Mr D Joseph moved without notice: That the House notes the resignation of Advocate Pantsy Tlakula as Chairperson of the Independent Electoral Commission (IEC) and its importance for the preservation of the integrity of our Chapter 9 institutions. Agreed to. 10. Mr S G Tyatyam moved without notice: That the House expresses its condolences to the family, friends and comrades of former Langa black conscious stalwart, Vuyisa Qunta, who died after a short illness at the age of 65. Agreed to 11. Mr R D MacKenzie moved without notice: That the House expresses its deepest sympathy to the family and friends of one of South Africa’s well-known accordion players, Ollie Viljoen, who passed away on Saturday, 31 August 2014. Agreed to. 12. Mr R B Lentit moved without notice: That the House congratulates the Mayor of Stellenbosch Mr Conrad Sidego and the municipality for being awarded the greenest municipality in the country and for planting a million trees. Ms P Z Lekker moved without notice: That the House commiserates with the family and friends of the 21 year old Emil van Staden who became the sixteenth victim of a gang killing in Wesbank in the last month. Agreed to. 14. Mr M Mnqasela moved without notice: That the House congratulates Luyuyo Rani a young entrepreneur from Khayelitsha, Founder of Silulo Ulutho Technologies, on his selection as one of the 2014 Junior Chamber International Ten Outstanding Young Persons of the World (JCI TOYP) and will be representing South Africa at the congress in Leipzig Germany in November 2014. Agreed to. 15. Mr R T Olivier moved without notice: That the House condemns the recent rape of a 22 year old Matie student on Saturday morning after a break-in at the Banhoek House, Joubert Street, Stellenbosch. Agreed to. 16. Mr R D MacKenzie moved without notice: That the House wishes the Western Province under- 21 player John Dave Schickerling a speedy recovery after he suffered a serious neck injury during the match against the Blue Bulls at Loftus Versveld on Saturday. Agreed to. 17. Mr S G Tyatyam moved without notice: That the House congratulates the newly appointed Western Cape provincial mini-cricket coordinator for the Western Province Cricket Association, Mark Khoabane from Nyanga. Agreed to. 18. Ms P Z Lekker moved without notice: That the House commends the South African Police Services for intensifying the struggle against drugs and illegal substance abuse, especially the bust of R3,5 million in Swellendam. Agreed to. 19. Mr M L Fransman moved without notice: That the House recognises the challenges in the public transport sector and the inability by the responsible institutions to address these challenges. Agreed to. 20. Ms P Makeleni moved without notice: That the House calls on the Western Cape provincial government to investigate why the City of Cape Town kicked out the African Brothers Football academy from a public recreational facility in the Cape City Bowl area of Gardens, leaving hundreds of underprivileged children without a place to play. Agreed to. 21. Mr S G Tyatyam moved without notice: That the House congratulates the Khayelitsha soccer team Cape Town All Stars for winning their playoffs to begin their campaign in the National First Division and wishes them all the best. Ms P Makeleni moved without notice: That the House notes that we commemorate the fourth year since the Battle of Hangberg this month where four people each lost an eye in an eviction standoff never seen in this province before. Agreed to. 23. [17:18] The Deputy Speaker made a general remark pertaining to the subject for discussion. 24. [17:20] The House discussed the following subject in the name of the hon M N Paulsen: The Western Cape Government’s prioritisation of “tenderpreneurship” over service delivery and restoring people’s human dignity. Though I had been to Cape Town briefly, many years, ago, I had never been as an H4H representative and team member. My two weeks spent there far surpassed anything I could have imagined. Upon entering the H4H offices at the Ikamva Labantu center, I was immediately met with great warmth, welcome, and smiles. This compassion continued for the remainder of my stay. What struck me most about our operations, and what I believe to be the key differentiating factor that sets H4H apart from other sport and development organizations or enterprises, was the commitment and sustainability of our leaders on the ground. Through the years, H4H has established a solid network of local community leaders, our All Stars (H4H Staff) and MVPs (volunteers), who deliver our curriculum and programs on a daily basis.

