F’dan il-mument il-laqgħa ġiet sospiza fuq talba tas-Sur John Attard f’isem il-Paroċċa tax-Xagħra u tas-Sur Victor Theuma mill-Xagħra Historical Re- anctment Group li xtaqu jiddiskutu xi punti mall-Kunsill. Il-ħin kien is-5:35 pm. Il-laqgħa tal-Kunsill reġgħet bdiet fis-5:40pm. Punti mqajma mill-Minuti Il-Viċi Sindku informa lill-Kunsill li saret l-ewwel laqgħa tas-sotto kumitat tal- Monument li ser isir fid-daħla tax-Xagħra. Waqt il-laqgħa saru it-termini u kondizzjonijiet għal minn ikun irrid jitfa’ l-applikazzjoni. Id-deadline hu sat- 22 ta’ Ġunju 2013. Il-Kunsillier Dr Kevin Cutajar staqsa dwar il-bozza fi sqaq fi Triq Gajdoru. Is- Sindku qal li wara parir tal-avukat il-Kunsill bagħat ittra lill-konguni Sciberras fejn spjega il-posizzjoni tal-Kunsill. Il-Kunsillier Dr Kevin Cutajar semma ix-xogħolijiet fi Triq Ġnien Imrik ħdejn ir-residenza ta Gabriella Agius.Is-Sindku qal li dan ix-xogħol għandu isir dal waqt mill-ħaddiema tal-Kunsill. Il-Kunsillier Dr Kevin Cutajar staqsa dwar l-attivitajiet li ser isiru fil-Pjazza Vittorja. Is-Sindku informa lill-Kunsill li l-laqgħa mas-sidien tal-ħwienet tal- Pjazza ser issir nhar is-Sibt 22 ta’ Ġunju fis-2.30pm fl-uffiċini tal-Kunsill. Il-Kunsillier Dr Kevin Cutajar staqsa dwar l-ilmenti tal-MUESUM minħabba it-traffiku li qiegħed ikun hemm ħdejn il-bini tal-MUESUM. Is-Sindku informa lill-Kunsill li l-Viċi Sindku ser isemmi din il-problema waqt il-laqgħa ta’ kull xahar. Il-Kunsillier Dr Kevin Cutajar semma il-bexx tas-sigar tal-Palm. Is-Segretarju informa lill-Kunsill li l-kuntrattur qal li ser immur ibexx is-sigar il-ġimgħa id- dieħla. Il-Kunsillier Dr Kevin Cutajar staqsa dwar ix-xatba li hemm ħdejn il-grawnd tal-futbol. Is-Sindku qal li għandhom jiġu tad-Dipartiment tax-Xogħolijiet biex jirrangaw ix-xatba. Il-Kunsillier Dr Kevin Cutajar semma l-email mingħand is-segretarja tal- Malta council for the Voluntary Sector. Huwa qal li tkun idea tajba li jiltaqgħu mal-għaqdiet tax-Xagħra. Il-Kunsill qabel li għandna naraw minn hu interessat. Il-Kunsillier Dr Joseph Attard staqsa dwar id-disinn tal-bokka tax-xelter tal- gwerra. Is-Sindku wieġeb li s-Sur Clive Refalo għandu jamenda ftit id-disinn li kien ipprezenta u jipprezentaħ lill-Kunsill. Il-Kunsillier Dr Joseph Attard semma it-tabella li hemm fi Vjal 8 ta’ Settembru. Is-Sindku qal li il-ħaddiema tal-Kunsill ser imorru biex jaqilgħu il- mappa fil-ġimgħat li gejjin. Il-Kunsillier Dr Joseph Attard staqsa dwar it-traffic management plan fi Pjazza Sant Anton. Is-Sindku wieġeb li l-Perit tal-Kunsill iltaqa ma uffiċċjali ta-Transport Malta fuq din il-kwistjoni u li ser jagħmel pjanta ġdida. Il-Kunsillier Dr Joseph Attard semma l-asfaltar ta’ Vjal 8 ta’ Settembru. Is- Sindku qal li inbagħtet talba lill-Ministeru u li irċevejna l-aknowledgment . Il-Kunsillier Dr Joseph Attard staqsa dwar it-tabella ta no parking fi