Michael Bissett has experience in a broad range of planning matters including the preparation and management of comprehensive development applications for public and private clients throughout Ontario. He has appeared as an expert witness before the Ontario Municipal Board/Local Planning Appeals Tribunal. He joined Bousfields in 2008 and became a partner in 2010. Prior to joining Bousfields, Mr. Bissett worked in the private sector, first as a land use planner with two law firms. He initiated his career in the public sector as a planner for the County of Delaware in Ohio, reviewing development applications as well as assisting in the preparation of comprehensive plans for Townships within the County.

Russell Brownlee is the Managing Director and Transportation Safety Engineer with True North Safety Group. He has over 23 years of experience in the areas of road user safety, pedestrian and cycling safety, rail safety, transportation engineering, and transportation planning. Mr. Brownlee provides safety consulting services and independent forensic investigations relating to transportation facility design, construction, operations, and maintenance. He has been qualified in the Superior Court of Justice, Ontario as an expert in road safety, transportation engineering, design, transportation planning, site design and parking.

Mr. Brownlee has developed and presented an annual two-day Ontario Traffic Council (OTC) course on all aspects of intersection safety. In 2015, Mr. Brownlee developed a Canadian Institute of Transportation Engineers (CITE) Rural Road Safety course and presented the program to transportation practitioners in Ontario, Manitoba, Alberta and the Atlantic Provinces. Most recently, he developed and presented an annual one-day OTC workshops on the safety and risk management aspects for pedestrian facilities (May 2017 and 2018) and bicycle facilities (September 2017 and October 2018).

Mr. Cairns’ 30 years of domestic and international engineering and management experience includes all critical aspects of port facility and marine structure planning, design, maintenance, and operations. He is responsible for developing and delivering port and marine projects in North America and supporting port and marine engineering projects worldwide. In this role, he has been responsible for staffing, budget, schedule, safety, and quality control.

Mr. Cairns’ technical engineering skills include feasibility studies, due diligence, above and underwater structural investigations, as well as planning, simulation, design, and construction management/supervision of port and waterfront facilities. Projects have included industrial and military marine terminals, bulkheads, and marinas; container handling equipment procurement, inspection and repair; and involve dredging, coastal processes, and shore-side civil works. Mr. Cairns has also been responsible for waterfront and marine facility inspection and rehabilitation projects globally, including site investigations, structural analysis, detailed design, and construction supervision. Mr. Cairns is a past president of the American Society of Civil Engineers (ASCE), Coast Ocean Ports and Rivers Institute (COPRI), and is presently on the Board of the Academy of Coastal, Ocean, Port, and Navigation Engineers (ACOPNE).

Parker Dickson, MA, is an Associate and Senior Archaeologist at Stantec. He is also the Technical Area Coordinator for the Ontario-based archaeology team within Stantec’s Cultural and Social Sciences discipline. Parker holds a Professional Archaeology Licence with the Ministry of Tourism, Culture and Sport and is a member of Ontario Association of Professional Archaeologists. He specializes in the archaeology of pre-contact Indigenous groups in southern Ontario and has been involved in numerous archaeological projects in various industry sectors, including transportation, renewable energy, land/community development, and aggregates. In 2006, he earned his Master of Arts in Anthropology, with a specialization in bioarchaeology. Previously, Mr. Dickson received his Bachelor of Arts in Anthropology in 2002. Sean Geddes has 28 years of experience in the fisheries and aquatic habitat field, including fish habitat assessments, impact analyses and site monitoring for projects in the aggregate, waste management, energy, transportation, and land planning and development sectors. His experience includes a mix of private and public-sector work, with projects ranging from streams to large rivers, and small inland lakes to the Great Lakes environments. He has conducted numerous assessments of aquatic habitat to determine potential impacts, and he has been responsible for the development of habitat enhancement plans aimed at achieving the best productivity results for both short and long-term time frames.

