds a PhD in Animal Breeding and Genetics (minor in Quantitative Genetics and Statistics) from the University of Guelph , Ontario, Canada. Dr. Bondoc is currently Professor VI at the Animal and Dairy Sciences Cluster and Associate Dean of the College of Agriculture, University of the Philippines Los Banos. His major research interests include design of animal breeding strategies, livestock genetic evaluation, and conservation and use of animal genetic resources. With his extensive knowledge in his area of specialization, Dr. Lasco has rich experience in handling various positions in different capacities like lead author, principal investigator, project leader, and team leader. Dr. Lasco has a number of technical publications in many scientific journals and publications on topics such as Management of tropical forests in the Philippines: Implications to global warming (World Resource Review, 1998), The Kyoto Protocol: opportunities and threats to Philippine forestry (Journal of Environmental Science and Management. 2001 ), among others. Academician Rafael D. Guerrero is the Executive Director of the Philippine Council for Aquatic and Marine Research and Development (Department of Science and Technology) and President of the Philippine Fisheries Association, Inc. He graduated with a BS in Zoology and MS in Applied Zoology from the University of the Philippines and Ph.D. in Fisheries Management from Auburn University (USA). He served as Dean of the College of Inland Fisheries of the Central Luzon State University in Nueva Ecija, Philippines and Director for Extension and Training of the Southeast Asian Fisheries Development Center's Aquaculture Department. He has published over 200 technical and popular papers on aquaculture, water resources management and vermiculture and was involved in various fisheries, marine science and vermiculture programs with funding of about US$20 million from national and international organizations. He was a Visiting Professor at MIT and Harvard University and Visiting Associate Professor at the University of California, Berkeley. Dr. Cruz is a member of the National Academy of Engineering (USA) and a Corresponding Member of the National Academy of Science and Technology, Philippines. He is a Fellow, Institute of Electrical and Electronics Engineers; Recipient, Curtis W. McGraw Research Award of the American Society for Engineering Education; Recipient, Halliburton Engineering Education LeadershipAward; Recipient, IEEE Centennial Medal; Recipient, IEEE Richard M. It was held at the historic Manila Hotel t;OO(f C..o.rily. Olob..t Comp.UUY•nH"< 1 on 13-14 July 2005. The 27 h ASM was steered by eminent scientists Academicians Emil Q . Javier and Teodulo M. Topacio Jr. The 27lh ASM focused on the future of Philippine Agriculture. The organizers believed that forthe country's agriculture sector to survive and eventually compete with the rest of the world, the sector should be market-driven and private sector-led. The government should facilitate the institutionalization of sectoral/subsectoral policies, infrastructure development, and avenues for convergence via good governance. There were seven plenary sessions, each discussing part of the entire document and subjected to analysis, debate, and discussion. Speakers and panel discussants were experts in various fields where agriculture has direct impact like health, information and communications technology, environment, among others. The draft document built upon the strategic plans of the concerned government agencies, the Medium Term Development Plan and validated by a series of stakeholders meetings and consultations for almost a year. Science Secretary Estrella F. Alabastro and Agriculture Secretary Arthur C. Yap led the invited luminaries. Participants include members of both Houses of Representatives and their technical staff, and members of the diplomatic community, researchers, scientists, educators, and students. The two-day affair included scientific posters session that also featured the electronic poster version, investiture and awarding ceremonies. The 271h ASM was organized with the assistance of the DOST and three of its agencies (PCARRD, PCAMRD, and TAPI) , Department of Agriculture and two of its agencies (Bureau of Agricultural Research and Livestock Development Council), Department of Environment and Natural Resources and Ecological Research and Development Bureau, PhilRice, ISAAA, and Office of Senator Ramon B.