Triq il- Knisja. Il-Kunsill qabel li din it-tabella għandha teħel fil-qasma ta bejn id-djar tas-Sinjura Fiteni u il-dar ta’ Dun Mickelanġ. Il-Kunsilliera is-Sinjorina Maria Grima staqsiet dwar id-dustbin li għandu jitwaħħal fi Triq Gorg Cini. Is-Segretarju wieġeb li ser jibgħat il-ħaddiema tal-Kunsill minn l-aktar fis biex iwaħħluħ. F’dan il-mument il-laqgħa ġiet sospiza fuq talba tas-Sur Martin Bonnici u tas-Sur Joseph Vella mill-Victory Band Club li xtaqu jiddiskutu xi punti mal- Kunsill. Il-ħin kien is-6:10 pm. Il-laqgħa tal-Kunsill reġgħet bdiet fis-6:20pm. Komunikazzjonijiet tas-Sindku 1. Is-Sindku informa lill-Kunsill li dwar l-applikazzjoni biex niehdu l-fondi taht l-ERDF ghall-bini tac-Centru Civiku is-sitwazzjoni għada l-istess. 2. Dwar it-tenders ta’ Measure 313 is-Sindku qal li l-bord tal- aggudikazzjoni kien studja l-offerti u ħareġ rapport li jirrakomanda li għal tender 3/13 (siti fi Vjal 8 ta’ Settembru u Pjazza Mitħna ta’ Kola) għandu jintagħzel Gatt Tarmac Ltd u għal tender 4/13 (Gajdoru Upper, Gajdoru Lower, Triq il-Knisja u Triq Marsalforn) għandu jintagħzel Joseph Mercieca. Il-Kunsill qabel mar-rapport u ideċċida li għandna nimxu hekk. Peress li l-ammont kwotat minn Gatt Tarmac Ltd kien jeccedi l-budget, ghandna nghidu lit-technical consultant sabiex jiddiskuti mieghu l-possibilita’ li jnaqqas l-ammont. 3. Is-Sindku semma l-organizzjoni tal-Illjieli Sajfin, il-Kunsill qabel li għandha issir laqgħa mas-sidien tan-neġozji tal-Pjazza nhar is-Sibt 22 ta’ Ġunju 2013 fis-2:30pm fl-uffiċċji tal-Kunsill. 4. Dwar il-festival tat-Tin kien hemm persuna waħda li applikat biex tgħin fl-organizzazjoni tal-festival. Il-Kunsilliera is-Sinjura Maria Grima issugerixxit li għandu jsir kumitat li jfassal il-programm u li jieħu ħsieb dan il-festival. Il-Kunsill qabel ma dan. 5. Is-Sindku informa lill-Kunsill li għandna diversi stedini mil-partners fil- proġetti ta Nemo, Diami, il-youth exchange u Ficusnet. Il-Kunsill qabel li għandhom jmorru is-Sinjura Maria Grima u is-Sur Victor Zammit l- Ungerija bħala parti mill-progett tan-Nemo. Il-Viċi Sindku u il- Kunsillier Dr Kevin Cutajar għandhom imorru l-Italja bħala parti mill- progett tal-Ficusnet u għal-youth exchange f’Mergo l-Italia għandu imur il-Kunsillier Dr Joseph Attard u sitt studenti mix-Xagħra. Dwar il- progett tad-Diami u il-gemellag ta San Michele ser niddeċċidu meta jasal l-invit. 6. Dwar l-asfaltar ta Triq Marsalforn is-Sindku informa lill-Kunsill li huwa talab lis-Sur Salvu Bonello biex jagħmel stima dettaljata tax- xogħolijiet ta’ din it-Triq. Skond is-Sur Bonello din it-Triq ser tiġi tiswa madwar €600,000 u fil-PPP is-stima kienet ta €200,000. Is-Sur Bonello issugerixxa li għandna nibdew minn ħdejn il-residenza tas-Sur Joe Sultana sa ħdejn 50 Triq Marsalforn u flok ma jintuzaw katusi tal- plastik biex jilqgħu l-ilma isir culvert maghmul mill-U sections tal- konkos. Wara diskussjoni il-Kunsill qabel li ix-xogħol għndu isir sewwa mill-ewwel u li għandu jinħareġ it-tender għal-U sections tal-Konkos. 