Mr. Geddes previously served as a plan review aquatic biologist with the Grand River Conservation Authority where he was responsible for the review of projects under the federal Fisheries Act on behalf of Department Fisheries and Oceans (“DFO”). Marianne Hatzopoulou Ph.D. Associate Professor, University of Toronto

Prof. Hatzopoulou is Canada Research Chair in Transportation and Air Quality and Associate Professor in Civil and Mineral Engineering at the University of Toronto. Her expertise is in modelling road transport emissions and urban air quality as well as evaluating population exposure to air pollution. Her research aims to capture the interactions between the daily activities and travel patterns of urban dwellers and the generation and dispersion of traffic emissions in urban environments. She has developed regional transportation emission inventories for Toronto, Montreal, and Philadelphia as well as evaluated the potential of travel demand and technology scenarios on emission reductions. She has been invited on a number of panels and colloquia to speak about strategies to reduce transportation-related emissions. In addition, she leads an active research stream in characterizing air pollution exposure. She spearheaded large air pollution monitoring campaigns and investigated potential determinants of exposure. She works closely with epidemiologists in the development of improved measures for air pollution exposure and has received funding from federal and provincial health agencies to conduct integrative research in transportation engineering, air pollution, and public health. She serves on the Transportation Research Board of the National Academies of Sciences, Engineering, and Medicine as the committee research coordinator for the standing committee on “Transportation and Air Quality” (ADC20).

Paul Johnston has over 40 years of experience as a Land Use Planner practicing in the Greater Golden Horseshoe. He has advised a broad range of public and private sector clients throughout Ontario and has particular experience in the assessment of land use compatibility of industrial and sensitive land uses. He has worked on land use and environmental planning assignments for municipalities, provincial agencies, land development firms, industrial and retail firms, institutions, non-profit charities and resident groups. Dr. Loren Knopper is an internationally recognized environmental health scientist with over 20 years of research and consulting experience. He is also Stantec’s Technical Leader for Risk Assessment and Toxicology in Canada. He is considered a Qualified Toxicologist through the Air Standards Development Branch of the Ontario Ministry of the Environment, Conservation and Parks (MECP) and a Qualified Person (Risk Assessment; QPRA) by the Standards Development Branch of the MECP. Dr. Knopper has led and conducted complex human health and ecological risk assessments at contaminated sites and as part of numerous federal and provincial environmental assessments (e.g., off shore drilling, oil refineries, pipelines, in situ and mining oil sands and coal development, carbon capture and storage, hydroelectric, , solar power, energy-from-waste) across Canada, from coast-to-coast-to-coast. Dr. Knopper also maintains an active academic role: he holds an Adjunct Professor appointment at the University of Guelph; teaches graduate level classes in risk assessment, toxicology, and public communication; actively publishes peer-reviewed scientific articles; and is often called upon as an independent reviewer for scientific journals.

Dr. Daniel Krewski is Professor and Director of the R. Samuel McLaughlin Centre for Population Health Risk Assessment at the University of Ottawa, where he is involved in a number of activities in population health risk assessment within the Institute of Population Health. He is also the CEO and Chief Risk Scientist of Risk Sciences International. He currently holds an NSERC Industrial Research Chair in Risk Science within the School of Epidemiology and Public Health at the University of Ottawa, with a research program focusing on the assessment and management of technological risks. Dr. Krewski previously held a number of senior positions with Health Canada, including his last post as Director, Risk Management, in the former Health Protection Branch. From 1998 to 2004, he served as a member of the US National Research Council’s Committee on Research Priorities for Airborne Particulate Matter. More recently, Dr. Krewski chaired the Health Effects Institute Diesel Epidemiology Panel, which published its report on Diesel Emissions and Lung Cancer: An Evaluation of Recent Epidemiological Evidence for Quantitative Risk Assessment in 2015. He is a Fellow of the American Statistical Association and the Society for Risk Analysis, and a lifetime National Affiliate of the US National Academy of Sciences.

