It is high time that a fresh edition should be brought out incorporating not only the amendment slips but also revising the format. Classification of accidents, definitions of terms and officials which figured previously in Appendices A, B & C respectively of the old manual of 1987 have now been incorporated in the main body under Chapter-II. Additional item, e.g. sabotage or train wrecking, unusual occurrences, accident record and returns have also been added. For the convenience of reference to the relevant rules of the Manual, a three digits code has been adopted; the first digit denotes the number of Chapter and the last two digits denote the number of paragraph. Recently duty lists of officials during serious accidents have been recast separately and a number of new officials have been added. Some of the overlapping duties of officials have also been rationalised and allotted to the official concerned. This book should be read in conjuction with General & Subsidiary Rules and important circulars issued from time to time. Vijay Kumar V. K. Drain and canals are being cleared to contain and carry more water during the rainy season; Pump Houses are made fully operative to drain out excess water in the time of need. All front line departments have already established their flood control room along with smooth working condition of all resources inventory of their own.

The implementation of Direct Benefit Transfer for Electricity (DBTE) Scheme will also result into crop diversification, accurate Energy accounting, accurate Transmission & Distribution (T&D) losses, curbing of wasteful.energy consumption etc. In the 2nd Phase the pilot project of Direct Benefit Transfer for Electricity (DBTE) Scheme to the agriculture consumers in the state will be implemented on 250 AP Feeders.

Qualitative and quantitative assessment of readiness of health facilities in district Jind for essential newborn care and resuscitation. 2. To assess the quality of essential newborn care provided to each and every neonate immediately after birth. 3. To understand the existing knowledge, skills, attitudes and practices of the health service providers. 4. On job trainings to the service providers on novelties in essential newborn care and resuscitation. Materials and Methods 1. A structured and tested assessment tool has been used to assess the facilities on 8 parameters viz. facility identification and infrastructure, availability of services, human resource, Equipment and supplies, Register and client case records, protocols and guidelines, individual case records, and knowledge and practices. 2. Knowledge and skill assessment has been done on the newborn simulators (mannequins). 3. The current and ideal practices in essential newborn care and resuscitation have been demonstrated to the service providers on the mannequins. A team of Consultants and Interns visited 36 facilities in the district, from 13th May, 2013 to 18th May, 2013, including General Hospital, Sub-District Hospital, all CHCs and PHCs and the delivery huts with monthly delivery load of 3 or more. For electing the representatives, elections are necessary. Elections are fought generally on party basis, though some candidates fight elections as independent candidates. The party, which gets a majority, forms the government. If the representatives, during their tenure, do not work for the welfare of the people, they can be replaced at the time of next elections. In this way, people maintain their control over the government because their representatives know that they can be voted out of power in the next elections if they do not satisfy the people and work for their welfare. Free and fair elections are the basic characteristics of a democracy by which representative are elected. India is one of the largest democracies of the world where the Member of Parliament (MPs) and Member of Legislative Assembly (MLAs) and administrator at local level are elected directly by the people.For electing the representatives, elections are necessary. MPs and MLAs elections are fought generally on party basis, though some candidates fight elections as independent candidates.In the post-independence period only ‘Indian National Congress’ was the strongest political party. But in present time the regional parties are becoming powerful. The electoral contest between national parties and regional parties has drawn attention of the political geographers and elections are considered essential for the development of the country.