7. Is-Sindku qal li it-tender għal-xogħol ta handyman ingħalaq u kien hemm tlett offerti. Il-Kunsill għazel l-irħas offerta, jigifieri dik tas-Sur Joseph Vella u dan għandu jibda mil-ewwel ta’ Lulju 2013. 8. Is-Sindku ippropona u l-Kunsill qabel li bħal ma isir kull sena ghandna norganizza ħarġa għat-Trade Fair għal-anzjani u għal residenti oħra. 9. Dwar l-attivita tas- 7 ta’ Settembru 2013, is-Sindku propona li għandna ngħidu lix-Xagħra Historical Re-anectment Group u nimxu bħas-sena l-oħra. Il-Kunsill qabel li nimxu b’dan il-mod. 10. Is-Sindku informa lill-Kunsill li dwar l-applikazzjoni għal fondi taħt Measure 413 il-perit għandu jagħmel BOQs detalljati. Il-Kunsill qabel li dan isir. 11. Is-Sindku ippropona u l-Kunsill qabel li ghandu jsir DVD ghall-gheluq tal-festi tat-325 sena paroċċa u dan ghandu jsir b’kollaborazzjoni mal- Kumitat tal-Festi. Il-Kunsill qabel ma dan. Qari tal-Korrispondenza u lmenti mir-residenti 1. Ċirkulari mill-Assoċjazzjoni tal-Kunsilli Lokali dwar l-għażla ta’ sitt żgħażagħ sabiex jieħdu sehem fi proġett tal-Youth In Action li ser isir fir-Repubblika Ċeka bejn l-14 u l-21 ta’ Lulju 2013. Il-Kunsilli Lokali kellhom ċans sal-Ġimgħa 31 ta’ Mejju sabiex jinnominaw xi żgħażagħ mil-lokalita’ tagħna għal din l-inizjattiva. Il-Kunsill innota il-kontenut. 2. E-mail mingħand is-Sur James Carabott, Hospital Planning Manager tal-Isptar San Vinċenz De Paul, dwar programm speċjali li l-Banda San Vinċenz tellgħet nhar il-Ħamis 23 ta’ Mejju bil-għan li tferraħ lir- residenti t’hemmhekk. Il-Kunsill innota il-kontenut. 3. E-mail mingħand Marica Vella Tabone mill-Ministeru għal Għawdex dwar sessjoni li saret fis-sala tal-Ministeru li kienet tittratta l-e- procurement . Għal din il-laqgħa attendew is-Segretarju Eżekuttiv Mark Formosa u l-Assistant Principal Ivan Attard. Il-Kunsill innota il- kontenut. 4. E-mail mill-Customer Care tal-kumpanija Arriva li fiha nfurmat lill- Kunsill li ħadet nota tat-talbiet li għamilna dwar l-installazzjoni ta’ bus shelter ġdida fi Vjal it-Tmienja ta’ Settembru u r-rilokazzjoni tal-bus stop fi Triq l-Għejun. Il-Kunsill iddeċida li l-bus shelter għandu jsir fi Triq il-Ġnien Xibla. 5. E-mail mill-Island Car Club li fiha nfurmat lill-Kunsill li għadhom kemm investew is-somma ta’ € 6000 fi crash barriers fi Triq tal-Qaċċa biex jagħmlu t-triq aktar sikura għall-pubbliku ġenerali. Il-Kunsill innota il- kontenut. 6. E-mail mingħand l-Onorevoli Joe Mizzi, Ministru għall-Infrastruttura u t-Trasport, li fiha informa lill-Kunsill li ħa nota tat-talba li qed jagħmel il-Kunsill f’isem ir-residenti tat-toroq Ġnien Imrik, Sruġ, Kortoll u Knisja biex issir estensjoni tas-servizz tat-trasport pubbliku f’dawn l- inħawi.