He has directed more than 1,500 port economic, planning, logistics, financial and economic feasibility studies over his 45-year career in the United States, Canada, Asia, Europe, the Caribbean, and South America. He has provided ongoing economic and planning consulting services to port authorities, terminal operators, and ocean carriers, as well as the key airports in the United States and various government agencies, including the Federal Reserve Board of Governors, the U.S. Council of Economic Advisors, and the International Trade Commission. He also prepared assessments of the impact of restrictive trade policies on the marine transportation system, as well as the impact of the West Coast Port Shutdown. He recently prepared an assessment of the impact on the nation’s economy of the possible imposition of steel import restrictions by the current administration. At Stantec, Mr. Prits leads projects focused on atmospheric emissions compliance, which also includes noise, vibration, and acoustics and light impacts. His assignments are typically supported by specialized computational techniques, including dispersion modelling and computational fluid dynamic (CFD) modelling. Sheldon Smith is a Senior Hydrologist who has worked extensively with clients throughout North America and overseas in hydrological, water quality and channel restoration projects. His hydrological expertise lies in open channel and pulse flow monitoring, modelling and water quantity analysis, modelling and interpretation, particularly in the fields of water supply assessment, stormwater management, floodplain assessment, instream flow needs assessment, and stream monitoring. His water quality experience includes baseline and stormwater management monitoring, water quality analysis, modelling and assessment, effluent mixing zone and receiving water assessments including recommendations for effluent criteria in regulatory effluent permitting and associated regulatory and stakeholder engagement. His experience in stream restoration includes existing condition fluvial geomorphological assessment, historical planform and channel adjustment analysis, erosion analysis and natural channel design associated with hundreds of watercourses crossings for infrastructure. In the rail sector, Mr. Smith has provided technical support and design to culvert installations, replacements and extensions, including hydrological and hydraulics assessments for erosion and fish passage; channel design to support realignments including resting pools, in-channel habitat creation, stable channel; and slope embankment design and floodplain assessment.

Andrew Taylor is a knowledgeable terrestrial ecologist and project manager who has served as an expert witness at Boards and Tribunals, including the Environmental Review Tribunal. As a senior ecologist, he provides technical guidance and advice on projects in a wide variety of sector, including energy, transportation, oils and gas, aggregate and community development. These projects involve implementing natural heritage policies of applicable federal, provincial and municipal legislation and guidelines. Mr. Taylor has extensive experience with the policies, field studies, and permitting requirements pertaining to species at risk. He has strong technical skills and is knowledgeable in the ecology of vascular plants, birds, mammals (including bats), butterflies, dragonflies, breeding amphibians (calling frogs and toads), breeding salamanders (adult and egg studies) and reptiles. He is skilled at assessing wildlife habitat, applying Ecological Land Classification (ELC) and delineating wetland boundaries. Mr. Taylor is also a certified Butternut Health Assessor. His breadth of experience positions him to understand the potential for impacts to natural heritage features and wildlife from development activities and to develop mitigation and rehabilitation initiatives to minimize the net impacts to the environment and project design.

Grant Whitehead is a Senior Hydrogeologist and Project Manager with the Physical Environment team of Stantec’s Environmental Services division in Waterloo. For the past 18 years, he has either managed and/or been the principal investigator for numerous groundwater supply and protection evaluations, regulatory agency permitting and compliance studies, water balance and construction dewatering assessments, and a variety of groundwater monitoring and hydrogeological impact investigations associated with municipal, commercial, industrial, residential, and renewable energy developments throughout Ontario. Mr. Whitehead has a thorough understanding of geological and groundwater conditions in southern Ontario, having completed multiple field-based and desktop-level hydrogeological investigations for land development projects. These studies have largely focused on assessing the impact of proposed developments on groundwater recharge and flow regimes, groundwater inputs to sensitive surface water features, groundwater quality, municipal wellhead protection areas and local private water supplies, and zones of high aquifer vulnerability. Through this work, he has also developed a firm understanding of the Ontario Water Resources Act and accompanying groundwater protection legislation.
