India and Pakistan have divergent national ideologies and have been unable to establish a mutually acceptable power equation in South Asia. The national ideologies of pluralism, democracy, and secularism for India and of Islam for Pakistan grew out of the pre-independence struggle between the Congress and the All-India Muslim League, and in the early 1990s the line between domestic and foreign politics in India’s relations with Pakistan remained blurred. Because great-power competition—between the United States and the Soviet Union and between the Soviet Union and China—became intertwined with the conflicts between India and Pakistan, India was unable to attain its goal of insulating South Asia from global rivalries. This superpower involvement enabled Pakistan to use external force in the face of India’s superior endowments of population and resources. The most difficult problem in relations between India and Pakistan since partition in August 1947 has been their dispute over Kashmir. -

Forest Cover (Area-wise): Madhya Pradesh> Arunachal Pradesh> Chhattisgarh> Odisha> Maharashtra. Forest Cover (Percentage): Mizoram (85.4%)> Arunachal Pradesh (79.63%)> Meghalaya (76.33%) According to India State of Forest Report the recorded forest area of the state is 94,689 sq. km which is 30.72% of its geographical area. According to Indian state of forest Report (ISFR – 2019) the total forest cover in M.P. increased to 77,482.49 sq km which is 25.14% of the states geographical area. The forest area in MP is increased by 68.49 sq km. The first forest policy of Madhya Pradesh was made in 1952 and the second forest policy was made in 2005. Madhya Pradesh has a total of 925 forest villages of which 98 forest villages are deserted or located in national part and sanctuaries. MP is the first state to nationalise 100% of the forests. Among the districts, Balaghat has the densest forest cover, with 53.44 per cent of its area covered by forests. Ujjain (0.59 per cent) has the least forest cover among the districts In terms of forest canopy density classes: Very dense forest covers an area of 6676 sq km (2.17%) of the geograhical area. Moderately dense forest covers an area of 34, 341 sqkm (11.14% of geograhical area). Open forest covers an area of 36, 465 sq km (11.83% of geographical area) Madhya Pradesh has 0.06 sq km. -

Though in the context of Bangladesh, ‘Right to food’ is only one of ‘Directive Principles of State Policy’ which is unenforceable in nature, but in this paper I tried to link this right with other enforceable human rights so that State cannot neglect or refuge to implement this very right. There are various dimensions of ‘Right to Food’ and food adulteration is one of them. Food adulteration has now become a major threat to public health and because of adulterated food people are suffering various types of health problems. In this paper I tried to sort out the approach of the government to deal with this issue and examined the efficiencies of stake-holders. I tried to sort out challenges and prospects of this issue and suggested recommendations. Lastly I concluded emphasizing on changing of approach of government by considering inclusion of the ‘Right to Food’ in the broader term of ‘Right to life’ to make this rhetoric right into a real and enforceable right. I adopted qualitative approach and used secondary sources, i.e. newspaper, articles, seminar proceedings, websites etc. -

Indian Foreign Affairs Journal Vol. 4, No. 3, July - September, 2009, 102-117 ORAL HISTORY Birth of Bangladesh: Down Memory Lane Arundhati Ghose, often acclaimed for espousing wittily India’s nuclear non- proliferation policy, narrates the events associated with an assignment during her early diplomatic career that culminated in the birth of a nation – Bangladesh. Indian Foreign Affairs Journal (IFAJ): Thank you, Ambassador, for agreeing to share your involvement and experiences on such an important event of world history. How do you view the entire episode, which is almost four decades old now? Arundhati Ghose (AG): It was a long time ago, and my memory of that time is a patchwork of incidents and impressions. In my recollection, it was like a wave. There was a lot of popular support in India for Sheikh Mujibur Rahman and his fight for the rights of the Bengalis of East Pakistan, fund-raising and so on. It was also a difficult period. The territory of what is now Bangladesh, was undergoing a kind of partition for the third time: the partition of Bengal in 1905, the partition of British India into India and Pakistan and now the partition of Pakistan. Though there are some writings on the last event, I feel that not enough research has been done in India on that. IFAJ: From India’s point of view, would you attribute the successful outcome of this event mainly to the military campaign or to diplomacy, or to the insights of the political leadership? AG: I would say it was all of these. -

Berlin ne of the key milestones in world history has been the rise to prominence Oof new and influential states in world affairs. The recent trajectories of China and India suggest strongly that these states will play a more powerful role in the world in the coming decades.1 One recent analysis, for example, judges that “the likely emergence of China and India ...asnewglobal players—similar to the advent of a united Germany in the 19th century and a powerful United States in the early 20th century—will transform the geopolitical landscape, with impacts potentially as dramatic as those in the two previous centuries.”2 India’s rise, of course, has been heralded before—perhaps prematurely. How- ever, its ascent now seems assured in light of changes in India’s economic and political mind-set, especially the advent of better economic policies and a diplo- macy emphasizing realism. -

India-Bangladesh Border Haats BRIEFING PAPER #1/2020 Unnayan Shamannay Role of Border Haat in Management of India-Bangladesh Border Joyeeta Bhattacharjee* The border haats have been transformational in the management of India and Bangladesh border. Traditionally, border management was perceived, from the prism of security, therefore, restrictions were imposed on the people in the bordering areas, thus hampering development. Given the security-centric approach to the border, India undertook a policy of restraining development in the areas adjacent to the international boundary. Unfortunately, such a policy backfired and instead of securing the border, increased vulnerabilities and the border region became a hub of illegal activities. The haats were established to bolster development in the border region by generating livelihood opportunities and controlling cross-border illegal activities. This Briefing Paper studies the role and impact of the border haats in the management of the India- Bangladesh border. LALIT KUMAR BAROOAH PREFACE IN THE long roll of the East India Company's Bengal civil servants, placed in the North-East Frontier region. the name of David Scott stands out, undoubtably,. - as one of the most fasci- nating. He served the Company in the various capacities on the northern and eastern frontiers of the Bengal Presidency from 1804 to 1831. First coming into prominrnce by his handling of relations with Bhutan, Sikkim, and Tibet during the Nepal war of 1814, Scott was successively concerned with the Garo hills, the Khasi and Jaintia hills and the Brahma- putra valley (along with its eastern frontier) as gent to the Governor-General on the North-East Frontier of Bengal and as Commissioner of Assam. His career in India, where he also died in harness in 1831, at the early age of forty-five, is the subject of this study. The dominant feature in his ideas of administration was Paternalism and hence the sub-title-the justification of which is fully given in the first chapter of the book (along with the importance and need of such a study). -

On the other hand, in 2018, the constitutionally guaranteed rights of freedom of assembly and association witnessed a sharp decline by making digital security act-2018. Further, the overall human rights situation significantly deteriorated. Restrictions on the activities of political parties and civil societies, impunity to the excesses of the security forces, extrajudicial killing in the name of anti-drug campaign, enforced disappearance, violence against women, arbitrary arrests and assault on opposition political leaders and activists, intimidation and extortion are considered to be the main reasons for such a catastrophic state of affairs.