    MEDIA RELEASE Tuesday 11 October 2016 EMBARGO: Immediate Chippa United FC vs Cape Town All Stars FC ends in a draw The friendly PSL match between Chippa United FC and Cape Town All Stars FC ended in a one- all draw on Saturday, 8 October at the Loerie Park stadium. SAFA announced on Tuesday, 4 October that they had chosen Knysna to host a friendly match between these two great football teams, bringing the beautiful game to those who don't usually have the opportunity to watch their heros on the field. Representatives from the South African Football Association (SAFA), Local Football Association (LFA), Knysna Local Municipality and Knysna & Partners immediately started with the planning process ensuring the success of the event. During a gala dinner prior to the match, Knysna Executive Mayor Eleanore Bouw-Spies said, "I can’t start to express my excitement and gratitude. Excitement because we have so many great players of 'The beautiful game' here in Knysna, and gratitude because you chose our area, not only to scout for talented players.” The Loerie Park stadium was filled to capacity with soccer enthusiasts similar to those who spent many a day watching the Danish Football team who had used Knysna as a base camp during the 2010 FIFA World Cup. Greater Knysna fans watched the clash between Chippa United FC and Cape Town All Stars FC with great excitement. The loud cheers were heard by many near and far. Shortly after the match, Cape Town All Stars FC coach, Boebie Solomons said that his team hoped to have another opportunity to play in Knysna again soon.

    Bulletin 6 of 2013 Period: 1 February 2013 to 8 February 2013 Bulletin` 3 9 of 2018 Period: 28 September 2018 – 05 October 2018 IMPORTANT NEWS LOWER COURTS SHOULD BE FIRST OPTION, BANKS TOLD The Legal Resources Centre (LRC) has welcomed a High Court decision that Magistrate's Courts should be the first port of call for financial institutions seeking judgment against their clients, where matters fall within the lower courts' monetary jurisdiction. According to a GroundUp report, the LRC argued that 'measures must be taken to reduce the economic, social and geographical barriers that prevent a respondent's access to court' as required under the Constitution. 'This judgment is far reaching and incredibly important in affirming the right to access to justice,' said the LRC in response to a decision by a full bench of the Gauteng High Court (Pretoria) on whether the High Court should entertain cases that should be heard by the lower courts just because both courts have jurisdiction under the law. The Judge President had also asked the court to consider whether there was 'an obligation on financial institutions to consider the cost implication and access to justice of financially distressed people' in deciding which court to use. The court ruled that if banks brought their cases to the High Courts when the lower courts had proper jurisdiction, the High Courts could kick the cases down to the lower court. The case arose when 13 matters; reduced to eight after several defendants settled their arrears or the cases were withdrawn, came before the Gauteng High Court (Pretoria).

    16 12 September 2014 LIMPOPO MIRROR PROPOSED CONSTRUCTION OF 2X500KV LINE FROM NZHELELE SUBSTATION TO CONNECT WITH POWER LINES COMING FROM TRIANGLE SUBSTATION ZIMBABWE IN THE MUSINA DISTRICT LIMPOPO PROVINCE DEA/EIA/0002224/2013 ENVIRONMENTAL IMPACT ASSESSMENT PROCESS Project Description South Africa, Zimbabwe and Mozambique entered into a strategic alliance to assist each other in ensuring continue and uninterrupted electricity supply within each of the countries. This entails infrastructure that will allow each of the countries to send or receive electricity, as and when required, form each other. Eskom, as South Africa’s electricity producer, is in the process of developing the required infrastruc- ture that will allow this agreement to take effect. Eskom requires the construction of two 500kv power lines from the Nzelele Substation to the Limpopo river. These two power lines will link up with power lines that originate at Triangle substation in Zimbabwe. Location The study area for this proposed activity is within the Vhembe District Municipality region, within the Local municipality of Musina. The power lines will start at the Nzhelelel Sub Station (under construction), south east of the corner N1 and the R525, Tshipis road. The power lines will then need to move north towards the Limpopo river, where they will meet up with the Zimbabwe power lines, coming from Triangle in central Zimbabwe. Chippa United FC arrives in Knysna on Friday, October 7 and will have a busy day attending to outreach programmes, visiting the communities and schools and offering training sessions that are open to the public. The players are hoping to offer photograph and autograph opportunities as well. The following day, Saturday, October 8 will be a day filled to the brim with the beautiful game.