The first two tables indicate the legal situation regarding the representation of men and women on the lists and the names of all parties and independent candidates which will partake in these elections. The subsequent tables are sorted by those political parties which were already represented in the European Parliament between 2009 and 2014 and will firstly indicate whether and how a party quota applies and then present the first half of the candidates on the lists for the 2014 elections.   • On 15Th February 2016, the Nationalist Opposition Presented A
    On 15th February 2016, the Nationalist Opposition presented a Private Motion regarding the nomination of the judiciary, almost 5 years after another Nationalist Deputy had placed on the parliamentary agenda the same subject concerning a Private Motion regarding major reform in justice and the interior presented on the 8th November 2011. Some days after the Opposition Motion, on the24th February 2016 the Labour government also presented a law draft regarding the nomination of the judiciary. Almost four years before, on the 12th July 2012, the Executive Committee of the PN decided that Franco Debono, [and other deputies], are not allowed to contest the following general election with the PN, due to the way he had voted in the vote of no confidence regarding the minister of justice some weeks before [1] while ironically at the same time, without having the slightest indication, of what was happening in the Dar Centrali [2], Debono was in Parliament explaining in detail the electoral propositions listed in his motion regarding Major Reforms in Justice and the Interior [3], which analysis one may say that it was reflected extensively in the Bonello Report planned two years later. In fact, one of the first decisions of the new administration after March 2013, was exactly to set up a Commission led by Judge Emeritus Vanni Bonello to effect an analysis and prescribe proposals in the justice domain, which domain had just seen, some months before the resignation of the minister responsible due to the difficult situation in the sector. The report which was concluded some months after, strengthened the analysis and proposals made by Debono in the preceding Legislature and reflected what Debono had spoken about repeatedly during five years in Parliament and which finds their culmination in the private Motion regardiong Main Reforms in Justice and the Interior presented in Parliament on 8 November 2011.

Despite the apparent opposition to the inclusion of parenting rights by the majority of the electorate, the bill enjoyed the support of the Prime Minister and the PL parliamentary group who voted in favour of the bill with the PN parliamentary group choosing to abstain. The celebrations at St George’s Square on the night of the 14th April marked an important milestone for LGBTI rights in Malta as the community and our allies took over the square and expressed their joy at what has been achieved. MGRM was also heavily involved in the work of the LGBTI Consultative Council to draft the Gender Identity, Gender Expression and Sex Characteristics Bill which was tabled in Parliament on the 29th of October 2014. The bill went beyond MGRM’s 2010 proposal to also include protection of the rights of Intersex Persons. The MGRM, in collaboration with the Ministry for Social Dialogue, Consumer Affairs and Civil Liberties (MSDC), organised joint training on Intersex Issues which also involved social workers, psychologists and health professionals in order to build their capacity to support Intersex persons and their families.

It will be under the artistic direction of Felix Busuttil and Justin Roy Barker, principals of the College Of Dance. As in previous years, this performance will also feature the participation of the Yada Dance Company, the College’s in-house dance company. Dance Jubilee promises to be extra special as it will mark the 25th anniversary of the dance school, which opened its doors for the first time to around 40 students back in September 1989. Today it boasts of some 500 students from all over Malta and Gozo at its current premises in San Gwann. The College has a team of experienced and highly qualified teachers who share the same philosophy and drive as the artistic directors. Particular emphasis is given to technique and discipline as well as the art of stage performance. The College has been a centre of dance diversity ever since its inception. It mainly specialises in Jazz Dance, Classical Ballet, Hip Hop & Commercial and Spanish Dance. Over the years the College has collaborated regularly in all major Yada Dance Company productions. This year was no exception. In fact Dance Jubilee will bring to a close another successful and busy scholastic year. Immediately after the summer recess in 2013, the school embarked on rehearsals for Divas – Yada’s 30th anniversary show held at the MFCC last March.

    Joseph Flores (Maltese politician) Flores attempted to enter politics in 1932, but was defeated. In 1950, he was elected to the legislative assembly as a member of the Malta Labour Party through three elections. In 1955 he served as Speaker of the Maltese Parliaments; the same year he was appointed a judge. In 1971 he became vice-president of the Constitutional Court. He retired from political life in 1972.
