27Th Meeting of the WBIF Project Financiers' Group: Youth Education Sector Study in Western Balkans Youth Education Sector Study in Western Balkans Tirana, 22-23 May 2019 www.wbif.eu Youth Education Sector Study (YESS) Objectives • Overview of the current status of the Youth Education Sector (YES) in Western Balkans; and • Identify potential infrastructure YES projects for WBIF investment co-financing. Background • Call for refocus on youth employment at the WB6 summit in Paris in July 2016; • Proposal from IFI co-chair CEB on gap analysis for social and environmental sectors at PFG in May 2017; and, • Appeal for INV grants for social and environment sectors at the Stockholm SC in June 2017. Methodology • Analysis of statistical data and related documents (Reports, Concept Notes, etc.); • Consultation with Beneficiaries, various stakeholders, EU delegations and offices, IFIs, other financing bodies; and • Analysis of YES potential projects and their maturity status. www.wbif.eu 2 Youth Education Study – main findings General output • Positive perception in the region on WBIF co-financing for YES projects, following the Connectivity Agenda; • Target group (15 to 24 years old) for YES : approximately 600,000 people in Western Balkans; • 22 projects initially identified with other 3 added during subsequent up-dates; and, • Most projects are included in the Social Sector Project Pipelines (SOC SSPP) / Single Project Pipelines (SPP). Main sector needs identified • Coherence between education/training and labour markets; • Proper planning capacities at all YES levels; • Increased public investment in education sector; • IFIs ready for increased involvement in the education sector/YES; and • More coherence of regional actions by strengthening the Regional Youth Cooperation Office (RYCO). www.wbif.eu 3 Youth Education Study – target group Western Balkans Facts in the region 600,000 young people • Lack of appropriate facilities for education; Serbia (28%) • Mismatch between education & training and labour Albania (22%) market; • High level of youth unemployment; • Labour markets negatively affected due to Montenegro economic crisis; (2%) • 20% of the work force is early school leavers vs. 11% in EU; Bosnia and Herzegovina • Lower proportion of aged 25+ population with (18%) upper secondary education than the EU average; North Macedonia • 20% of the work force has higher education vs. 39% (13%) in EU; • General decrease of the population (4% from 2000 Kosovo* (17%) to 2015); • Accelerated emigration trend; (young people: those unemployed, not in training or education) *This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence www.wbif.eu 4 Youth Education Sector Study – identified projects Type of local/regional projects Potential projects for YES development • schools / gymnasiums (5); • vocational centers (3); Albania (7) • universities (12); • youth centers (3); Bosnia and Herzegovina (5) • students’ camps (4); • sports halls / centers (2); Kosovo (3) North Macedonia (3) Maturity level • Concept idea (11) - Priority actions • Set the YES investment as priority in the Western Balkans; • Strengthen the YES planning and project development capacity for project promoters; • Award WBIF TA Grants for YES project identification & preparation & management support; • Promote YES projects with higher impact and visibility, to attract various financial resources; • Increase the interest of IFIs and Bilateral Donors for YES projects; and • INV grants of substantive amount as incentives to national authorities. www.wbif.eu 11 Thank you www.wbif.eu 12.

    1 A e dini se… Sporti në Shqipëri ka qenë një nga shtyllat kryesore ku mbështetej pushteti dhe ideologjia njëkohësisht, përgjatë periudhës së regjimit komunist. Zgjimi me ushtrime gjimnastike, shpeshherë masive edhe për nder të udhëheqësve të kohës ishte rituali i përditshëm i çdo të riu në shkolla dhe jo vetëm. The center fulfils this mission by promoting cooperation among non-governmental organisations, governments, businesses and other environmental stakeholders, and by supporting the free exchange of information and public participation in environmental decision making. The REC was established in 1990 by the United States, the European Commission and Hungary. Today, the REC is legally based on a charter signed by the governments of 28 countries and the European Commission, and on an international agreement with the government of Hungary. The REC has its head office in Szentendre, Hungary, and country offices and field offices in 17 beneficiary countries, which are: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, the former Yugoslav Republic of Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia, Slovenia and Turkey. Recent donors are the European Commission and the governments of Austria, Belgium, Bosnia and Herzegovina, Bulgaria, the Czech Republic, Croatia, Denmark, Estonia, Finland, Germany, Hungary, Italy, Japan, Latvia, Lithuania, the Netherlands, Norway, Poland, Slovakia, Slovenia, Sweden, Switzerland, the United Kingdom, and the United States, as well as other inter-governmental and private institutions.

It was opened on 28 October 1981 and is 27,000 square meters in size, while 18,000 square meters are available for expositions. The National Historical Museum includes the following pavilions: Pavilion of Antiquity, Pavilion of the Middle Ages, Pavilion of Renaissance, Pavilion of Independence, Pavilion of Iconography, Pavilion of the National Liberation Antifascist War, Pavilion of Communist Terror, and Pavilion of Mother Teresa. Et'hem Bey Mosque – Tirana, Albania o The Et’hem Bey Mosque is located in the center of the Albanian capital Tirana. Construction was started in 1789 by Molla Bey and it was finished in 1823 by his son Ethem Pasha (Haxhi Ethem Bey), great- grandson of Sulejman Pasha. Mount Dajt – Tirana, Albania o Its highest peak is at 1,613 m. In winter, the mountain is often covered with snow, and it is a popular retreat to the local population of Tirana that rarely sees snow falls. Its slopes have forests of pines, oak and beech. Dajti Mountain was declared a National Park in 1966, and has since 2006 an expanded area of about 29,384 ha. It is under the jurisdiction and administration of Tirana Forest Service Department.
