The CCC opposes road construction and expansion intended to accommodate peak-hour car demand particularly for projects within the greenbelt or which are intended to increase the peak hour capacity leading to the urban core. Such roads only induce environmentally and community-destructive car use. The application of a “Complete Street lens” uses every transportation project as a catalyst for improvements within the scope of that project. On October 14, 2015, Council directed staff to report back to the Transportation Committee on projects that have been examined and implemented through the Complete Streets lens for 2016 and those planned for 2017. This report is in response to Council’s directive. Public Consultation/Input No direct public consultation was undertaken for the preparation of this report. Consultation occurred during the preparation of the Complete Streets Implementation Framework.
