With a letting volume of around 517,000 sqm for industrial and logistics space and business parks, one of Germany’s most im- portant logistics markets recorded impressive year-on-year growth of 22% compared with the prior-year figure of 422,200 sqm and achieved its third-best result in the last five years, coming in at 3% above the five-year average (501,600 sqm). >> Lessors with the highest take-up in H1 2019 in the metropolitan region Düsseldorf The Ruhr region rescued the overall picture for 1. This was due in particular to two major leases in Kerpen (17,500 sqm) and Bed- burg (approx. 18,100 sqm). It is also the second-best result since 2015 – beaten only by H1 2016 at 382,000 sqm – and, at +32%, well in excess of the five-year average (262,235 sqm). General background and geographical situation In 1974, the governors of the Dutch and Belgian provinces of Limburg, together with the Chief Executive of the Cologne county administration, acted on the proposal made to them by the future Queen of the Netherlands, Princess Beatrix, during an official visit to Maastricht, to draw up draft arrangements for an association under which even closer cross-border collaboration could develop, along the lines of the Dutch-German Euregio project that had been running since 1957. This initiative was part of the new Community direction in regional policy, which in 1975 was to be provided with an instrument to assist economic development called the European Regional Development Fund (ERDF). In 1976, the principle of cross-border institutions was passed in law. Initially formed as an ad hoc association, the Euregio Meuse-Rhine was designed to promote integration between inhabitants on each side of the national borders. The area covers: • in Holland: the southern part of the Dutch province of Limburg; • in Germany: the city of Aachen, and the districts of Aachen, Heinsberg, Düren and Euskirchen, which make up the Aachen Regio, and • in Belgium: the entire province of Limburg. The province of Liège joined the Euregio Meuse-Rhine in 1978. In 1992, the German-speaking community of Belgium became the fifth partner in the Euregio Meuse- Rhine.

    PRESSEMITTEILUNG Bergheim, 09.03.2021 Modellhafte Entwicklung der Campuslandschaft in Erftstadt In Erftstadt-Liblar entsteht ein Modellraum für nachhaltige Stadt- und Raument- wicklung. Der Campus Rhein-Erft der Technischen Hochschule Köln soll hierbei das Herzstück bilden. In Planungs- und Beteiligungsprozessen mit Politik, Bürgerschaft und Region werden die planerischen Perspektiven für den Stadt- und Landschafts- raum im Liblarer Süden in den nächsten Monaten entwickelt. Für den Strukturwandel-Fahrplan steht fest: Das Rheinische Revier soll Vorzeigere- gion für ein modernes, klimafreundliches Wirtschaften und für eine nachhaltige Raumentwicklung werden. Vor dem Hintergrund der Energiewende und des Klima- wandels werden die Tagebaufolgelandschaften als größte Landschaftsbaustelle Eu- ropas neu gestaltet. So entsteht ein zukunftsfähiger Umbau von Energieinfrastruk- turen und die Zukunftssicherung einer leistungsstarken Wirtschafts-/ Industrieregi- on. Der Rhein-Erft-Kreis steht vor diesen Herausforderungen seit Jahren. Der Campus Rhein-Erft der Technischen Hochschule Köln ist das zentrale Vorhaben, um den Strukturwandel im Rheinischen Revier mitzugestalten. Das Gesamtkonzept der TH Köln für Lehre, Forschung und Transfer am Standort Campus Rhein-Erft wird Strahlkraft über die Region hinaus entfalten und im natio- nalen wie internationalen Umfeld zu einem Best Practice-Beispiel werden. Die Konkretisierung des Vorhabens ist auch in Rückkopplung mit dem Revierknoten „Innovation und Bildung“ und dem Projektträger ETN Jülich weit vorangeschritten. Die Verleihung des „zweiten Sterns“ wurde deshalb in der Sitzung des Aufsichtsrats der ZRR GmbH am 18.12.2020 vorgenommen. Seither läuft ein Abstimmungsprozess zwischen Bund und Land, um die finanzielle Förderung und Umsetzung des Vorha- bens zu klären. Zu lebenswerten Regionen gehören gute Arbeit, nachhaltige Infrastruktur, Mobili- tät, Gesundheit und Teilhabe der Menschen sowie der bestmögliche Zugang zu (Hochschul-) Bildung und Wissen.

Enhance the effectiveness of migrant integration policy through improved co-ordination across government levels and implementation at the relevant scale (Objective 1) 2.1.1. Division of competences across levels of government In the Federal Republic of Germany, tasks, responsibilities and jurisdictive schemes are divided in general between the federal, Länder (state) and municipal levels. Three schemes exist: areas which fall under full federal jurisdiction; full Länder jurisdiction; and areas of concurrent regulations. The federal level has full jurisdiction in all areas regarding citizenship, foreign relations, defence, social security measures, and federation-wide measures for economic prosperity, traffic and for the most part in taxes (for instance in the areas of administration, customs, energy, tobacco and traffic). The Länder level’s responsibility lies in the areas of education, with full jurisdiction, as well as in research, regional economy and culture. Länder supervise municipalities and delegate financial means. They oversee the police, public transportation and are in charge of regional economic prosperity measures. Länder also regulate own tax revenues in the areas of, for instance, sales tax. Nonetheless, municipalities are important actors in the integration of migrants in Germany, especially when it comes to the implementation of federal and Länder legislation. They are by law autonomous entities in the Federal Republic’s administrative scheme and have considerable leeway, when federal legislation leaves room to manoeuvre in its interpretation (OECD, 2017a: 27). The municipal level maintains the local infrastructure and implements regulations in schools, museums, sports facilities and theatres.
